The City of Mobile served notice of its appeal of the Board’s Order entered for Mr. Collins on September 18, 2014. The case is pending. -10- AMENDMENTS TO THE RULES A public hearing was held on September 16, 2014, to consider a proposed amendment to Personnel Board Rule 3.2, Reports of Absence. The proposed amendment was approved on that date. Rule 3.2 now reads as follows: “The absence of an employee from duty shall be reported to the Director by the Appointing Authority or department head. Reports shall be made in a format acceptable to the Director and submitted to the Personnel Department in sufficient time for verification. The reason for absence shall be stated; if unauthorized it shall be reported as “Absent Without Leave.” PROMOTIONS There were 264 promotional appointments resulting from 124 promotional examinations processed in 2014. CLASSIFICATION AND PAY The Personnel Board adopted specifications and salary grades for 14 new classes in 2014. In addition, the Board approved amendments to the pay plan for already existing classes and revisions to nine existing specifications. Also, the Board re-established two specifications. The following jurisdictions granted 5% cost of living increase: the City (2) of Bayou La Batre effective February 24, 2014; the Water Works and Sewer Board of the City of Prichard effective November 15, 2014; and the Utilities Board of the City of Bayou La Batre effective November 15, 2014. The following jurisdictions granted a 2.5% cost of living increase: the City of Mobile effective October 4, 2014; Mobile Public Library effective October 5, 2014; Mobile Area Water and Sewer System effective December 27, 2014; Mobile County effective October 11, 2014; and Mobile County Emergency Management Agency effective November 1, 2014. -11- VETERANS A total of 514 employees received paid leave to participate in military training during 2014. At the beginning of the calendar year 2014, seventeen of our Merit System employees were still on military leave and thirty-four additional employees were granted leave during the year. Thirty employees safely returned to their job during the year, and nineteen employees were still out as of December 31, 2014. Also, extra points were awarded to 218 veterans who applied for open competitive examinations during 2014. INFORMATION SYSTEMS We continued our work with our document management system by adding the capability to process several more document types. Office staff continues the bulk scanning of employee folders and jurisdiction correspondence. One of the benefits to this is providing legal documentation as requested by our attorneys in a much more portable and convenient fashion. We progressed forward into social media in March by launching our Facebook page. Within one year, we have reached over 500 fans and hope to move forward with this method of communication. Job postings, holiday closings, and helpful hints make up the majority of our status updates. Our goal is to make our employment options available to a wider audience, and looks productive in the right direction. We have added two agencies to our electronic time entry process, and plan to add at least two more agencies to the electronic register verification process. These enhancements allow our in-house payroll verification system to decrease payroll processing time and enable us to turn around certified payrolls in a shorter amount of time. -12- On the applicant side, a new job analysis system was put in place. As part of this process, we added an Office Skills Assessment program. We set up a server specifically for this to provide our analysts with the system they needed to create valid assessment tools. Our goal for 2015 is to continue moving forward in all of these areas in order to provide improved services to our staff, the agencies, the merit system employees and the public. TRAINING & RECRUITMENT In 2014, the training area’s focus was primarily on the delivery of quality training to the employees of the jurisdictions we serve. Outside recruitment activities have for the most part been curtailed. Participation was limited to a few events. In addition to training, the area’s responsibilities included the processing of test results for typing proficiency, jurisdictional employee development incentives, and employees grievances. A summary of activities in these areas are shown below with the exception of grievances. A more detailed report of grievances was included in an earlier section of the annual report. The concluding table describes the volume of activities for 2014 and compares the results with those of 2012 and 2013. We are pleased to see that training participation continues to increase. We did not receive requests in 2014 for special on-site jurisdictional training. We anticipate a change in this area for 2015. -13- Calendar Years 2012, 2013 and 2014 Comparisons Scheduled # of Participants Programs: # of Programs # of Actual Participants Jurisdictional # of Participants Programs: # of Programs Orientation # of Participants Programs: # of Programs Typing Proficiency # of Typing Tests Taken Testing Results: # Successfully Passed Employee # of Requests Processed and Increases Development Granted Incentives: -14- 2012 2013 2014 549 704 892 57 71 80 325 385 429 20 151 0 2 8 0 144 229 179 6 6 6 636 999 691 (408) (695) (433) 35 105 115 STATISTICAL INFORMATION AND FINANCIAL REPORTS EXAMINATIONS Number of examinations completed in 2014 324 Regular open competitive with final filing date Open competitive, open until canceled Regular promotion with final filing date Combined Promotion and open competitive with final filing date Promotion continuous until canceled TOTAL PROMOTIONAL 170 30 121 0 3 124 TOTAL NUMBER OF EXAMINATIONS 324 Number of written tests given Number of oral tests given Number of demonstration tests given Practice test seminars 124 1 3 12 TOTAL NUMBER OF TESTS GIVEN 141 Number of applicants (all completed examinations) Number of applicants appearing for written tests Number of applicants appearing for oral tests Number of applicants appearing for demonstration tests Total number of successful applicants 9,766 2,451 1 7 8,906 CERTIFICATIONS AND APPOINTMENTS Number of certifications made 621 Permanent appointments – employment register 407 Permanent promotions – promotion list 264 Temporary appointments – employment register 4 Temporary appointments – promotion list 0 TOTAL NUMBER OF APPOINTMENTS FROM CERTIFICATIONS Provisional appointments – permanent positions Provisional appointments – temporary positions TOTAL NUMBER PROVISIONAL APPOINTMENTS Return from lay-off – permanent positions Return from lay-off – temporary positions Return from pension Emergency appointments 675 7 0 7 0 0 0 0 TOTAL NUMBER OF APPOINTMENTS 682 S-1 VETERANS Number on military leave 01/01/14 Number granted military leave Number returning from military leave Number military leave expirations – Rule 3.7 Number resigning while on military leave Number still on military leave 12/31/14 Number granted veterans’ preference 17 34 30 0 0 19 218 SEPARATIONS Resignations Transfers to pension roll Dismissals Deaths Terminated before completing probationary period Layoffs 390 162 39 11 26 16 TOTAL NUMBER OF SEPARATIONS 644 MISCELLANEOUS Number of positions reclassified Number of temporary appointments made permanent Suspensions Transfers Number failing physical examination Number of voluntary demotions Number of involuntary demotions Number taking military training Number promoted without further examination Number promoted without examination S-2 14 0 107 2 0 3 4 514 0 1 CLASSIFIED POSITIONS AS OF DECEMBER 31, 2014 POSITIONS AUTHORIZED JURISDICTION Mobile County POSITIONS FILLED 1,651 930 665 524 3,797 2,356 City of Prichard 551 141 City of Chickasaw 166 63 City of Saraland 280 166 City of Citronelle 128 44 City of Bayou La Batre 109 49 City of Satsuma 96 50 Town of Mount Vernon 80 14 City of Creola 52 18 586 236 Mobile County Emergency Management Agency 21 8 Mobile County Racing Commission 33 12 Mobile Area Water & Sewer System 719 385 Mobile Housing Board 313 101 Mobile Public Library 311 194 Prichard Water Works & Sewer Board 95 4 Saraland Water & Sewer Board 17 11 Satsuma Water & Sewer Board 19 8 Utilities Board of the City of Bayou La Batre 26 7 5 2 58 29 9,778 5,352 Sheriff’s Department City of Mobile Mobile County Health Department Utilities Board of the City of Chickasaw Mobile County Personnel Board TOTAL S-3 REPORT OF ABSENCES On this and following pages are tabulations showing by departments the number of days classified employees were reported absent from work for the reasons shown at the top of each column.
