Methodology
 For this project, GovWin IQ pulled reported spending from the Federal
Procurement Data System (FPDS) for FY09-FY12 that excluded the United
States’ country code as a Place of Performance (PoP) in order to learn which
countries had the highest amount of reported spending.
 GovWin IQ discovered that Professional Services (PS) was the Category with the
highest amount of spending reported Outside the Continental United States
(OCONUS) as a PoP, so this project focused on that Category.
 GovWin IQ Categories have been previously determined by grouping relevant
Product Service Codes (PSCs).
 After analyzing the PS OCONUS spending data, GovWin IQ created groupings of
countries in order to better organize the data in an effort to understand the trends
of OCONUS spending. The country groupings (Africa, Middle East, etc.) in this
Presentation are based on the CIA World Factbook depiction of these regions and
continents.
 Any reported spending that did not report a Country Code or that reported a
United States (US) country code was omitted from this project.

Methodology
 The Middle East had the largest amount of reported spending, however it should
be noted that spending in the Middle East has been declining consistently since
FY09. It is interesting that South Asia is not far behind the Middle East in spending
for these four Fiscal Years, and has been increasing consistently since FY09.
 Because of this realization, GovWin IQ has focused this Presentation on
spending trends within the Middle East and South Asia.
 It is also interesting that while this data reflects spending through July 2012,
FY12 has significantly less (about half) of FY11 levels across all of OCONUS.
This is either due to a decrease in spending in OCONUS for FY12, or perhaps a
delay in Government reporting.
 In order to show a fair representation of spending trends in PS in OCONUS during
FY09-12, GovWin IQ will display the:
 Top 20 Large Businesses, Small Businesses, NAICS, and PSCs for both the
Middle East and South Asia regions
 Company Snapshots of the Top 5 Large Businesses and Small Businesses for
both the Middle East and South Asia regions

PS Market Overview: OCONUS
 With regards to OCONUS as a Place of Performance (PoP), Professional Services
is the Category with the largest amount of reported spending in FPDS during
FY09-FY12, followed by (2) Other Products, and (3) Architecture, Engineering and
Construction.
 Of all geographical regions excluding the Continental United States (CONUS), the
Middle East has the highest amount of reported spending from FY09-FY12.
 While it is a region where the United States has a very strong presence
historically, the spending in the Middle East has been decreasing since FY09.
 South Asia spending has the second highest amount of reported spending in
Professional Services, and the spending has been increasing over the past four
Fiscal Years.
 Africa has the third highest amount of spending, however represents less than half
of spending in South Asia; spending in Africa also has been declining.
 The reported spending in the Middle East is anticipated to continue decreasing,
while the spending in South Asia is anticipated to increase according to budgetary
documentation.
 This report focuses on the Middle East and South Asia regions.

The FY 2013 President’s budget includes $88.5 billion for overseas contingency
operations (OCO) to support Operation ENDURING FREEDOM (OEF) – mostly in
Afghanistan – and the reset of equipment redeploying from Iraq. The request
supports deployed troops and ensures they have everything they need to achieve
their important and dangerous missions. Funding for OCO needs is reflected in
Figure 6-1.

Conclusion
 Several interesting trends that are worth noting include:
 The largest amount of spending in both the Middle East and South America was
reported under the LOGCAP Program.
 The #1 NAICS (561210) accounts for:
 64% ($11,660,685 ($K) of the $18,108,697 ($K) of all reported PS spending
within the Middle East as a PoP.
 65% ($11,118,217 ($K) of the $17,120,020 ($K) of all reported PS spending
within South Asia as a PoP.
 The #1 PSC (R706) accounts for:
 69% ($12,584,201 ($K) of the $18,108,697 ($K) of all reported PS spending
within the Middle East as a PoP.
 62% ($10,540,007 ($K) of the $17,120,020 ($K) of all reported PS spending

Summary/Conclusions
 Federal spending has been decreasing the past four fiscal years in the Middle
East, yet increasing in South Asia.
 At the end of FY11, most estimates put the country’s spending on Iraq and
Afghanistan over the past decade somewhere near $1.3 trillion.
 It is evident that spending in South Asia has been increasing, but al Qaeda’s
strength has been diminished in recent years with the death of Osama bin Laden.
 As a result, it is less important for troops to remain in Afghanistan. Because of
this, the President started withdrawing 10,000 U.S. troops from Afghanistan
between June and December 2011. The 33,000 “surge” troops assigned in 2009
are scheduled to leave Afghanistan by this summer.
 The troop drawdown will continue until 2014 when, if all goes according to plan, a
strengthened Afghan force and NATO troops will maintain peace.
 Because of the 2014 goal of reducing troops presence in Afghanistan, GovWin
IQ anticipates OCONUS spending to continue increasing in South Asia and
anticipates it overtaking the Middle East in spending.
