PURPOSE of the FNSDS?
A guide for First Nation Communities to develop their own
community and housing designs that meet their current and
future needs for safer, more durable, sustainable and healthier
housing which reflects each community’s unique culture,
climate and environment.

Have good communication skills.

Understand and implement the concepts of the FSNDS.

Attend pre-construction meetings.

Understand the challenges of working in First Nation communities, both remote and rural.

Be qualified and have construction safety training.
6.
Have proven experience and a wide base of construction knowledge in both the field and office.
7.
Understand standards contracts, construction schedules, and cash flow schedules.
8.
Have Workers Compensation Insurance.
9.
Be willing to train and mentor or be trained and mentored in the use of new materials and
technologies.
10. Be financially stable enough to not unduly endanger progress on a construction project.

Be responsible for proactive house maintenance, cleaning and informing the landlord of visible
maintenance issues.

Understand the need to purchase tenant’s insurance

Be responsible for unusual or deliberate damage to their unit beyond normal wear and tear.

Understand the financial and environmental impact of and participate in reducing energy and
water consumption.
10. Allow regular and emergency inspections of existing dwelling units and allow the Housing Authority
to make repairs.

Establishing Parameters of Good Governance
The decision making process should be fair and equitable.
Major community decisions should only be taken after the community has been consulted.
The criteria used to make decisions should be developed with input from the community.
All decision making bodies should make their decisions in open forums, unless there are privacy
concerns. If decisions need to be made ‘in camera’, then the decision should be recorded,
5. First Nation governments have a duty to consult with their community members and to act on their
recommendations,
6. The term of all members of a decision making body should be limited,
7. All community members should be able to become a member of a community decision-making body
if they are qualified, or should be provided with training in order to be qualified,
8. All community members should have access to social services if they qualify for them,
9. All community members should have access to tangible resources if they qualify for them,
10. All community members should be free from discrimination from the First Nation government.
