The Right of the People to Petition for Redress of Grievances:
To Secure a Recall of and Enact into Law HB1412, as Amended, Entitled:
The Tennessee Natural Marriage Defense Act
1) Whereas, the exercise of my First Amendment Rights includes the right to Petition for Redress of Grievances, and
2) Whereas, Article 11 Section 18 of the Tennessee State Constitution was violated on June 26, 2015 when the
Supreme Court of the United States (SCOTUS) opined in the “same sex marriage” case of Obergfell vs Hodges, and
3) Whereas, the SCOTUS exceeded its enumerated powers and jurisdiction in the matters of domestic family law which
powers and jurisdiction are reserved only to the states according to Article 1 Section 8 of the US Constitution, and
4) Whereas, HB1412 addresses the current constitutional crisis in Tennessee by reaffirming TN state marriage law is
only between one (1) man and one (1) woman, and any judicial interpretation to the contrary is unenforceable, and
5) Whereas, HB1412 also now protects state officers who keep their oath of office to uphold the Constitution, and
6) Whereas, immediate action of the General Assembly to make marriage laws is now required to halt the increasing
entrenchment of lawlessness which will continue while any lawsuits to resolve it await adjudication, and
7) Whereas, Rule #53 of the Temporary House Rules of Order requires a two-thirds (2/3) majority vote and makes
provision for The Tennessee Natural Marriage Defense Act to be recalled from committee and presented to the
members of the House of Representatives for a full hearing on its merits with a vote of all members to follow.

of Redress of Grievances to petition both the full membership of the Tennessee General Assembly, and with this
instrument do specifically petition you, Representative ______________________________________ to fulfill your
sworn duty to uphold both the Tennessee and US Constitutions and while doing so, accomplish the following:
1) Upon the author of HB1412, Representative Mark Pody, offering a motion to the Legislators in the Tennessee House
of Representatives to recall HB1412 out of committee, according to Rule #53, I call upon you to act now and:
a. Uphold your Oath of Office to make laws to consistent with the US and Tennessee State Constitutions and
b. Vote in favor of the Motion to Recall HB 1412 from the Civil Justice Sub-Committee and
c. Vote to oppose any other motion(s) to send HB1412 to another committee to be delayed or suspended and
d. Support and vote in favor of HB1412 to become the necessary law to protect and defend natural marriage.

RESPONSE TO PETITIONER I, Tennessee House Representative _______________________________District __ ,
am willing to respectfully respond to this petition delivered to me on _____________________, 2016, as follows:
I intend to vote “in favor” of the Rule #53 motion to be offered to recall HB1412, The Tennessee Natural
Marriage Defense Act, by presenting HB1412 to the House of Representatives for a full hearing, and
I intend to vote to oppose any other motion(s) to send HB1412 to any other committee(s) to die.
I disagree with the petitioners requested action(s) and I therefore I do not intend to vote in favor of the
Rule #53 motion to recall HB1412. I believe it should remain suspended in committee and not become law.
If HB1412 succeeds in being recalled from committee and a subsequent vote is taken to pass HB1412 into Law, then:
I will vote “YES” to pass HB1412
I will vote “NO” on HB1412
I Intend to “abstain” from voting to pass HB 1412
