“Operation and maintenance of the Traffic Signals with CCTV backups to
be erected in the Coimbatore City Police limit against advertisement
rights”.
The Scope of the work is to operate and maintain the traffic signals
along with CCTV backups to be erected in prime locations against
commercial advertisement rights within the Coimbatore City Police limits
on behalf of the Traffic Advisory Committee, Coimbatore District. The
Coimbatore city municipal
Corporation is inviting Request for Proposals
from individuals, sole proprietary concerns,
partnership firm,
corporate body, co-operative society, trust or Consortium of any of
the above entities joined together for the above mentioned work. The
interested bidding firms should necessarily furnish the information
indicating their qualifications along with their credentials in proof of their
experience.
The bid document containing the Eligibility Criteria, General
Conditions, Instructions to Bidders, Special Conditions of Contract, etc.,
can be downloaded free of cost from the Government of Tamil Nadu’s
official website namely www.ccmc.gov.in from 07-08-2015 onwards up
to 24-08-2015.The Bid should reach this office of the undersigned on or
before 25-08-2015 @ 3.00 P.M. in a sealed cover with superscription as

District, The Commissioner, Coimbatore City Municipal Corporation (CCMC)
invites bids from individuals, sole proprietary concerns, partnership firm,
corporate body, co-operative society, trust or Consortium of any of the
above entities joined together dealing in Operation and Maintenance of the
traffic signals with CCTV backups in Coimbatore City Police Limit for a period of
three years against advertisement rights located in Tamil Nadu for the following
works through Sealed tender process as mentioned below:

2. The bidders should necessarily satisfy the mandatory pre-qualification criteria
prescribed in the bidding documents.
3. The bidding documents can be downloaded free of cost from the Government of
Tamil Nadu’s official website namely www.ccmc.gov.in from 07-08-2015
onwards up to 17.45 Hrs on 24-08-2015 and shall submit their bids up to 15.00
Hours on 25-08 -2015.
4. A pre-bid meeting in this regard will be held on 14-08 -2015 at 11.00 A.M at the
Corporation Main office. The Commissioner, Coimbatore City Municipal
Corporation reserves the right to accept or reject any EOI proposals without
assigning any reasons there for.
5. Tender should be submitted through sealed cover.
6. The bidding will be conducted through National Competitive Bidding and all
payments will be made only in Indian Rupees.
7. A two cover bidding procedure will be adopted. The first cover containing the
Technical Proposals will be opened in the presence of bidder or their authorized
representatives who choose to attend on the time of opening of the bids at the
address given below at 16.00 Hours on 25-08-2015. The bids submitted after
the due date will be summarily rejected. Due to unforeseen circumstances, if the
tender date happens to be a holiday the tenders will be opened in the next
working day.

8. The first bid cover (Cover-1) will consist of the EMD and a technical bid without
any reference to prices and the second cover will consist of their financial bid
only. After ensuring of the availability of the required bid security, the
Commissioner will evaluate each bidder who meets the mandatory Prequalification criteria and whose technical bids are substantially responsive. The
financial bids of only those bidders whose bids are found technically responsive
and acceptable will be opened in the presence of responsive bidder or their
authorized representatives who choose to attend on the date and time to be
intimated by the CCMC.
9. Validity of Tender: To be valid up to 60 days after the due date fixed for
submission of the bids.
10. Interested bidders may obtain further information and inspect the bidding
documents at the office of the Executive Engineer (Planning), Coimbatore
City Municipal Corporation at the address given below in all working days from
10.00 Hours to 17.45 Hours.
11. The Commissioner, Coimbatore City Municipal Corporation reserves the rights to
either postpone or reject any tender without assigning any reasons whatsoever.

Instructions to Bidders
1) The bidders are advised to read the Bid documents carefully before
bidding. The terms and conditions mentioned in the Bid documents will
carry the meaning as assigned to them. In case of any dispute on any of
the terms and conditions, the decision of the Commissioner, CCMC will
be the final and binding on the bidders.
2) The Commissioner, CCMC reserves the right to alter or modify the terms
and conditions of the bid at any time without notice.
3) Conditional offers will be summarily rejected.
4) The bidders are advised to visit the site of existing Traffic Signals with
CCTV backups for which they are tendering to assess the revenue
realization expected from advertisement on the Traffic Signals. It is
presumed that the bidders have quoted with the full knowledge of the
work to be carried out and other obligations the tenderer should
discharge. No correspondence in this behalf will be entertained
5) The bidder should remit an amount of Rs. 1,00,000/- (Rupees One Lakh
Only) as Earnest Money Deposit
for the package in the form of
Demand Draft from any reputed banks drawn in favour of “The
Commissioner, Coimbatore City Municipal Corporation, Coimbatore”
along with the bid.
6) The successful bidder should enter into an agreement with the CCMC
within 7 days from the date of issue of letter of acceptance failing which
the Earnest Money Deposit paid by the bidder will be forfeited. The
Commissioner, CCMC will have all powers to cancel the tender and retenders will be called for as per the decision of the Commissioner.
7) The Successful bidder should remit an amount of Rs. 50,000/- (Rupees--Fifty Thousand only) as security deposit against the Asset for the
package separately in the form of Bank Guarantee & ASD for an amount
of Rs 50,000/-( Rupee Fifty Thousand only ) from any Reputed banks in
favour of “The Commissioner, Coimbatore City Municipal Corporation,
Coimbatore.” on the day of execution of agreement.
8) The space provided for display of TRAFFIC SIGNALS with CCTV
backups shall be as shown in the list enclosed.
9) The CCMC reserves the right to remove any Traffic Signals or
advertisement board whenever found objectionable.

10) The successful bidder shall not transfer his right or business interests to
any person or persons or concerns. Else the bid will be cancelled and the
Security deposit will be forfeited.
11) The rates should be quoted both in words and figures. If any discrepancy
found in the rates quoted in words and figures, highest of above will
prevail and no requests for downward revision will be entertained.
12) The Commissioner, CCMC reserves the right to cancel the contract
without giving any notice, if the bidder fails to abide by the contract
conditions. In the event of
such cancellation of contract, the
Commissioner, CCMC or the Officer authorized by him will have every
right to take action as mentioned in the above conditions.
13) If any adverse report from Coimbatore City Police / Traffic Advisory
Committee about the lapses / violation / non-compliance of maintenance
of signals, the contract will be cancelled by CCMC.
14) If successful bidder is a consortium of members, if any dispute arises
between the consortium members during the contract period, irrespective
of their MOU, the contracted maintenance work shall not be affected and
if so the consortium members are jointly and severally liable.
15) If any doubt arises with regard to any of the conditions mentioned, the
decision of the Commissioner, CCMC will be final and the bidder should
abide by the same.
16) The successful Bidder shall be responsible for any injury/damage/loss to
the public by the Traffic Signals. The bidder shall pay the necessary
damages as per relevant provisions of law.
17) The bidder may insure each Traffic Signals with CCTV backups against
all risk, so as to compensate damages for the road users/ commuters and
signals.
18) If the traffic signal gets damaged / repaired, the contractor should
replace/repair the same.

General Conditions
Background:
The CCMC invites request for proposal in Two cover system from
interested persons/firms for the work of "operation and maintenance of
the traffic signals with CCTV backups to be erected in the
Coimbatore City Police limit against advertisement rights".
(1.0) Scope of the Work:
The scope of the work under this contract is to operate and maintain
the Traffic Signals and CCTV backups to be erected in the Coimbatore City
Police limit, numbering 51 and as decided by Traffic Advisory Committee of
Coimbatore District/the corporation authority in various locations against
Advertisement Rights for a period of 3 years.
The details of all the Traffic Signals and CCTV backups to be erected
and advertisement boards including the Size & Location is given separately.
(2.0)
Bid Process in Brief:
(2.1) The

Agreement.

(4.0) Eligibility Criteria:
This invitation is open to all National Registered Limited Liability Partnership
and Companies or as Consortium of Limited Companies or Limited Liability
Partnership or Joint venture of Limited
Companies or limited
Liability
partnership. The lead Company Shall have a minimum equity stake of 51 % in
the Consortium.
(4.1) The Bidding Firm /Company/Consortium /Joint Venture Must have
Achieved Minimum Annual Financial Turnover of Rs.2 Crore for any Two (2)
Years during the preceding Three (3) years. In the case of Consortium /Joint
Venture any One of the partner individual turnover must be more than Rs.2
Crore for any Two (2)Years during the preceding Three (3) years.
(4.2) The Bidding firm /Company/Consortium /Joint Venture Must have
undertaken and Completed traffic signal / blinker installation or Maintenance
work Comprising a single Order or multiple Orders for a minimum of 100
traffic signals or Blinkers as a Government / PPP /BOT order for any of the
police Department / Municipal Corporation in any of the last Three (3)
Preceding Financial Years.

(4.3) Documentary Proof with regards to the installation or Maintenance of
100 traffic signals/ blinkers should be Submitted by the bidder along with the
tender document with verification certification provided by the Coimbatore
Corporation Executive Engineer.
(4.4) If the Bidding Company is The Subsidiary of any Company of Indian
origin then the bidding Company can Submit The experience of the parent
Company along with a Certificate of Undertaking from the Parent Company
Certifying Such experience. However Financial Information Acceptable for
evaluation shall be that of the Bidding Company Only.
(4.5) If bidding Company is A Parent Company of Indian origin, then it can
also Submit the experience
of the Subsidiary Company. Financial
information Financial Information Acceptable for evaluation shall be that of
the Parent Company Only.
(4.6) If the Bidding Company Is a Subsidiary of any Company of Indian origin
,then the bidding Company can Submit the experience
and Financial
information of the parent Company for evaluation along with a certificate of
undertaking from the parent Company Certifying Such Experience, financial
and legal undertaking of Accepting Joint liability in All cases.
(4.7) In case of Joint venture Bidders , Financial information Acceptable for
evaluation shall be that of the identified Partner in the JV which Shall be
clearly indicate by The JV Bidder . Experience information Acceptable for
evaluation Shall be the Individual Experience of the JV Partners. However a
lead Partner in the JV shall be Specified . No Joint venture Arrangement Shall
be Permitted after Submission of Bids.
(4.8) In Case of consortium /Joint venture Maximum number of Partners Shall
be 3 Only.
(4.9) The bidder Should have not been Blacklisted or Debarred by the CCMC
or Any ULB or any District Administration or Other Government Agency in The
Past Years for any reasons whatsoever . A self declaration in this regard in
the form of an affidavit duly notarized ( prepared in an Rs.20/- Indian NonJudicial Stamp Paper) Should be enclosed with the Bid proposals.
5.0
Pre- bid Meeting
A pre- bid meeting in this regard will be held on 14.08.2015 at
11.00 AM, at the Coimbatore Corporation Main office.

(6.0) Submission, Evaluation of the Technical & Financial Bids:
(6.1) This invitation of Bid is for single work by Sealed tendering only.
(6.2) The bidding will be through two stage bidding process. The bidders
should submit their bids in two parts
a) The first part should contain the Technical Proposals only along with
the demand draft towards Earnest Money Deposit, the requisite
Documentary evidences prescribed in Clause (4.0) of this bid
document.
b) The Second part should contain the Financial Bid.
(6.3) The Technical bids of the bidders will be evaluated by the Tender
Scrutiny Committee constituted for this purpose. The evaluation will be done
on the basis of the Technical, Financial capabilities, Previous experience,
the eligibility criteria as prescribed in Clause (4.0). Thereafter, the financial
bids of the technically qualified bidders only will be opened. The date of
opening of the financial bids will be intimated to the qualifying bidders.
(6.4) The bidders who are technically qualified will only be considered for
the next stage of evaluation i.e. opening of the financial bids.
(6.5) In the event of one or more bidders happen to quote the same amount
as their highest quote for the package, the same will be decided by open
auction or draw of lots as decided by CCMC on the same day.
(7.0) Project Inspections and visit to the site of work:
(7.1) The bidders may carry out the project inspection of the designated
Traffic signals and CCTV backups at any time at their cost.
(7.2) It is desirable that each bidder submits its proposal after visiting the
site and ascertaining for themselves the location, surroundings or any
other matter considered relevant to it.
(7.3) It would be deemed that by submitting the bid has:
a) made a complete and careful examination of terms & conditions/
requirements, and other information set forth in the Bid document.
b) received all such relevant information as requested from the
CCMC and
c) made, a complete and careful examination of the various aspects
of the project including, but not limited to:
i. Condition of the roads and utilities in the vicinity of the Traffic
Signals; and
ii. All other matters that might affect the bidder’s performance
under the terms of this BID document.
(7.4) The CCMC shall not be liable for any mistake or error on the part of the
bidder in respect of the above notification.

(8.0) Clarifications

8.1
The validity of the offer quoted in the tender will be for 60 days from the
date of opening the tender which can be extended for a specific period
on the request of the CCMC. But extending the validity is binding on
the bidder on request from the CCMC only.
8.2
The successful bidder should execute the agreement within 7 days
from the date of acceptance of the tender. Failure to execute the
agreement will entitle forfeiture of their Earnest Money Deposit. The
expenses incurred in this regard for executing the agreement shall be
borne by the successful bidder.

8.4
The work of providing advertisement in the Traffic Signals should be
taken up only after the date of signing of the lease agreement and
inform the appropriate authority of the CCMC for having commenced
the operations. If the successful bidder fails to start the O & M work as
per the stipulated period, their agreement is liable for cancellation and
forfeiture of the Bid Security Deposit and any other deposits made by
them.
8.5
The bidder should have not been Black listed or debarred by the
CCMC or any ULB or any District Administration or other Government
Agency in the past years for any reasons whatsoever. If at a later stage
it is found that the bidder had been Black Listed or debarred the
Contract Agreement/License Agreement will be terminated/cancelled
with forfeiture of the Bid Security Deposit.
8.6
Any disputes that may arise during the tenure of agreement should be
got settled mutually by both the parties within the jurisdiction of
Coimbatore City. If the dispute is not settled mutually then the matter
will be referred to the Arbitration Committee formed by the District
Collector for this purpose.
8.7
The bidder should furnish the details of litigation history of their
business entity in the form provided for this purpose in this bid
document.

8.8
The successful bidder should pay the advertisement tax as per the
prevailing rules.
8.9
The Bid security amount of the unsuccessful bidders will be returned
after the completion of all the bidding process. However, in the case of
the successful bidders, the bid security amount will be refunded only
after satisfactory completion of the maintenance period including
extension period granted to the bidder.
8.10
The Commissioner, CCMC reserves the right to accept or reject any
proposal or call for negotiations/re-tender without assigning any
reasons whatsoever.

SPECIAL CONDITIONS OF CONTRACT
1.
The Bidder should submit a schedule of maintenance of Traffic Signals with
CCTV backups along with their bid.
2.
The bidder should provide advertisement in the existing Traffic Signals as
per the prevailing Tamil Nadu Advertisement rules, 2003. The size and
area of advertisement in each signal has to be specified in the bid as
per the above rules, without hindrance to the commuters / users.
3.
The CCMC will fix the offset value for each of the Traffic Signals. The
bidder should quote their rates of value more than the offset value.
4.
The successful bidder is required to enter into agreement as per the time
stipulations referred in these documents elsewhere.
5.
The successful bidder will be permitted to erect/operate TRAFFIC
SIGNALS with CCTV backups as per the Guidelines of the Tamil Nadu
Urban Local Bodies Licensing of Hoardings and Levy and Collection of
Advertisement tax Rules, 2003 in force.
6.
The successful bidder should pay in advance for the ensuing financial
years License fee and the advertisement tax and other statutory levies as
applicable under the Tamil Nadu Urban Local Bodies Licensing of
Hoardings and Levy and Collection of Advertisement tax Rules, 2003 in
force.
7.
The License fee during the 2nd year of license period will be increased at an
annual rate of 5% without any compounding. To clarify this, this license
amount during the 2nd year will be the 1st years Bid amount + 5% increase
and during the 3rd year it will be the first years Bid amount + 10% increase
and so on.
8.
The bidder should remit the annual License amount 10 days before the due
date every year.
9.
The successful bidder shall obtain all the required Licenses, Permits and
NOC’s from the authorities concerned at their own cost in respect of
erection of Advertisement boards. However the CCMC will facilitate the
bidder to obtain all such approvals from the authorities concerned.
10.
The following items shall be part of the maintenance of the Traffic Signals
and CCTV Cameras:
a. Keep the Traffic Signals clean & visible at all times.
b. Arrange to clean the Traffic Signals with CCTV backups and

surroundings twice daily Morning and Evening (Without causing
inconvenience to the road users/ commuters).
c. Forthwith repair the Traffic Signals or any part thereof upon any
damage, loss, breakage being noticed or reported or occurring and
reconstruct / replacement when repair is not feasible/ sufficient to
present a satisfactory condition.
d. Arrange illumination at night (1800 hrs to 0600 hrs) the cost of which
together with electricity consumption charges shall be borne by the
licensee themselves.
e. Any excessive or shortage of illumination is to be reduced /
increased in any of the traffic signals identified by the Coimbatore
City Police / Traffic Advisory committee to ensure free flow of
motorist that may be rectified / executed
within 3 days of
complaint by the said authorities to bidder.
11. All installation in the Traffic Signals, electrical fittings and other fixtures
shall be the property of the Government / District administration.
Therefore,
the
licensee
should furnish an
inventory of all the
infrastructures created within 60 days and should handover all the
infrastructures as per the inventory furnished after the completion of
agreement period.
12. In the event of deviation / violation in area of Advertisement, the following
penalty will be imposed for not adhering to the time schedule
13. Deviations, sub-standard work etc.,
a)
First Violation :
Rs. 10,000/- fine per Traffic Signals
b)
Second Violation :
Rs. 20,000/- fine per Traffic Signals
Cancellation of license will be effected if the rectification is not completed
within 60 days of extension. No refund of Security deposit and license fee
is admissible for cancellation of license.
14. Sub-letting the license granted to successful tenderer in any manner is not
permissible and shall entitle cancellation of the license.
15. The licensee shall be responsible for any damage caused to the property
of the Government / District Administration or for the injuries caused to
persons during development or maintenance period and the licensee
should make good the losses to the said property or the life of persons
either the citizens or his own staff during the period of development and
maintenance.
16. The CCMC reserves the right to demand the licensee to advertise the
Government advertisements as per the norms.
17. Any change in the concept plan, specification, drawings etc., shall be with
the explicit approval and written orders of the Traffic Advisory Committee

of Coimbatore District. Any order issued by any of the officer without the
explicit permission of the Traffic Advisory Committee of Coimbatore
District shall be null and void.
18. Advertisements creating public nuisance, exhibiting nudity or vulgarity, or
other such pictures, posters or any other means of advertisements which
may hinder the sight of public should not be allowed on the Traffic Signals.
19. Powerful illumination suppressing the signals and blinking lights are
not allowed and in case of any violation in this regard, action will be
taken as per rules; In case of any accident due to the above violation,
criminal action will also be taken against the licensee.
20. The bidder can display any other Traffic Signals which will contain
National messages useful to the general public as and when required with
the permission of the CCMC.
21. All the signal posts should be installed with a LED display
board to display the messages.
22. The lights in other devises used in the signals should obtain
quality certification from the concerned authority with respect
to emit of UV rays.
23.Any messages / information that the CCMC / Coimbatore City police
need to communicate the motorist either on traffic, law and order,
crime related or any other messages which the authority feels
necessary to communicate the public / commuters, should be
communicated within the stipulated time as
prescribed by the said
authorities in their letter without any delay / reason.
24. Slogans, sayings, etc which directly or indirectly containing offensive
remarks on any religion caste, creed, community and persons of any
origin should not be displayed on the Traffic Signals.
25. Slogans affecting the Integrity of the Nation in any means are totally
prohibited.
26. Bidder is required to quote for each Traffic signal individually.
27. Stability of the traffic signals should be ensured.
28. The defective traffic signals should be rectified immediately.
29. Traffic signals should be protected from natural calamities.
30. LED lamps may be fixed with the traffic signals.
31. Traffic signals timer colours / blinkers should be same as signal
colours (blinkers) red/ green.
32. Automatic Traffic signals and functioning of CCTV backups may be
checked once in every two weeks and ensure all the signals/CCTVs are
functioning well.
33. Solar system power back up (inverter) may be installed with the
traffic signals for uninterrupted operation.

34. Service with Mobility Van or Car should be kept in ready position to rectify
the fault.
35. There should not be separate lamp post.
36. Unnecessary posts should not be erected.
37. Underground installation of signal cables/CCTV cables will be helpful for
trouble free maintenance.
38. If any signal post / structure erected are inconvenient to the commuters /
public, it should be removed or rectified as the case may be on the written
intimation by CCP / Traffic Advisory committee.
39. The traffic signal post / poll must be in a cantilever form i.e. ‘T’ Shape and
the length of the advertisement should not be beyond the ‘T’ area; length,
height and breadth of the advertisement should be as per the norms.
40. The traffic signal post erected should have the adaptability for installation
of CCTV camera and optical fibre cable.
41. Proper electric facility to the traffic signals should be obtained from the
Electricity board by paying deposit amount. It is a sole responsibility of the
licensee.
42. Traffic slogans should be displayed in the traffic signals.
43. Conditions regarding the traffic signals may be changed according to the
situation.
43. The successful bidder should maintain the existing 51 Road Traffic signal
junctions and existing flashing beacons / Blinkers of Coimbatore City
Traffic Police. This operation and maintenance work includes the
following.
i. Preventive maintenance.

INSPECTION, REPAIR AND RECTIFICATION OF FAULTS OF SIGNAL
JUNCTION
This includes daily inspection and repairs boxes etc. with all spare parts like
pole cap, flexible coupling, polycarbonate aspects housing, polycarbonate
doors and ring assembly, assembly terminal block elmex type – 20 way / 72
way, hood, polycarbonate / glass lens, acrylic pedestrian display sheds
(Red/Green) clamps (Brackets), Signal lenses (300 MM Dia) 300 MM dia.
LEDs as observed or reported by the authorities on priority basis and
fortnightly cleaning of complete hardware of signal junction i.e. aspects,
poles, timers etc., and any other hardware material/ electronic material (not
included in the list) required for proper functioning of signals.
ii. Reactive Maintenance (Free of cost)

Replacement of fused bulbs (as and when required)
Replacement of fused bulbs in Cantilever poles (as and when required)
