Location…
Los Angeles County Employees Retirement
Association – LACERA, administers and manages the retirement fund for the County of Los Angeles. It is the largest county retirement system in
the United States, with approximately $50 billion in
assets, serving 156,000 members and more than
54,000 benefit recipients.
LACERA is located in Pasadena, California.
Pasadena is located 20 minutes northeast of
downtown Los Angeles. Pasadena (pop.
145,000) represents a progressive and dynamic
community best known as the home to the Tournament of Roses Parade and the Rose Bowl.
The area offers charming and distinct centers for
shopping and dining and is within close commute of many areas of Los Angeles County.
Pasadena also offers convenient freeway access, the Gold Line light rail system (with six stations in Pasadena), and public transportation.
Its membership is comprised of individuals from a
diverse range of careers, age groups, and ethnicities – all contributing to the greater welfare of Los
Angeles County.
LACERA is an independent governmental entity,
separate and distinct from the County of Los Angeles. Its fiduciary responsibility is to promote, enhance, and efficiently administer a financially
sound retirement and health care benefits program through prudent investment and conservation of plan assets.

Governing Structure… LACERA is governed by
two (2) Boards:
Board of Investments (BOI) – is responsible for
establishing LACERA's investment policy and objectives as well as exercising authority over the
investment management of the fund. Diversified
investments include Stocks/Equities, Fixed Income/Bonds, Real Estate and Alternative Assets.
Board of Retirement (BOR) – is responsible for
the overall management of the retirement system.
Under the policy guidance of the Board of Retirement and the direction of the Chief Executive Officer, LACERA strives to create innovative ways to
streamline and expedite retirement processes, integrate new technologies, and introduce new
member services options and upgrades.
The Ideal Candidate…
The Ideal Candidate will meet the position's minimum qualifications and possess the following desirable qualifications:
 Demonstrated experience in copywriting in
public relations, marketing, advertising and
multi-media.
 Knowledge of multi-media technology.
 Knowledge of public relations, marketing, advertising, and multi-media.
 Demonstrated experience designing, developing, and producing corporate level communication pieces such as annual reports, media
packets, press releases, and plan descriptions.
 Demonstrated experience negotiating contracts, managing, and coordinating services of
print and bulk mail vendors, including a general knowledge of bulk mail regulations.
 Demonstrated experience in project planning,
and execution of projects.
 Excellent time management skills.
The Chief, Communications Role

Identify best practices and plans/implements
improvements to policies and systems.
 Develops and produces corporate level
communications such as plan disclosures,
annual reports, media packets, and press
releases.
 Prepare briefing materials, reports, and
presentations to the Boards and Board
Committees, and undertakes supervisory
and other duties as needed.
 Assists Divisions throughout LACERA with
various projects requiring skills within the
Communications purview.


Knowledge and understanding of current
trends in digital media including social media.
Experience in strategic communication practices and processes.
Demonstrated experience managing content
for Internet and Intranet sites.
Excellent organizational, analytical, and
communication (oral and written) skills.
Ability to remain flexible and work in a dynamic environment.
The Chief, Communications Role…
The Chief, Communications position reports to
a LACERA Assistant Executive Officer. The role
of the Chief, Communications includes:
Develop, implement and oversee communications programs.
 Supervise and direct staff responsible for
multi-media content.
 Manage the content preparation for publications.
 Negotiates, manages, and coordinates printing and mailing projects through contracted
vendors.

Minimum Qualifications…
A Bachelor's degree from an accredited college
or university in art advertising, journalism, public relations communications or a related field.
-ANDTwo (2) years' experience in a highly responsible administrative or staff capacity analyzing
and making recommendations for the solution
of problems related to the creation and management of communication media including
print, web, video and other multi-media processes.
-ORFour (4) years’ of experience in a progressively
responsible administrative or staff capacity analyzing and making recommendations for the solution of problems related to the creation and
management of communication media including
print, web, video and other multi-media processes.
