ORDINANCE NO. 2016 -3
AN ORDINANCE OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING A 20 MILE -PER -HOUR SPEED LIMIT
ON PALM DRIVE BETWEEN VISTA VILLAGE DRIVE
AND HILLSIDE TERRACE
The City Council of the City of Vista does ordain as follows:
1.
Findings. The City Council hereby finds and declares the following:
A.
Section 22358. 3 of the California Vehicle Code allows for the decrease of speed
limits on residential streets not exceeding 25 feet in width from 25 miles per hour to either 20 or
15 miles per hour, if the reduced speed limit is supported by an Engineering and Traffic Survey.
B.
An Engineering and Traffic Survey was conducted on Palm Drive between Vista
Village Drive and Hillside Terrace per requirements prescribed in Section 627 of the California
Vehicle Code.
C.
The results of the survey indicate that a 20 mile -per -hour speed limit on Palm
Drive between Vista Village Drive and Hillside Terrace is appropriate.
Action.
A.
The speed limit on Palm Drive between Vista Village Drive and Hillside Terrace is
hereby detemined and declared to be 20 miles per hour.
B.
The City Traffic Engineer is directed to install signs and markings as reasonably
necessary in accordance with current California traffic engineering standards.
C.
All previous determinations or declarations of the City of Vista in conflict herewith
are repealed and rescinded.
D.
3.
This Ordinance shall not be codified.
Effective Date. This Ordinance shall be in effect on the 31s' day following the date of its
adoption.
