Also included is a laminated page of an actual score sheet and stat sheet
completed correctly – this should be given to your scorekeeper for each game (to
use as a reference during the game) when you give them the score sheet, stat
sheet and any one game permits.

attempting to keep score for the first time at the Intermediate level.

Notes from Judy for the 2017 season
You can fax Gene or me 24 hours a day. Phone calls will be accepted from 10:00 am until midnight.
We do not text or use our cell phones at home.
Barb will be issuing her own instructions to the “B teams regarding phone times.
The winning “A” and “B” teams must fax or email score sheet, stat sheet and One Game Permits to
me immediately after each game.
The score sheet for the “B” teams must also be emailed to Barb.
The winning team must mail all original score sheets (white copy), stat sheets and One Game Permits
to me weekly or when a few have been collected.
Commissioners also need to receive their copies of the score sheets (canary/pale yellow) regularly.
If you have any questions about this guide, or anything else for that matter, please contact your
Commissioner or me.
MANAGER’S INSTRUCTIONS - 2017
The following are league requirements. These requests are in addition to the Club / Team duties
you may have for your team.
All Coaches, trainers and other individuals who may interact with your players must have a current
Criminal Record Check on file.
• The Criminal Record Check must be renewed every 3 years. (BCLA Operating
Policy: General 19. Criminal Record Check)
Bench door people must comply with a minimum BCLA standard of certification as a doorman or as
a trained coach. (BCLA Operating Policy: Coaches Bench Rules 7, 7.03 b 2)
Make sure your Form 100B is completed (including Criminal Record Box) and submitted along with
the required fee to the BCLA office by 4:00 p.m., April 20.
• Email a copy of the Form 100B to your Commissioner before sending the original to
the BCLA office.
• Coaching staff and bench personnel must comply with minimum standards as per
reverse side of Form 100B. (BCLA Operating Policy: Coaches Regulations 11,
11.02.
• Trainer requirements are listed in the BCLA Operating Policy: Bench Rules 7, 7.03 c)
Senior Registration Form for Practice Purposes Only must be completed prior to players trying out
for or practicing with your team, unless the player is already signed to a player’s certificate.
• These forms must be available at practices and exhibition games in case the
Commissioner wants to see them.
Intermediate “A” teams only must send their protected player list of 25 players maximum, to their
Commissioner by midnight, April 20.
• Players must have played with the team last year or belong to the Club because of
the residency rule or Commissioner approved trade. (BCLA Operating Policy: Senior
5.35, 5.36)
• This list must include name, address (including postal code), phone number and birth
date.
All Intermediate teams are limited to 25 signed players at any time.
Player Registration Certificates and insurance waivers must be completed and submitted to your
League Commissioner 48 hours before the player participates in a league game.
• Incomplete documents will not be accepted and will be returned to you for
completion.
• Check them carefully before you forward them to your Commissioner.
All teams must send a team roster (first and last name of each player and the jersey number
assigned to them) to the Statistician before your first league game.
• Once the jerseys are assigned they remain with that player for the entire season
unless damaged.
• If a player makes a jersey change during a game make sure the change is noted on
the score sheet.
Teams can call up a maximum 4 players per game from a lower division.
• For Intermediate “B” teams no more than 2 of the players can be from Midget “A”
teams.
• Permission from the players’ coach or team manager must be received / signed on a
One Game Permit.
Completed One Game Permits must accompany the game sheet to the timekeepers’ bench before
the game begins.
Each home team will provide 18 warm-up balls for the visiting team.
Game balls are supplied by the home team and should be at the time bench.
Intermediate “A” teams will supply (first aid) ice and post-game water for the visiting team.
Make sure your time keepers and scorekeeper are ready to go at game time and that they are
qualified.
• The instructions on completing the score sheet and stat sheet and laminated sheet
(score sheet and stat sheet) in this package should be left with the scorekeepers for
reference during games.
• Our web site www.BCILL.ca has a scorekeeping video on completing the score sheet
and stat sheet.
• All scorekeepers should view it before they keep score for the first time.
The overtime rule in this package should be copied and left with the timekeeper during every game.
The timekeeper will distribute the game papers at the end of the game.
• The winning team gets the pink copies of the score sheet and stat sheet, also the
original score sheet, stat sheet and any One Game Permits.
• The losing team gets the goldenrod (dark yellow) score sheet and the canary (pale
yellow) stat sheet.
The winning team must fax or email completed score sheet, stat sheet and all One Game Permits to
the statistician the night of the game or the next day at the latest.
Score sheets must also be emailed to the League “B” Commissioner.
Original One Game Permits, score sheet and stat sheet must be mailed to the Statistician frequently
by the winning team.
• The winning team is also responsible for mailing the yellow (canary) copy of the score
sheets to the League Commissioner once a week.
If you have to reschedule a game, after arranging the new date and time with opposing team, notify
the Commissioner.
• Your Commissioner will inform the referee allocator.
• The allocator only takes instructions from our Commissioners.

Head Coaches and Assistant Coaches will be held to the same standard at ALL levels.
Door Personnel PeeWee to Senior must be Community Development Trained.
Level 1 Certified is equivalent to Community Development Trained.
Level 2 Certified is equivalent to Competitive Introduction Certified.
A first year coach must be ‘In-Training’ (‘In-Training’ is attending the clinic and working on completion of
the workbook).
A second year coach must be ‘Trained’ (‘Trained’ is the completion of the workbook).
A third year coach must be ‘Certified’ (if required above) (‘Certified’ is once a Coach is ‘Trained’ they
complete the online ethics test and evaluation.
Competitive Development: the requirement for Comp-Intro/Comp-Dev Learning Facilitators will be CompIntro Certified.
Trainer Certification
Trainers must be certified a minimum of first responders (firefighter, ambulance, armed forces personnel, medical
professional, etc.) or have an approved and valid trainer’s certificate suitably registered on the Form 100B. A
payment of $5.00 to the BCLA must accompany the Form 100B. Trainer certification, including a person trained
as a first-responder must be noted on all applicable game sheets unless a trainer is provided for an entire event by
the BCLA (i.e., Minor Provincial Championships).

FILLING OUT SCORE SHEET AND STAT SHEET
Use a pen with black ink.
Before the game starts the home team bench official will fill out the top portion of the score sheet
• Division A or B
• Game number from the schedule
• Date of game
• Name of arena game is being played in
• Check off appropriate box – Scheduled, Exhibition, Playoff

• In numeric order, list the home team players jersey number and print player’s name (last name and
first initial) marking “G” (goalie), “C” (captain) and “A” (alternate captain)
• Call ups should be identified by an asterick beside their name, and MA (midget A), MB (midget B),
Int. B (this identification of their regular team can be noted in the GAME NOTES section if there is no
room by the jersey number and name)
• Name of each coach, assistant coach, manager and door people.
• Verified by team official
Give score sheet to visiting team to complete their side of the score sheet
Scorekeeper’s instructions
• Scorekeeper’s name, Clock operator’s name and Shot Clock operator’s name – print on the bottom
of the score sheet (there are only two places, just put the 3rd name where you can fit it)
• Complete the top section of the stat sheet if it has not been done by the home team. Level is
Intermediate. Check off A or B.
• Enter jersey number of the starting and back up goalies for each team in the bottom GOALTENDING
STATISTICS SECTION on the stat sheet.
All games are stop time.
Watch for Time Out’s and Goalie changes. They should be noted in the GAME NOTES section on the score
sheet.
If you make a mistake anywhere, cross it out and write beside. Do no try to correct by writing over, it
won’t come through on a fax copy.
When a goal is scored
• Immediately write the time on the clock in the TIME column of the Stat Sheet on the appropriate
team side.
• The referee will tell you the number of the goal scorer, write under SC and the player numbers that
got assists, write those numbers under ASSISTS.
• Check mark or X under PP for power play goals or SH if scored short handed.
• Transfer the goal scorer and assists to the score sheet when you have a moment by placing a mark
beside the name of the goal scorer under the appropriate PERIODS number and a mark beside the
names of the players earning the assists under ASSISTS (all three periods go together in the Assists
column).
• Continue down the stat sheet for each additional goal scored, keeping each team on their own side.
When a penalty is called
• Penalties are listed on the Score Sheet under PENALTIES starting at the first line and continuing by
filling in the next line down for the next penalty for that team (not beside the player’s name).
• When the penalty is called write the period under PER and the time on the clock under OFF.
• The referee will give you the player number to write under NO, the length of time for the penalty to
write under MIN and the offence to write under OFFENCE on the score sheet. If it is a bench
penalty, B is recorded not the number for the player serving the penalty.
• ON is for the time on the clock when the player leaves the penalty box.
• Power play goals will shorten the length of the penalty so do not fill in this column until the player
actually leaves the penalty box.
Keep track of the shots signaled by the referees on each goalie. These are saves. You can mark them in
the centre of the score sheet (S starting goalie) (B backup goalie). Keep each period and each goalie
separate.
DO NOT RELY ON THE SHOT CLOCK, COUNT ONLY SHOTS SIGNALED BY THE REFEREE. THE
SHOTS MADE ON A GOALIE BECOME HIS SAVES.
For both teams, at the end of each period (or the game) on the score sheet total the number of goals scored
beside GOALS FOR under the appropriate period number and the number of STOPS BY made by the
goalie.
If there was a goalie change, divide that square in two. The time of the goalie change should be recorded
somewhere, usually in the NOTES section of the Score Sheet. It also needs to be correctly recorded on the
stat sheet.
On the stat sheet, enter the number of SAVES made by each goalie under the appropriate period number,
the TIME PLAYED by each goalie and the number of GOALS ALLOWED each goalie.
When the game is over, on the stat sheet, total the “SAVES”, “TIME PLAYED” (minutes) and “GOALS
ALLOWED” for each goalie.
On the score sheet enter all the information for the game, complete the “GAME SUMMARY” section and give
to the referees to enter their names.
The Game Notes Area should be used sparingly – suspensions being served, goalie changes, call up info
(if necessary), notes regarding coaching penalties given during the game, jersey # changes, etc. If there is
no room for everything, put the information elsewhere on the score sheet and notify the statistician by email.
IF THERE IS TO BE A REFEREE’S REPORT ask the referee not to take the entire score sheet. We have
requested that they leave the white copy of the score sheet with the score keepers for the winning team to
forward to the League Statistician.
If they insist on taking the white copy let them know that the Statistician needs the original and they will have
to mail it. The winning team will have to be satisfied with the yellow copy to use for faxing that night.

REMINDER ~ THE FAXED COPIES ARE SMALL SO MAKE SURE THE SCORE AND STAT SHEETS
ARE NEAT SO THEY CAN BE READ. DON’T WRITE OVER ANYTHING, CROSS IT OUT AND PUT THE
CORRECTION BESIDE IT.

PREPARING FOR PROVINCIALS
Our post season period will include play downs followed by the Provincial Tournament which is
a round robin format.
Our Provincial Tournament is on the long week end in August and begins on Friday up to and
including Monday. Each team will play one game per day.
All teams should begin to qualify call up players from the start of the season. Each team should
qualify a back-up goalie.
A roster must be submitted to your Commissioner within 48 hours of qualifying for the Provincial
Tournament.
All players on the roster (including call ups) must have played four (4) league games with the
team.
The roster will list all your qualified carded players, plus a maximum of four (4) qualified call ups
and jersey numbers.
For an Intermediate B team, only two (2) of the call ups can be from a Midget “A” team.
Once submitted to your Commissioner your Provincial roster is frozen.
All teams should be prepared to provide volunteers for various duties during the tournament.
All teams will also be asked to provide a team photo for the program. The players, etc. should
be identified (back row left to right, etc.) and a roster with jersey number and name should also
be supplied. A Provincial volunteer will be responsible for collecting these for the program.
Concussion Protocol – BCILL November 9, 2014
The Protocol includes the use of the Sports Concussion Assessment Tool (SCAT Test) and specific
guidelines for team trainers and personnel to follow when players suffer a blow to the head.
Some of the specifics of the Protocol are:
•
Players suspected of having a concussion will be removed from the game/practice for 30
minutes.
•
Player to be sent to a quiet place free from distraction so they can be examined by the
training staff.
•
Training staff will use the Sports Concussion Assessment Tool test (SCAT) to evaluate the
player.
•
Any signs identified by the SCAT test, the player must attend to a hospital.
•
Players may return to the game/practice they left after 30 minutes of quiet time and passing
the SCAT test.
•
If a player attended a hospital from the game/practice or any time after the game/practice
only upon a physician’s written notice providing permission to resume play.
Player safety is paramount and with greater information coming out in regards to head trauma
effects it was felt that the League Concussion Protocol, possible concussions will be detected earlier
and handled by teams and trainers in a responsive manner and one that will protect all of our
players.
