We had neither the foresight nor the insight that our birth would coincide with the parallel (albeit more painful) birth of a new Middle East. What we knew was that the Middle East was becoming increasingly interested in all things related to innovation and change. The region was in need for institutions such as IIPI. Until its launch, most of the work on innovation in the region had been contracted to international consultants and international organisations, such as the World Bank and EU institutions. Today, we are proud to report that a year later, IIPI has managed to give innovation policy an address in the region. Working in partnership with public, private and not-for-profit stakeholders in the region, IIPI has launched and delivered a series of activities, ranging from monthly Policy Breakfasts to innovation auditing reports, and policy papers on topics as diverse as managing change in government, innovation efficacy and eco-innovation. In order to keep our ever-growing community abreast of continuing change, we are launching a bi-monthly newsletter to report both on our activities as well as news from around the world that have relevance to the policy community in the region. We very much hope that you will find the Newsletter a useful source for information and a good read. Best Regards, Sami Mahroum Academic & Executive Director - IIPI IIPI Digest Managing Innovation Policy across Government: a MultiCountry Comparison INSEAD’S Innovation & Policy Initiative, along with the Abu Dhabi Technology Committee (TDC), hosted a seminar on the school’s Abu Dhabi campus on September th 26 . The Policy Breakfast seminar entitled “Managing Innovation Policy across Government: a MultiCountry Comparison” featured Dr Michael Keenan, from OECD’s Directorate of Science, Technology and Industry. INSEAD | EN Innovation Efficacy Auditing Reports Rapid technological change and continued trade liberalization have become hallmarks of economic globalization. Consequently, governments are increasingly using targeted policy intervention to ensure that their economies are able to keep pace with international competitors. IIPI has been developing a series of snapshot reports measuring the innovation efficacy of various countries. INSEAD | EN INSEAD's Innovation & Policy Initiative Participation in Bilbao conference "Territorial Strategies for Talent Management and Mobility" INSEAD’s Innovation & Policy Initiative Presentation at the Third Global Conference on Economic Geography 2011, Seoul, Korea Organized by the Provincial Council of Biscay in collaboration with bizkaia:xede, the conference was held in the the auditorium of the UPV/EHU in Abandoibarra, Bilbao, from 5 to 7 September. IIPI was represented there by Dr. Sami Mahroum who has spoken about "Total Talent Management: A Policy Perspective". INSEAD | EN | ES The 3rd Global Economic Geography Conference, hosted by Institute of Space & Economy, Seoul National University and the Economic Geographical Society of Korea was held in Seoul June 28- July 02. IIPI was represented there by Dr. Sami Mahroum who has presented the work of IIPI on measuring the innovation efficacy of economies. INSEAD | EN Abu Dhabi Department of Economic Development Signs Strategic Cooperation Agreement with INSEAD “Europa podría revivir con las revueltas árabes” The Department of Economic Development (DED) in Abu Dhabi has signed a strategic cooperation agreement with INSEAD, the leading international business school, to enhance collaboration on capacity development and policy oriented research. The agreement was signed on Monday, 20 June 2011 at DED's headquarters by H.E. Mohammad Omar Abdulla, Undersecretary of DED and the Dean of the INSEAD, Professor Dipak Jain. El País | ES Gulf States look beyond oil for the future BBC | EN Editor’s Pick The Global Innovation Index (GII) 2011 Act Different, Think Different, make a Difference INSEAD, the leading international business school, issued The Global Innovation Index 2011 edition on June 30, 2011. Alcatel-Lucent, Booz & Company, the Confederation of Indian Industry, and the World Intellectual Property Organization (WIPO) are knowledge partners in GII were they participated by providing their input to the research underlying the GII, and contributing to the dissemination of the results. INSEAD | EN In the new book “The Innovator’s DNA: Mastering the Five Skills of Disruptive Innovator”, authors- Hal Gregersen, INSEAD Senior Affiliate Professor of Leadership, Jeff Dyer, Professor at Brigham Young University, and Clayton M. Christensen, Professor at the Harvard Business School- identified five discovery skills that distinguish innovative entrepreneurs and executives from ordinary managers: Associating, Questioning, Observing, Networking and Experimenting. The Innovators DNA | EN Innovation Union Competitiveness Report 2011 Demand-side Innovation Policies The European Union launched in 2010 the Europe 2020 strategy to guide Europe’s economic recovery and present a comprehensive agenda towards becoming a more competitive, sustainable and inclusive economy. This report aims to be a practical tool to help policy makers and stakeholders in regions, in member states and associated countries, to evaluate the situation in their country and to understand the contribution that building the Innovation Union and the European Research Area can make to tackling their economic challenges and addressing their citizens’ concerns. European Commission | EN In the context of slow growth and lagging innovation and productivity performance, the OECD project on Demand-side Innovation Policies was launched in 2008 in order to provide input to the OECD Innovation Strategy. The report examines dynamics between demand and innovation and provides insights into the rationale and scope for public policies. Drawing on country experience and case studies, this report provides insights and examples of good practice policies to increase demand for innovation and thus, enhance growth & productivity. OECD Directorate for Science, Technology and Industry | EN Innovation Highlights Big Innovation Centre National Priorities Research Program (NPRP) The Big Innovation Centre, which is an initiative from The Work Foundation and Lancaster University, was officially launched on September 8, 2011, to make the UK a global open innovation hub: an environment in which entrepreneurial talent is fostered and supported, and where investment in innovation flows to the areas likely to bring the greatest dividends in terms of new jobs and economic growth. Big Innovation Centre | EN The Qatar National Research Fund (QNRF) has announced the launch of the 5th cycle of its flagship international research funding initiative, the National Priorities Research Programme (NPRP). The NPRP offers grants of up to $350,000 a year for projects that span from one to three years. The largest funding activity of QNRF supports original, competitively selected research. The fund is open to both Qatari and non-Qatari citizens, located inside or outside Qatar and accepts proposals from all disciplines.
