A guide for First Nation Communities to develop their own community and housing designs that meet their current and future needs for safer, more durable, sustainable and healthier housing which reflects each community’s unique culture, climate and environment. Purpose? To identify which houses need repairs, to support planning and financing decisions for those repairs, and to determine which building materials wear prematurely. To create housing and community development strategies that reflects the infrastructure limitations of the community and suggests improvements. To assess which (if any) natural resource can be harvested to improve the local economy and for use in housing construction. To understand which housing delivery services are currently being provided and to help assess which should be provided. Purpose? To identify the roles Primary Participant should undertake for these Standards to succeed. VOLUME 1 Assessing and Empowering the Community SECTION 1.2 Participants: Roles and Learning 1.2.1 Primary Participants: First Nation Government PURPOSE Examining the roles Chief and Councilors should undertake to enable their community and staff to adopt and implement the Sustainable housing Standards while disengaging themselves from policy and enforcement issues… BENEFIT …allow a First Nation Community to ensure its government maintain a 'hands-off' approach in the administration of housing programs. G’Wiigwaamnaaniin (Our Homes) Building Homes and Building Skills Key Recommendation No. 9 Define the roles and responsibilities of Active Participants (Designers, Builders, Homeowners, Tenants, and Landlord). Purpose? To identify the roles Active Participant each should undertake for these Standards to succeed. VOLUME 1 Assessing and Empowering the Community SECTION 1.2 Participants: Roles and Learning 1.2.2 Active Participants Builders and Contractors 1. Have good communication skills. 2. Understand and implement the concepts of the FSNDS. 3. Attend pre-construction meetings. 4. Understand the challenges of working in First Nation communities, both remote and rural. 5. Be qualified and have construction safety training. 6. Have proven experience and a wide base of construction knowledge in both the field and office. 7. Understand standards contracts, construction schedules, and cash flow schedules. 8. Have Workers Compensation Insurance. 9. Be willing to train and mentor or be trained and mentored in the use of new materials and technologies. 10. Be financially stable enough to not unduly endanger progress on a construction project. VOLUME 1 Assessing and Empowering the Community SECTION 1.2 Participants: Roles and Learning 1.2.2 BACK Active Participants Tenants 1. Understand and implement the concepts of the FNSDS. 2. Participate in the aesthetic design of finishes and upgrades to their houses. 3. Make rental payments on time. 4. Must reside in the unit they are renting and not sublet their units to others. 5. Understand how to budget and pay for expenses on time 6. Be responsible for proactive house maintenance, cleaning and informing the landlord of visible maintenance issues. 7. Understand the need to purchase tenant’s insurance 8. Be responsible for unusual or deliberate damage to their unit beyond normal wear and tear. 9. Understand the financial and environmental impact of and participate in reducing energy and water consumption. 10. Allow regular and emergency inspections of existing dwelling units and allow the Housing Authority to make repairs. Purpose? To identify the roles Supportive Participant each should undertake for these Standards to succeed. Finance Development Staff affect the financing of housing and community development. Economic Development Staff secure funding, labour and training for housing and other community development. Health and Social Services Staff counsel community members on issues relating to healthy and safe housing. Education Staff educate the community’s children on issues relating to healthy, sustainable and safe housing. and Community Members participate in the proper care and maintenance of the dwellings they live in, contribute to water and energy conservation practices, and reinforce community health and safety. Purpose? To ensure that the decision making process used by those in authority is fair, accountable and transparent. Establishing Good Governance Principles for Development Establishing Parameters of Good Governance The decision making process should be fair and equitable. Major community decisions should only be taken after the community has been consulted. The criteria used to make decisions should be developed with input from the community. All decision making bodies should make their decisions in open forums, unless there are privacy concerns. If decisions need to be made ‘in camera’, then the decision should be recorded, 5. First Nation governments have a duty to consult with their community members and to act on their recommendations, 6. The term of all members of a decision making body should be limited, 7. All community members should be able to become a member of a community decision-making body if they are qualified, or should be provided with training in order to be qualified, 8. All community members should have access to social services if they qualify for them, 9. All community members should have access to tangible resources if they qualify for them, 10. All community members should be free from discrimination from the First Nation government. To identify community strengths and weaknesses and finds ways to improve the community for its citizens. To allow a community to plan for known conditions and at the same time anticipate events and factors that may affect the status quo.
