Monthly summary
On the following pages we highlight a few of the more notable
cases along with statistical information. We also will highlight
various ways we are connecting with the community and how
volunteers play a role in policing. If there is anything you have

Roseville Police Department – Monthly Summary

PATROL INCIDENT SUMMARIES
Strong Arm Robbery
Date: 08-05-2015
Time: 0209
Location: 2100 block of Lexington Ave.
CN: 15019915
Officers were dispatched to the above location on a victim reporting a male pushed him and took his
keys, then stole his vehicle. Officers began checking the area. Officer Marston spoke with the victim who
told her he was delivering a pizza when an unknown black male wearing a hood charged at him and
shoved him against his vehicle, taking his keys and ultimately his vehicle. Officer Christensen located the
suspect traveling south on 35W near Industrial Blvd. He followed the vehicle as he called for backup.
The vehicle made several evasive maneuvers and eventually the driver parked the vehicle and fled on
foot. Officer Christensen observed the suspect hiding between two parked vehicles and he pulled his
squad up to him. The suspect then stood up and ran. Officer Christensen chased him and located him
hiding behind a fence. At this point State Patrol, Minneapolis Police and U of M Police responded to
assist in taking the suspect into custody. The suspect fought with officers until he was tased. One adult
male from St. Paul was charged for Felony Simple Robbery.
Warrant Arrest
Date: 08-12-2015

Location: Key Inn, 2550 Cleveland Ave.

In the afternoon of August 11th officers were requested to assist with the arrest of a wanted felon.
Investigators from US Fugitive Apprehension advised the suspect was possibly in the area, was commonly
known to carry a “Tech 9” and another handgun and had fled from police and bail agents earlier in
Burnsville. Officers were unable to locate the suspect at this time. Officers were called back later that
evening for a possible arrest, the suspect’s friends arrived but not the suspect. Officers cleared the scene
again. At approximately 0300 hours, Officer Gray was traveling near the Key Inn when he observed
two subjects near a vehicle matching that of the suspect. He turned around and headed back to the area
and observed these two people walking toward the hotel, the male party matched the suspect
description. Officer Gray requested back up and performed a felony stop of the male. The suspect
complied and was taken into custody. Officers located $2300 and methamphetine in his pocket. One
adult male from Albert Lea was arrested for Felony Warrants and Felony Possession of
Methamphetamine.
Shoplifting
Date: 08-13-2015
Time: 1855
Location: Target; 1515 Co Rd B
CN: 15020672
Officer Anderson was on scene at Target on a separate incident when dispatch advised they received a
call of a theft in progress. Officer Anderson observed the suspect as he exited the store with the stolen
merchandise. Officer Jones arrived and observed the suspect heading straight for the passenger seat of
a waiting vehicle. She activated her emergency lights and the vehicle drove away quickly and the
suspect dropped the merchandise and ran. As officers followed the suspect, a citizen grabbed the
suspect and officers caught up and placed him in handcuffs. Loss Prevention stated they were warned by
Shoreview Target to be on the lookout as this suspect had just attempted to shoplift from their store. The
suspect selected two duffle bags from a shelf and proceeded to fill them with multiple electronics valued
at over $1,000. One adult male, who is homeless, was arrested for Felony Theft.
Suspicious Incident

Time: 2235
Location: Co Rd C & Mackubin Street
CN: 15021243
Officers were dispatched on a report of a 15-year-old boy walking home when he observed a dark
blue minivan following him. The van pulled up beside him and asked if he wanted a ride. The boy
ignored the man in the van and the man yelled “Get the hell in the van”. The boy ran and the van

followed him but he darted into the tree line and got away. There was no further suspect or vehicle
information and no suspect was located.
Suspicious Activity
Date: 08-21-2015
Time: 1306
Location: Office Depot; 1615 Co Rd C
CN: 15021415
Officers were dispatched to the above business on a suspicious suitcase left near the entrance. Officer
Carter arrived and located a black rolling suitcase on the sidewalk behind a large concrete planter. The
suitcase had MSP airport tags on it with no other identifying marks. Due to the suspicious nature and
location of the unattended package, the St. Paul Bomb Squad was requested. Officers roped off the
area for safety until they arrived. The Bomb Squad examined the luggage and determined it contained
no dangerous contents. An MTC bus driver heard about the incident and called to report dropping off
two passengers nearby with luggage. The owner of the luggage was not located.
Assault
Date: 08-23-2015
Time: 1625
Location: American Freight; 2600 Cleveland Ave.

On 8/23/15 at 1549 hours Officer Sisterman was dispatched to the above location on a harassment
report. He spoke with the complainant who stated he had information that the mother of his child was
sending someone to harm him. He also stated he was assaulted in St. Paul two days earlier and there
was a high probability she organized that attack so he was fearful this was going to happen. He was
advised to call if anyone showed up. Officer Sisterman notified other officers of the situation. At 1625
hours officers were dispatched on an assault that had taken place. Squads searched the area for the
suspect but were unable to locate him. The victim was treated by medics and transported to Regions
Hospital. Witnesses and the victim reported a man arrived in a vehicle driven by a younger female. The
suspect entered the business and began assaulting the victim. Other employees came to his aid pulling
the suspect off of the victim. The suspect grabbed a pipe out of the vehicle and then yelled he was going
to kill everyone and he would be back with his gun. The victim stated his sister knew who the suspect was
but he did not want to press charges. Ultimately the victim’s mother convinced him to pursue charges.
Officer Craven has made multiple attempts to contact the victim to obtain the suspect’s information. The
victim has not responded. Case has been closed due to lack of victim cooperation.
Felony Terroristic Threats

Time: 1754
Location: 1600 block of Eldridge
CN: 15022340
Officers were dispatched to a domestic dispute. Officers were notified a male suspect had pointed a
handgun at a female and the female and her young child had fled the apartment. Officers arrived and
located the victim and her 6-year-old son hiding in a vehicle. She told officers she and the father of her
son were in a verbal argument when he pulled a handgun out of his waistband and pulled the slide on
the gun to chamber a round and pointed it in her direction. She was fearful he was going to kill her. She
said she and her son fled the apartment and the suspect pursued until she told him she was going to call
police. He then ran back into the building. Officers set up a perimeter and attempted to contact the
suspect via cell phone. He would not answer his phone. Officers had the victim send him a text to which
he responded. Dispatch pinged the phone to within 900 meters of the area but were unable to pinpoint
his actual location. Officers used the East Metro SWAT robot to clear the apartment before they entered
with a K9 to check the apartment completely. The suspect was not located. Officers assisted the victim in
finding a safe place to stay for the night. Detective Baker attempted to make contact with the suspect
the following day with no success. Officers put out a KOPS Alert for his arrest. One adult male from
Brooklyn Park is wanted for Felony Terroristic Threats.

2. INVESTIGATIONS
CN 15019479 – Suspicious Activity: On 7/31/15, Detective Baker was contacted by a loss prevention
manager for Caribou Coffee. The LP manager forwarded an online submittal to Det. Baker that he felt
was “extremely disturbing.” The email was from an individual who attended the MN Fringe Festival show
titled, “Cancer. Rape. Theater. Loophole.” During the show, the performer read from a prepared
statement and told the audience it was a true story. He admitted to committing two sexual assaults in the
past, and told the audience about a current Caribou Coffee employee he’s interested in. He said if
something isn’t done to stop him, he’s going to rape her after the Fringe Festival is over. He described
her as a female named Meredith with black hair and said she works at the Caribou in Roseville. He told
the audience he goes there to write and knows which nights she works the closing shift. The person who
emailed this information to Caribou LP felt that the performer was completely serious and was very
concerned for the female’s safety. Det. Baker checked the website and found several additional
performances scheduled for the coming days. On 8/4/15, Det Baker and Officer Adams attended a
performance of this show. When it was finished they went back stage and spoke to the performer. He
stated the entire story was made up and was extremely flattered that people thought his acting was so
serious.
CN 15020316 – Criminal Sexual Conduct: On 8/9/15, Officer Vang was dispatched to the 2300
block of Woodbridge St. on a CSC report. On scene, he spoke with a 22-year-old female who stated
she and some friends went to Uptown the night before. At the end of the night, her friends had left her
and she ended up with a male acquaintance whom she had just met that night. They took a cab to the
male’s residence where he insisted the female come in. She refused and requested a ride home. Upon
arriving at her residence, the suspect asked to use her bathroom. As they entered the apartment, the
suspect grabbed the female from behind and forced her into her bedroom. There, he sexually assaulted
her and then left the apartment. Officer Vang advised the victim to go to the hospital for a sexual
assault exam. Later that night, Officer Vang received a call from the victim’s friend, who identified the
male suspect as one of her boyfriend’s friends. On 8/11/15, Officer Chau received surveillance video
from the apartment complex showing the victim and the suspect entering the building. Det. Baker was
assigned this case for follow up. She has contacted the victim and is waiting for her to contact her. Case
is ongoing.
CN 15021720 – Criminal Sexual Conduct: On 8/24/15, Officer Lopez responded to the PD lobby to
take a report from a 17-year-old female reference a sexual assault. The victim told Officer Lopez that
she has known the suspect for approximately two years. She explained they are good friends and have
never had any sort of sexual relationship or sexual contact prior to this incident. On 8/17/15, she was
at the suspect’s home watching a movie. She told the suspect she was tired and eventually fell asleep on
his bed. About 40 minutes later, the female awoke to find the suspect had pulled down her pants and
sexually assaulted her. She jumped out of bed and immediately requested he take her home. The
suspect did so. The next day, the suspect sent the victim a text apologizing for his actions and made
vague threats telling her if she sought the assistance of police, he would see her in court. Det. Baker was
assigned this case for follow up. The victim turned her cell phone over to police and Det. Baker continues
to investigate.

4.
COMMUNITY INVOLVEMENT
August is a busy month for the Police Department as we host Family Night Out in Central Park with fun for
the whole family and then the City Wide Night to Unite celebrations the following evening where we
attend just under 100 block parties annually. These are both great opportunities to meet the residents
and interact in a positive way.
Police Department staff presented to the staff at Affinity Plus Federal Credit Union on Identity Theft and
Fraud Prevention.
Lieutenants Rosand and Scheider along with Officer Gray
and K9 Jagr and CSO Tee attending Discover Your Parks
event at Bruce Russell Park.
We also attended a neighborhood meeting on the 2900
block of Matilda
Create-a-Memory at Target Field with youth from the SE
Roseville Outreach in collaboration with Northeast Youth
and Family Services.
Officers hosted a lemonade stand in southeast Roseville.
5. VOLUNTEERS
Roseville Police Department utilizes the assistance of volunteers in our everyday course of work. The
Reserve Unit are uniformed civilians who drive a marked squad and assist officers by directing traffic when
needed, transporting prisoners, etc. The Roseville Police Citizen Park Patrol enlists the help of several
residents to patrol our parks daily helping to deter crime and pass out information to park visitors. We
also have a steady stream of student interns who are helping us out by running errands for investigations,
assisting with paperwork for administration,
analyzing statistical data and so much more.
A study completed in 2014 states the value
of volunteer time in MN is $24.83 per hour.
That is a value of $11,645 this month alone!
