Cedicol Asian Association of Agricultural Colleges and Universities 1 Foreword For more than thirty years now, the Asian Association of Agricultural Colleges and Universities (AAACU) stands firm in its commitment to serve towards the improvement of agricultural and human welfare in Asia. This booklet is a record of AAACU’s beginnings, its reason for being, the people involved, and the Association’s modest achievements in the area of agriculture education and research in the region. Consolidating the data from 1972 up to 2006 and writing about the life of this Association is not an easy task. But I realize that I wish to acknowledge the contribution of all those who helped in reconstructing the historical data of the Association. Editha C. Cedicol, DPA Administrative Assistant AAACU Secretariat 2 Historical Background The idea of establishing an institution for regional cooperation was an offshoot of the First Asian Agricultural College and University, Ludhiara, India. The follow-up Committee on the establishment of an association of agricultural colleges and universities in Asia chaired by Dr. M.C. Chakrabandhu, the then Rector of Kasetsart University in Thailand, drafted the Constitution and By-Lawsof the Association. Members of the Committee included Dr. K.C. Naik, then ViceChancellor of the University of Agricultural Sciences at Bangalore, India; Dr. F.A Bernardo, then Dean of College of Agriculture at University of the Philippines, Los Baños (UPLB); Dr. Jannes Hutasort of Gadjah Mada University, Indonesia; and Dr. Hyun Koo Pyo of Seoul National University, Korea. Serving as consultants were Dr. Edward Nocholson of United Nations Development program (UNDP), Dr. Don Kimmel of the Food and Agriculture Organization (FAO) of the United Nations; and Dr. R.W. Cummings of the North Carolina State University, U.S.A. On 1 May 1972, the Asian Association of Agricultural Colleges and Universities (AAACU) was officially formed during the Second Agricultural College and University Seminar at the Pines Hotel in Baguio City, Philippines. Objectives With the firm belief that institutions of higher learning have the responsibility of “contributing to the improvement of human condition” the Asian Association of Agricultural Colleges and Universities formulated the following objectives, which have guided the AAACU in all its activities since its establishment: a. To help enhance the effectiveness of programs in agricultural instruction, research and extension; b. To formulate of promulgate plans, programs, and policies that will enable the members institutions to achieve common or similar goals; c. To determine ways and means by which member institutions maybe able to build strong linkages among institutions and agencies serving agriculture; and d. Pollock 4 Founding Members The signatories to the adoption of the Constitution of AAACU represented the 17 Asian institutions of higher learning in agriculture from nine countries, namely: Indonesia, Thailand, the Philippines, Republic of China, Malaysia, Korea, South Vietnam, Turkey and Iran. First Set of Officers The first set of AAACU Officers elected on 2 may 1972 were the following: Dr. M.C. Chakrabandhu of Kasetsart University, Thailand as President; Dr. Saoenjoto Soemodihardjo of Gadjah Mada University, Indonesia as First Vice-President: Dr. Bruno M. Santos of Mountain State Agricultural College, the Philippines as Second Vice-President; Dr. Fernando A. Bernardo of the University of the Philippines Los Baños, the Philippines as Executive Secretary-Treasurer; and Dr. Kemal Biyikoglu of Ataturk University, Turkey and Dr. Hyun Koo Pyo of Seoul National University, Korea as Members. Membership There are two categories of membership, in AAACU: Members-are those agricultural colleges and universities that are members in their own right; or association of agricultural colleges and universities in the various Asian countries. Each member is entitled to a vote in the Association. Members pay an annual membership fee at a rate set by the Governing Council. Affiliate Members- are those agricultural institutions or agencies and foundations that are genuinely interested in, and capable of contributing to success of the Association. Affiliate members are not entitled to vote in the Association. Affiliate member are encourage to collaborate with AAACU in terms of funding the Association’s activities. Funding The Association derives its funding from the annual membership fees of its members and contributions from affiliate members and donor agencies. 5 Secretariat From its establishment in 1972 until December 1975, AAACU’s Secreatariat Office was based at the College of Agriculture of UPLB, the Philippines. With the transfer .of Dr. F.A.Bernardo to the Visayas State College of Agriculture (ViSCA), the AACU Secretariat Office relocated to ViSCA’S Liaison Office in Pasay City, Metro Manila in January 1976 until 1985. When Dr. Bernardo, who subsequently became President of AAACU, moved to the SEAMEO Regional Center for Graduate Study and Research in Agriculture (SEARCA) in 1986, the Secretariat was again relocated to SEAMEO-SEARCA in College,Laguna. Dr. Sarn-ang Srinilta, Deputy Director of SEAMEO-SEARCA was elected Executive Secretary in 1986. With the completion of Dr. Sam-arng’s term of office as Deputy Director of SEAMEO-SEARCA, he went back to Thailand in 1992. AAACU established a temporary AAACU Secretariat at Kasetsart University while maintaining the main secretariat at SEAMEO-SEARCA. When Dr. Sarn-ang was appointed as Vice-Rector for Planning and Development in 1994 at Suranaree University of Technology (SUT), a Secretariat office was then set up at SUT. The office at KU was retained as a liaison office. The Executive Board decided to dissolve the Secretariat offices in Thailand and concentrate AAACU secretariat operations at SEAMEO-SEARCA starting 1997. In 1998, the SEARCA Governing Board approved the proposal of the AAACU Executive Board for the permanent location of the AAACU Secretariat at SEARCA. In 2000, Dr. Ruben L. Villareal who concurrently served as Director of SEAMEOSEARCA was elected as Executive Secretary. The following served as Executive Secretary-Treasurer of AAACU: Dr. F.A. Bernardo, 1970-1980; Dr. Jose Sal.Tan, 1981-1986; and Dr. Sam-arng Srinilta, 19861996; Dr. Percy E. Sajise, 1996-1999; and Dr. Ruben L. Villareal, 2000-14 August 2003; Dr. Arsenio M. Balisacan, 15 August 2003-present. Dr. Editha C. Cedicol serves as AAACU Administrative and Editorial Assistant from 1986 until December 2006. 6 Accomplishment for the last 34 years Since its establishment in 1972 until the present, AAACU never wavered on its commitments to contribute to the development of human welfare and quality of rural life by providing opportunities for productive use of human talent, enhancing programs in agricultural instruction, research and extension; building strong linkages among institutions and agencies serving agriculture while promoting exchange of experiences and expertise among its members. AAACU’s activities include the conduct of seminars, workshops and biennial conventions on topics of regional concern in Asia; Board and Council meetings, publications (books, proceedings, AAACU Newsletter); projects; building of linkages with other institutions; and fund-raising. Fund Raising The Secretariat of the Association takes charge of raising funds for AAACU activities and operations. Funds come mainly from contributions of member-institutions. For the past regional and international activities, AAACU had been fortunate to get funds from donor agencies such as FAO, IDRC, UNESCO, and DSE. Collaborating agencies included the International Rice Research Institute (IRRI), the Rural Development Administration, Korea; and the SEAMEO-SEARCA. Memberuniversities, which serve as host of the activities, also serve as co-sponsors. 12 Activities and Projects Faculty and Administrator Exchange Program, where faculty members and administrators of AAACU member institutions will have the opportunity to visit and share experiences and expertise with their counterparts in another member institutions. AAACU serves as facilitator of this kind of exchange among its member institutions. Student Exchange Program which allows exchange of students among member institutions not only to enhance the student’s experience on other people’s customs, traditions, and practices but more importantly, strengthens the student’s knowledge and widens his horizon as he strives to achieve his academic pursuits. Study Tours, Information Drive regarding AAACU, Curriculum Development and Textbook Writing are other areas that have been identified by the Executive Board for implementation. Seminar Workshops on topics relevant to agriculture education Biennial Convention which is held once every two years. The theme of the convention is decided upon during the Council Meeting Databases of AAACU expert and Institutional Profiles Publications which include newsletters, brochures, directories, and proceedings Meetings Organizations and Officers of AAACU 13 The principal policy-making body of the Association is the Governing Council Consisting of the chief executive officer of each member of the Association or his designated representative. The officers and powers of the Governing Council are provided for in the By-Laws of the Associations. The implementing body of the Association is the Executive Board which is constituted as prescribed in the By-Laws of the Associations. The elected officers serve AAACU for a term of two years expert the Executive Secretary whose term of office in the Associations is three years.
