5th International Capstone Course CASD – Palazzo Salviati, Rome January, 9th – March, 3rd 2017 JOINING INSTRUCTIONS Dear participant, We are pleased to introduce you to the 5th International Capstone Course (ICC) at the Centre for Advanced Defence Studies (CASD) in Rome. You were selected among senior officers coming from partner and allied countries, interested in participating in the international module within the prestigious annual Senior Course held by the Italian Institute for Advanced Defence Studies (IASD). Aim of the Course The ICC represents the international segment of the IASD Senior Course, which provides both senior officers and civilian representatives with a unique opportunity to participate in the highest training Course on security and defence matters. Through the ICC, participants will enhance their expertise on the current international context, their knowledge on International Humanitarian Law and Arms Control, and will be provided with tools to gain a better understanding of the Italian Defence system and its approach to security and crisis management, as well as the Italian contribution to international missions within the UN, NATO and EU frameworks. Training activities will be carried out through the attendance of lectures, seminars and a study trips. The ICC Course offers - among others – opportunities to develop networks among senior staff and decision makers attending the Senior Course. Contents The ICC Course will consist of three seminars entirely organised in English on “Overall analysis of main geopolitical areas”, “Enlarged Mediterranean”, “International Law, PKO’s and Arms Control”. The module on “Military policy and decision- making process in NATO, ONU and EU” will conclude the Course. Lectures will be suspended during the study trip in Italy (February 27th – March 2nd), during which participants will also have the opportunity to visit both national heritage and industrial sites, relevant for the Defence sector. ICC Individual paper During the course, participants will be required to write an individual paper on a subject chosen among relevant topics discussed in the ICC seminars (please, read carefully Annex 2). At the end of the course, the paper will be submitted to the Director, responsible for the course for his appraisal and consideration. The final version will be subsequently submitted to the Italian CHoD for future reference. Course Schedule On Monday, 9th January at 8.00 participants must be at Palazzo SALVIATI’s main entrance (see Annex 1). The ICC Staff (see Contacts below) will welcome and escort you to the main Conference room where, a briefing on the “house rules”, contents, timetables and other relevant information, will take place at 8.30. Seminars will take place in accordance with the following daily schedule1: Mondays to Thursdays: 08:00 - 10:30 Individual study 10:00 - 12:00 1st Conference 12:30 - 14:30 Lunch break 14:30 - 16:20 2nd Conference Fridays: 08:00 - 09:20 Individual study 09:30 - 11:30 Conference 11:30 - 12:00 Individual Study Relevant documents including seminars’ schedules and contents will be distributed during the briefing; weekly updates will be sent to you by email. Please, do also check daily the notice board located at the 3rd floor of the Studies Coordination Secretariat. Certificate of attendance The ICC Course will end with an official ceremony chaired by the President of CASD, who will award participants with a certificate of attendance. As all participants are requested to attend the event, departures’ arrangements shall be scheduled accordingly. Language English is the working language at the ICC Course, thus third NATO JFLT level is recommended. Logistics and Administrative Matters Registration Selected candidates are kindly requested to go to the following web site: http://www.difesa.it/SMD_/CASD/IM/IASD_EN/Pagine/ICC.aspx download and fill in the registration form, and return it to [email protected] NLT October 1st, 2016. 1 This schedule might change according with the IASD Session’s agenda. 2 Flights Participants with “Fully Funded” status In accordance with bilateral agreements between Italy’s MoD and participating countries, CASD will cover flights costs from/to their countries of origin for participants granted with “Fully Funded” status. Please indicate flights’ preferences on the ICC Registration Form. Electronic tickets will be sent by CASD via e-mail. On request, CASD will provide transportation from the airport to the hotel. “All other” participants2 The booking and purchase of flights’ tickets to Rome is an individual responsibility. Please indicate your effective flight schedule on the ICC Registration Form. On request, CASD will provide transportation from the airport to the hotel. Accommodation and meals CASD will be responsible for the accommodation of participants with “Fully Funded” status. Participants will be accommodated in facilities at disposal of the Ministry of Defence located in Rome. Accommodation includes breakfast, daily dinners and lunches on weekends and holidays. Lunches from Monday to Friday will be hosted at the CASD mess hall. Accommodation, meals and transportation for all other participants - not “Fully Funded” - is an individual responsibility. Nevertheless, CASD will negotiate discounted prices in hotels located near Palazzo Salviati (see Annex 3). Note that in Rome, February and March are considered “high season”, therefore we recommend to book accommodation as soon as possible. For any enquiry, please, feel free to refer to the ICC Section. Non-hosted lunches are available at the CASD mess hall, from Monday to Friday, and cost about 6 Euro each. During the study trip, hotel accommodation and meals costs for participants will be determined in accordance with the country’s status (see full summary in Annex 3). Local transportation On arrival and departure, a military shuttle service between the airport and the hotel / Defence accommodation facilities will be available, upon request, for all participants. NOTE: Please provide complete flight details on your Registration Forms to allow us to arrange the transportation service. Dress code Depending on the circumstances, the following uniforms/dress may be used: - Complete winter service uniform with jacket and tie; - Winter service uniform with pullover; - Civilian business attire; Health Insurance Please note that prior to departing from your country of origin, you shall obtain a valid health insurance. A medical facility is available at Palazzo SALVIATI. Personnel can provide initial diagnosis first aid and immediate treatment if needed. Prescribed drugs and medicines may be obtained with payment from local chemists'. Evolution of PKOs. 6 Participants are invited to submit 3 possible titles they wish to discuss in their paper to the email address of the ICC Section: [email protected] by November 21st, 2016. Proposals will then be submitted to the course Director, evaluated and one of the themes will be selected and assigned before the arrival in Rome. Participants are expected to develop their papers during the course. Daily a specific time is allocated (8.00 -10.30) for this purpose. Each participant will be provided with all resources necessary for completing the work within the deadline (room, PC, printer, Internet connection, stationery, etc.). Each paper is to be approximately 10-15 pages long (a formatted sample document will be also provided). After being assigned the title of the paper, each participant must pinpoint the specific topic and formulate one or more research questions, i.e. “What aspects do I wish to highlight with my work?” Then they should accurately define the limits of the topic and develop those aspects on which they wish to concentrate. Finally they draw their conclusions. A specific personal and national approach will be particularly welcome.
