January 2017 Parks and Wildlife Commission Meeting Regulations Summary
January 12, 2017
At the January 11-12, 2017 meeting, the Parks and Wildlife Commission approved changes to
regulations as follows:
CITIZEN PETITIONS
Agenda Item 13 - Chapter W-11 – Wildlife Parks and Unregulated Wildlife
The Commission delayed consideration of two citizen petitions related to unregulated wildlife. The
first petition requested the Commission consider allowing the two toed sloth to be added to the
unregulated wildlife list. The second petition requested the Commission consider adding the
eastern gray kangaroo, western gray kangaroo, and agile wallaby to the unregulated wildlife list.
The Commission directed staff to do additional research on these requests as well as Federal
requirements and to return in March with this information.
The Commission denied a third citizen petition requesting the addition of the Zoological
Association of America as another acceptable accreditation agency (along with the Association of
Zoos and Aquariums) throughout Chapter W-11 regulations.
FINAL
Agenda Item 14 - Chapter P-7 - Passes, Permits and Registrations and those related provisions of
Chapter W-15 - Division Agents
The Commission finalized regulations establishing commission rates for license agents selling park
passes and registrations. They also approved modifying regulations concerning agents and agent
agreements based on future implementation of IPAWS. Regulatory wording was also modified for
how a park pass should be displayed for vehicles without a windshield or rear-view mirror.
Agenda Item 15 - Chapter P-8 - Aquatic Nuisance Species and those related provisions of Chapter
W-0 - General Provisions
The Commission finalized regulations of Chapter P-8 – Aquatic Nuisance Species, including, but not
limited to, the following:


Removing Daphnia lumholtzii from the prohibited aquatic nuisance species list and prohibited
aquatic species list.
Requiring the removal of water drain plugs and aquatic plants from boats and trailers when
leaving waters of this state and during overland transport. Defining clean, drain, and dry in
regards to watercraft inspection and decontamination procedures.
Agenda Item 16 - Chapter W-0 - General Provisions and those related provisions of Chapter W-3–
Furbearers and Small Game, except Migratory Birds and Chapter W-5– Small Game – Migratory Birds

The Commission finalized regulations in its annual review of Chapter W-0 - General Provisions.
Changes include the following:







Modifying the boundary descriptions for Game Management Unit (GMU) 16 and GMU 27.
Expanding the GMU G-10 mountain goat boundary south to the Platte Gulch drainage.
Creating a pilot big game access component within the existing Walk-In Access Program.
Revising regulation W-002.B to clarify which licenses will require a customer identification
number.
Establishing regulations to describe the use of Temporary Authorization Numbers (TANs) for
online or telephone sales.
Extending the time requirement for completion of a Bacterial Kidney Disease Management Plan
from 30 days to 60 days.
Charging a fee for all license exchanges. The exchange fee is half the price of the original
license, not to exceed $25.00 to cover administrative costs.
Agenda Item 17 - Chapter W-2 - Big Game and related provisions of Chapter W-0 – General
Provisions
The Commission finalized regulations in its annual review of Chapter W-2 - Big Game. Changes
include the following:



















Annual changes to season dates, limited license areas, quotas and manner of take provisions for
bighorn sheep and mountain goat.
Annual changes to season dates, limited license areas and manner of take provisions for deer,
elk, pronghorn antelope, moose, mountain lion, and bear.
Annual changes to limited license application and drawing processes.
Prohibiting the hunting of big game over bait.
Changing all bear licenses in Data Analysis Unit (DAU) B-1 from List A to List B.
Changing all bear licenses in DAU B-17 from List A to List B.
Exempting private Ranching for Wildlife license holders from the requirement to wear daylight
fluorescent orange or pink garments while hunting with archery equipment.
Moving season dates for the S-57 ram rifle season to December 1-31 and the ewe rifle season to
December 8-31.
Opening bighorn sheep GMU S-78 to hunting with S-12 hunting licenses.
Opening bighorn sheep GMU S-5 to hunting with an S-60 hunting license.
Opening bighorn sheep GMU S-29 to hunting with S-30 hunting licenses.
Establishing female-only mountain goat licenses in GMU G-7.
Modifying the sub-unit boundary descriptions for GMU G-11.
Creating two rifle mountain goat seasons in G-12.
Reinstating late antlerless deer rifle seasons in GMUs 87 and 88.
Eliminating late rifle private land doe deer and cow elk licenses in GMU 711 (hunt codes
DF711P5R and EF711P5R).
Changing all antlerless elk licenses in DAU E-23 from List B to List A, converting either-sex elk
muzzleloader licenses in E-23 to bull only licenses and removing E-23 units from the unlimited
antlerless archery hunt code.
Adding GMU 54 to the 2nd combined rifle season list of over the counter elk units (removing
hunt code EM054U2R).
Modifying the hunt code boundaries for the either-sex elk, private land early season in GMUs 72
and 711 (hunt code EF072P5R).

Extending the season dates for the late rifle doe antelope season in GMUs 110, 111, 118, 119,
123, and 124 (hunt code AF110L1R) from 9 days to run the entire month of December.
Establishing a late rifle doe pronghorn season in GMU 951.
Creating private land only pronghorn hunt codes for bucks and does in GMU 135.
Establishing special seasons and licenses to hunt urban and suburban deer and elk within
participating cities, towns, or municipalities after Director’s approval of a species management
plan.
Agenda Item 18 – Chapter W-16 – Procedural Rules
The Commission finalized regulations pertaining to refund and reissuance of limited licenses. These
changes include, but are not limited to, the following:



Manually reissuing all returned deer, elk, pronghorn and bear limited licenses that required 5
or more resident preference points to draw (based on the current year’s draw) to the next
applicant in the limited draw order.
Allowing a high demand license to be placed on the leftover license list if it cannot be manually
reissued to one of the first 5 people on the regular draw list.
Restricting the reissuance of returned public Ranching for Wildlife licenses to a minimum of 30
days prior to the start of the applicable season.
ISSUE
Agenda Item 19 - Chapter W-2 - Big Game
The Commission held an issue paper for Chapter W-2 – Big Game for future consideration pertaining
to safety concerns with the archery/muzzleloader season overlap. The Commission supported
staff’s recommendation to conduct further public outreach before making any proposed changes.
Agenda Item 20 – Chapter W-3 - Furbearers and Small Game, Except Migratory Birds and related
provisions of Chapter W-9 – Wildlife Properties
The Commission initiated its annual review of Chapter W-3 – Furbearers and Small Game, Except
Migratory Birds, at issue stage in consideration of changes to game bird seasons, excluding turkey,
and other small game seasons and related provisions, including the following:


Requiring all live (cage, box, or colony) traps to be labeled with the trapper’s CID number.
Including the area west of I-25 in El Paso County in the extended season section of the state for
quail hunting.
Agenda Item 21 – Chapter W-5 - Small Game and Migratory Game Birds and related provisions of
Chapter W-9 – Wildlife Properties
The Commission initiated its two-step annual review of Chapter W-5 - Small Game and Migratory
Game Birds at issue stage in consideration of changes to waterfowl and migratory bird hunting
seasons and related provisions, including season dates, bag and possession limits and manner of
take provisions.
Agenda Item 22 – Chapter W-9 – Wildlife Properties and related provisions of Chapter W-1 – Fishing,
Chapter P-1 – Parks and Outdoor Recreation Lands, and Chapter P-7- Passes, Permits and
Registrations

The Commission initiated its two-step annual review of Chapter W-9 – Wildlife Properties and
forwarded all issue papers for further consideration including the following:











Establishing regulations for the opening of the new Cerro Summit State Wildlife Area (SWA).
These include, but are not limited to, limiting access to hunting and fishing only, establishing
winter closure dates as well as open dates for hunting and fishing.
Removing Chipeta Lake SWA from Chapter W-9.
Changing management of San Luis State Park by incorporating the property into San Luis Lake
SWA. Charging a new $36 annual access permit at San Luis Lake SWA (in lieu of a park pass or
camping fee) to pay for amenities. Holders of current hunting or fishing licenses will not be
required to have a San Luis Lake access permit.
Charging a new $36 annual access permit for Lake Deweese SWA. Holders of current hunting or
fishing licenses will not be required to have a Lake Deweese access permit.
Modifying the West Rifle Creek SWA shooting range hours to be open from sunrise to sunset.
Allowing access to the Yarmony Ranch SWA for fishing only. Limiting fishing to artificial flies
and lures only with a bag and possession limit of two trout on the Illinois River within the
boundaries of the Yarmony Ranch SWA.
Allowing waterfowl hunting with shotguns or by falconry on the Van Tuyl tract of the Gunnison
River SWA. Closing the remainder of the SWA to all hunting.
Establishing hour restrictions on the Gunnison SWA, prohibiting access from one hour after
sunset to one hour before sunrise.
Allowing motorized, over-the-snow travel to adjacent USFS lands through Sapinero SWA on
Forest Service Roads 723 and 724 only.
Modifying the winter closure dates on Almont Triangle SWA to December 1 through May 15.
Prohibiting fires at the Loma Boat Launch SWA.
