EXPECTED OUTCOME
1.1
Influenced by the three key values as set out in the Council Plan 2014-2019,
this report sets out the Council Plan Priority Performance Scorecards for the
second quarter of 2014/15. Monitoring the success of the Council Plan
through scorecards informs improvements and ensures Council services
address the needs of residents in an open and transparent way.
2.0
RECOMMENDATIONS
2.1
It is recommended that Cabinet:
(1)
consider any recommendations from Overview and Scrutiny
Performance Sub-Committee
(2)
note the Council Plan Priority Scorecards, as detailed in Appendix
1 through 5
(3)
note the progress of actions reported as part of the Council Plan
2013-2017 performance monitoring, as detailed in Appendix 6, and
(4)
note the details as presented in the Strategic Risk Register in
Appendix 7.
3.0
BACKGROUND AND PROPOSALS
3.1
The Council is committed to delivering high quality, cost effective services that
meet the needs of residents and improves quality of life. To help achieve our
goals, we measure performance frequently. The performance management
process helps us to demonstrate how well we are doing.
3.2
This report provides information and data detailing progress against the
measures of success as detailed within the Council Plan 2014-2019.
3.3
Appendix 1 through 5 outlines, in detail, the Priority Scorecards. This
information will be presented every three months to the Overview and
Scrutiny Performance Sub-Committee and then to Cabinet. The information
will then be published on the Council’s website.
3.4
As a result of the Overview and Scrutiny Performance Sub Committee
meeting of 30 July 2014 the following amendments have been made:

comparison data is provided, where appropriate, against Cumbria, the
North West and England/ Great Britain. This data is presented in the
graphs against each of the measures, and

where possible, trend data going back over a five year period is
presented. The data, where available, is provided from 2009.
Economy Scorecard
Changes have been made to the following data-sets:

The graph detailing Job Density data has been expanded.

Earnings by residence - gross weekly Male pay and Earnings by residence
- gross weekly Female pay has been added.

Earnings by workplace – gross weekly Full Time pay and Earnings by
workplace – gross weekly Part Time pay has been added.

Earnings by workplace - gross weekly Male pay and Earnings by
workplace - gross weekly Female pay has been added.

Average length of stay (All Car Parks/Hours) has been replaced with Total
Ticket Sales (All Car Parks).

Percentage of working age economically active – Male and Percentage of
working age economically active – Female has been added.

Percentage of working age population economically active – Employees
and Percentage of working age population economically active - Self
Employed has been added.

Origin Destination of Workforce in South Lakeland, based on the 2011
Census has been added.

Business enterprises by size - Micro (0-9 employees), Business
enterprises by size - Small (10-49 employees), Business enterprises by
size – Medium (50-249 employees) and Business enterprises by size –
Large (250+ employees) has been added.

Service data ‘Total Number of Business Enquiries Received’ has been
removed.
Environment Scorecard
Changes have been made to the following data-sets:

Service data ‘Number reported: dead animals’, ‘Total – number of dead
animals collected’, ‘Number reported: drug related litter’ and ‘Drug related
litter – collected within 24 hours’ have been removed.
Health and Wellbeing Scorecard
Changes have been made to the following data-sets:

Total Reported Crime includes 2014/15 quarter 1 Data.

Total Recorded Domestic Violence Incidence has been added.

Life expectancy gap (by deprivation) – Female and Male includes 2009
and 2014 data.

Adults smoking - 2009 and 2014 data has been added.

Increasing and higher risk drinking comparison data with the North West
and England has been added. This particular data set has been removed
from the Public Health Profile data and as a consequence will not be
reported in quarter 3.

Excess winter deaths comparison data with the North West and England
has been added.
Housing Scorecard
Changes have been made to the following data-sets:

Number of affordable homes (gross) delivered includes the 2008/09
figures.

Housing affordability ratio now includes comparison data and figures for
2009 and 2014.

Number of people accessing homeless service includes 2014/15 quarter 1
data as the current benchmark.

Number of homeless applications includes 2014/15 quarter 1 data as the
current benchmark.

Number of homeless (duty) acceptances includes 2014/15 quarter 1 data
as the current benchmark.

Number of homeless preventions includes 2014/15 quarter 1 data as the
current benchmark.

Total number of occupied dwellings includes data for 2009.

Number of vacant/empty properties includes data for 2009.

Member Locality Budget: Total allocated (2013/14) and Local Important
Projects Budget: Total allocated (2013/14) has been added.
Innovation and Improvement Scorecard
Changes have been made to the following data-sets:

Total number of complaints received by the Council (average working
days to respond) includes 2014/15 quarter 2 data as the current
benchmark.

Percentage of complaints answered within 10 working days includes
2014/15 quarter 2 data as the current benchmark.

Percentage of Major planning applications completed within the 13 week
target as a proportion of all major applications determined includes
2014/15 quarter 2 data as the current benchmark.

Percentage of Minor planning applications completed within 8 week target
as a proportion of all minor applications determined includes 2014/15
quarter 2 data as the current benchmark.

Percentage of Other planning applications completed within 8 week target
as a proportion of all other applications determined includes 2014/15
quarter 2 data as the current benchmark.

Information regarding the Strategic Risk Register is now presented as
Appendix 7.

CONSULTATION
4.1
This report concerns measures of success against each of the priorities within
the Council Plan. These have been consulted on extensively prior to the Plan
being adopted by Full Council.
4.2
The scorecards were presented to Overview and Scrutiny Performance Sub
Committee on the 28 October 2014. Comments arising from the Sub
Committee will be reported verbally to Cabinet.
5.0
ALTERNATIVE OPTIONS
5.1
None – the purpose of the report is to receive a performance update. Council
must note successes, monitor progress and take action where appropriate.

LINKS TO COUNCIL PRIORITIES
6.1
Reporting measures of success on the Council Plan for the period 2014/15.
6.2
The report is directly linked to the following Council Plan commitment to
ensure that the Council is equipped to provide the best, most cost effective
services.

Details regarding performance monitoring are published in line with the
Council’s latest Performance Management Framework.
