CEO’S MESSAGE
Welcome to the Northern Districts Cricket Junior Secondary Boys’ Tournament.
On behalf of the Northern Districts Cricket Association, I would like to
congratulate you on your selection to represent your District Association at
this tournament. Given the high quantity and quality of players that our region
produces, representing your Association at this tournament is a fantastic
achievement.
History shows that some players from this tournament will go on to higher
honours and play for the Knights and the BLACKCAPS. We look forward to seeing
some fantastic skills on display this week by some stars of the future.
I personally look forward to seeing the results of this tournament and,
importantly, hope that the games are played in the right spirit. Respect your
opponents, umpires and team-mates. They will all play an integral part in making
this week memorable for all.
A special thanks go out to our tournament hosts, Poverty Bay Cricket Association.
We know that they will continue their fine tradition of producing fantastic cricket
facilities for tournament play. Without this quality support the chance for players
to shine simply would not be possible.

CHAIRMAN’S MESSAGE
Welcome to the Northern Districts Cricket Senior Secondary Boys Tournament.
As host, the Poverty Bay Cricket Association extends a warm welcome to
everyone who has travelled from all over Northern Districts to be here in
Gisborne and be part of what will be a very successful tournament.
To the players, I congratulate you on your selection to represent your Association.
It is an honour and a privilege to be selected. Remember you represent not
just yourself but all players past and present who have worn your Association
colours. It is no small feat to be selected to represent your association with the
number of high quality and talented players that are available in our district.
These tournaments are the reward for all your hard work that have put you in, to
get yourself in a position to compete against the other talented cricket players of
Northern Districts.
When I think of the tournaments Poverty Bay has hosted previously I think of the
outstanding quality of cricket that has been played and the number of past and
current Northern Knights and BLACKCAPS who have scored plenty of runs and
taken many wickets on these very pitches. Many of their journeys to the top have
included walking out from the pavilion at the home of Poverty Bay cricket, the
Harry Barker Reserve.
The focus of this tournament is on the players but we cannot forget the coaches,
managers, officials and parents who are the guardians of cricket. Without their
support we cannot successfully run these tournaments or develop the future
stars of cricket.
Cricket is about results and I look forward to watching some fine cricket that we
all expect will be played in the right spirit and with appropriate conduct. Respect
your opponents, the umpires and tournament officials and play each game with a
fair and competitive spirit.
Finally, I wish you all the very best of success and make sure you enjoy your
cricket.

THE SPIRIT OF CRICKET
Cricket is a game that owes much of its unique appeal to the fact that it
should be played not only within its Laws but also within the Spirit of the
Game. Any action which is seen to abuse this spirit causes injury to the game
itself. The major responsibility for ensuring the spirit of fair play rests with
the captains.
Responsibility for Conduct
There are two Laws which place the responsibility for the team’s conduct
firmly on the captain:
A) Responsibility of Captains
The captains are responsible at all times for ensuring that play is
conducted within the Spirit of the Game as well as within the Laws;
B) Players Conduct
In the event of a player failing to comply with instructions by an umpire, criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the players
captain, and instruct the latter to take action.
Fair and unfair play
According to the Laws, the umpires are the sole judges of fair and unfair play.
The umpires may intervene at any time and it is the responsibility of the
captain to take action where required.

The umpires are authorised to intervene in cases of:
Time wasting
Damaging the pitch
Dangerous or unfair bowling
Tampering with the ball
Any other action that they consider to be unfair
The Spirit of the Game involves RESPECT for:
Your opponents
Your own captain and team
The role of the umpires
The game’s traditional values
It is against the Spirit of the Game:
To dispute an umpire’s decision by word, action or gesture
To direct abusive language towards an opponent or umpires
To indulge in cheating or any sharp practice, for instance:
• to appeal knowing that the batsman is not out;
• to advance towards an umpire in an aggressive manner when appealing;
• to seek to distrct an opponent either verbally or by harrassment with
persistant clapping or unnecessary noise under the guise of enthusiasm
and motivation of one’s own side.

Violence
There is no place for any act of violence on the field of play.
Players
Captains and umpires together set the tone for the conduct of a cricket
match. Every player is expected to make an important contribution to this.

PLAYING CONDITIONS
1.
Tournament Format

Two groups round robin. 2 x T20s, 1 x 50 overs. Then 50 over semifinals across pools [1 v 2, 2 v 1, 3 v 4, 4 v 3]. If teams are equal on points semi-final positions decided by

Hours of Play
Starting time set by the host Association. For the two day game play shall not exceed 6½ hours on any day, unless the minimum number of overs have not been bowled. The Tournament Manager may extend the normal finishing time by up to one hour to make up for the time lost because of weather or ground conditions earlier the same day.
3.Teams
May be composed of 12 players, but only 11 may bat. All 12 players are able to field and bowl, but only 11 players are to be on the field at any one time. In the two day game the non batter may be a different player in each innings.
4.
Equipment
Each team is expected to provide its own set of stump and bails.
4 piece 156 gram balls will be provided by NDC.
NOTE: All batsman, and wicketkeepers standing up to the stumps MUST wear a helmet.
5.Dress
Teams may wear either white cricket clothing or Association coloured clothing.

6.
Drinks breaks
Coaches are permitted on the field of play during the drinks break.
However, coaches should not take up more time than is usual for a drinks break. The Tournament Manager will reprimand coaches who are time wasting.
7.
Interruptions to play due to ground conditions, weather and light.
All decisions shall be in the hands of the Umpires and the Tournament
Manager. Play for the day can only be abandoned by the Tournament Manager
8. T20 Games. NZC Rules apply. In summary
[a] An interrupted game must have a minimum of 5 overs per side to obtain a result.
[b] 15 mins between innings.
[c] Bowling sides are advised that they should complete their 20 overs within 1hr 20
mins. Over rate penalties will not apply, but coaches and captains are asked to be proactive in meeting this rule.
[d] In the event of a tie, a one over per side eliminator shall apply.
[e] Fielding Restrictions
•
No more than 5 on leg side
•
For first 6 overs only 2 fielders allowed outside 30 yard circle
•
For remainder of overs only 5 fielders are allowed outside the 30 yard circle
[f] Bowling restrictions – max. 4 overs per bowler
[g] Free hit after all no balls
[h] Wides. Umpires will be asked to be very strict in regard to wides.
9.
One Day Games
(a)
(i)
The results
A result can be achieved only if both teams have batted for at least 15 overs, unless one team has been all out in less than 15 overs or unless the team batting second scores enough runs to win in less than 15 overs.

In the event of a tie, the result will be decided in favour of the side losing the least number of wickets. If both sides have lost the same number of wickets, A one over eliminator will be played.
(b)
Interrupted games
Duckworth Lewis calculations will be used in all games using the CricHq scoring system.

there may be no more than 5 fielders on the on side at any time
•
there will be 2 blocks of power play overs
•
in the first 10 overs only 2 fielders are allowed outside the 30 yard circle
•
in the first 10 overs there must be two stationary fields
men within 15 yards of the striker at the instant of delivery.
•
The second power play block of 5 overs is taken at the discretion of the batting side between overs 11 and 40 as per NZC rules – only 3 fieldsmen are allowed outside the 30 yard circle.
•
For the remainder of the overs only 4 fielders are allowed outside the 30 yard circle
•
Where overs are reduced umpires should consult the NZC rules for adjustments to the field restrictions.
•

(e) Wides

Umpires are instructed to apply a very strict and consis
tent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket.

(f) Any off-side or leg-side delivery which in the opinion of the Umpire does not give the batsman a reasonable opportunity to score shall be called a Wide. As a guide on the leg side, a ball landing clearly outside the legstump going further away shall be called a wide. As guide on the offside, a ball passing outside a line drawn between the bowling and popping creases, measured 750mm from the outside of the off stump shall be called wide. The above provisions do not apply if the striker makes contact with the ball.
In addition a ball above head height of the batsman that he is unable to hit shall be called a wide.
No Ball
•
Bowlers are permitted to bowl TWO fast short pitched deliveries per over. This is defined as a ball which passes or would have passed above shoulder height of the
striker standing upright at the crease. Any additional such deliveries are no balls.
•
Any delivery on the full above waist height of the striker is a no ball
•
A ball that bounces more than twice before reaching the batting crease is a no ball.
•
The penalty for a no ball is one run in addition to any other runs scored.
•
If a bowler delivers a foot fault no ball a free hit will
apply next ball
10.
Two Day Games
(a)
There shall be a lunch break of at least 40 minutes and a tea break of 20 minutes.
(b)
17 overs must be bowled in the last scheduled hour of the match.
(c)
The minimum number of overs per day is 100 overs, unless there is an interruption. The minimum number of overs per day is re
duced at the rate of 1 over per 3½ minutes.

(d)
If not dismissed, the team batting first shall declare their innings closed at stumps on the first day or at the completion of half the scheduled overs in an interrupted match.
(eg day one only 60 overs are bowled plus 100 min on 2nd day
= 160 overs divided by 2
= 80 overs
(e)
If the minimum number of overs is exceeded on the first day and the team batting first is not dismissed, then the team batting second is entitled to the same number of overs. eg Team A bats for 109 overs before their compulsory declaration at stumps, Team B is entitled to 109 overs on Day 2.
Bowling restrictions

there are no restrictions on the number of overs bowled by a spin bowler
all other bowlers are limited to a maximum of 16 overs per day and six overs in any one spell. At the completion of a spell, the bowler may not bowl again until the equivalent number of overs as the length of that spell are bowled from the same end.
Variations in the event of interrupted play, end of a day’s play and inadvertently exceeding the number of overs permitted – consult NZ U19 Tournament Rules.
(g)
If less than 50 overs are bowled on Day 1 then that game is aban
doned and a one day game will be played on Day 2.
(h)
There is no provision for a new ball. The same ball shall be used for the duration of the innings unless the Umpire considers it unfit for play, in which case a suitable replacement may be used.
Wides
(i)
as defined for 1st class cricket ie The ball is considered wide if the batsman is unable to hit it by means of a normal cricket stroke. Bowlers will be warned if negative leg side bowling is used and further infringements will be no balls.
No balls

Close of play on Day 2
The object of the Tournament is to play as much cricket as
possible. This applies in the two day games even when an outright result becomes impossible on Day 2. A game cannot be called off until at least one hour before the scheduled close of play and then only if the two teams agree.
11. ND CRICKET PLAYER SAFETY REGULATIONS 2016/17
The following Player Safety regulations will apply to all ND Cricket competi
tions in 2016/17:
1.
All batsmen under 19 years of age must wear a helmet with a faceguard when batting in hardball cricket.
Note: we recommend that this applies to net practices as well.
2.
ND Cricket recommends that all batsmen, regardless of age, should wear a helmet with a faceguard when batting in hardball cricket.
3.
All wicketkeepers under 19 years of age must wear a helmet with a faceguard when standing up to the stumps [within 5 metres] in hardball cricket.
4.
ND Cricket recommends that all wicketkeepers, regardless of age, should wear a helmet with a faceguard when standing up to the stumps in hardball cricket.
5.
All players, regardless of age, must wear a helmet with a faceguard when fielding closer than 7 metres from the stumps of the bats
man on strike in hardball cricket, except behind the wicket on the off side. ND Cricket recommends that they also wear a protector and shin pads.

6.
No player up to and including Year 10 shall be allowed to field closer than 10 metres from the stumps of the batsman on strike, except behind the wicket on the offside.
Note: these restrictions still apply when a player Under 19 is playing adult representative cricket.
