1. Q: Who is the current provider of security services for the County?
A: Blacktalon Enterprises, Inc.
2. Q: When was the current provider awarded the contract? Can a copy of the contract be reviewed?
A: Contract No. 7069 was awarded in July 2008 to Blacktalon Enterprises, Inc. There are
four amendments. The contract and amendments are included in this Addendum as
Attachment A.
3. Q: When does the current contract expire?
A: The current contract expires in June 2017.
4. Q: How many hours per week are required for each location?
A: The total hours a week will vary based on needs identified by the County; below are the
current fiscal approximate hours:

5. Q: What is the estimated number of hours for the prior contract?
A: The total hours will vary based on needs identified by the County.

6. Q: What are the hours associated with each location?
A: Hours will vary by location and task type, but generally security services are provided
Monday through Friday, no holidays or weekends except as noted, during the following times:

7. Q: What is the number of current positions used by the incumbent?
A: The County does not require or track the specific amount of positions to be used to fulfill
the contract requirements. The provider would need to offer an adequate number of positions
to meet the contract requirements and cover necessary breaks, vacations, etc. It has been
practice for the posted positions at the Library and the Health and Human Services campus
to use one guard consistently assigned to each post. This assists in developing relationships
and a knowledge base of those specific duties.
8. Q: What is the current billing rate? What was the previous billing rate?
A: Current billing rate is $21/hour for guard serving the Library and $29.00/hour for all
other guards. All are unarmed. This has been the rate since the agreement was established in
2008.
9. Q: Why is there a difference in the hourly rate for guards at the Library?
A: The County does not have historical information on why the rates differ. This has been the
negotiated contract price since 2008.
10. Q: Is there prevailing wage?
A: No.
11. Q: Is there a minimum wage in Napa County?
A: Napa County does not have a separate minimum wage requirement. Providers must follow
State/Federal requirements for wage provisions.

12. Q: Are there any health care benefit requirements?
A: There is no requirement stated for health care benefits, however all providers are required
to meet any applicable State and Federal regulations as indicated in the terms of the example
professional services agreement included in the RFQ/P (Attachment D).
13. Q: Does the contractor receive monetary benefit from the parking enforcement violations?
A: No. Parking enforcement is required, as described in the scope of services for County lots
only. The security services provider does not receive any portion of these fines.
14. Q: Is there an annual budget? If yes, in what amount?
A: The current contract has annual maximum of $220,000.
15. Q: Is there a County payment cap amount for fiscal year 2017?
A: The current contract has annual maximum of $220,000.
16. : What was the contract amount spent last year?
A: In Fiscal Year 2015/16, the County spent approximately $154,000 under this contract.
17. Q: Are there any additional security guard services to this contract?
A: Yes. As described in the RFP scope of services, the security services provider must be
able to provide additional services on an as needed basis for the County for short and long
term periods. For instance, we generally engage additional security services during certain
special events in downtown Napa and have also increased services at various locations after
emergencies such as the 2014 South Napa Earthquake and the 2015 Valley Fire.
18. Q: Were vehicles used on the last contract, if so what was the bill rate for the vehicle?
A: Vehicles are included in the hourly rate of the guard. Please see Question #8.
19. Q: What types of vehicles are required for this bid?
A: The County has not included any vehicle specifications as a part of this RFQ/P.
20. Q: Is there any special equipment required for this contract?
A: As stated in Question #18, vehicles should be included by the provider. In addition,
assigned guards should be accessible to County staff by phone.
21. Q: Is this bid set aside for Small Local Business or Woman Minority Business Enterprise?
A: No.
22. Q: Is there a bond required for this contract? If so, what type of bond and what is the amount?
A: No bond is required; however providers must affirm that they can meet the insurance
requirements outlined in the RFQ/P or provide proposed changes.

23. Q: Is there a specific type of patrol scanning to be used?
A: Not enough information to answer this question.
24. Q: Do we attach Q & A form?
A: Respondents must sign this addendum of questions/answers and include in their proposal.
25. Q: What if my company has no disclosures?
A: Respondents must still answer in the negative in their proposal.
26. Q: Do we need to include our general policies/orders in the RFQ/P?
A: Respondents may choose to provide details on their policies/orders in response to the
questions outlined in Attachment C (Company History, Experience, & Approach and
Qualifications/Pricing) of the RFQ/P, but it is not required. Please keep in mind the
evaluation team will be looking for responses to the particular criteria and is requiring
submittals to be succinct and straightforward. Please see Attachment C of the RFQ/P for
additional instructions.
27. Q: What is the contract term?
A: The County anticipates negotiating a three (3) year contract with an allowance for up to
two one (1) year roll-overs.

This Addendum must be signed as acknowledged and submitted with
proposal. Please do not submit Attachment A in your proposal packet.
