SCOPE AND CONTENT NOTE
The assassination of John F. Kennedy in November 1963, while a defining moment
in American history, was merely one of a series of high-profile murders during the 1960s.
In the United States alone, Kennedy’s death was followed in rapid succession by the
deaths of Malcolm X, Martin Luther King Jr., and Robert F. Kennedy. Worldwide, the
1960s and early 1970s saw coups against such leaders as Patrice Lumumba of the
Congo, Rafael Trujillo of the Dominican Republic, Ngo Dinh Diem of Vietnam, and
Salvador Allende of Chile. Assassinations were accepted practice during this tumultuous
period, as the competing cold war powers sought to gain the upper hand in any way
possible. The primary purpose of this microfilm collection is to explore the links between
John F. Kennedy’s assassination and a procession of shadowy plots against one of the
United States’ closest foes, Fidel Castro of Cuba, whose overthrow of Fulgencio Batista
in 1959 seemed to bring communism—and consequently the Soviet Union—to
America’s doorstep.
Alarmed by Castro’s seizure of power, both the Eisenhower and Kennedy
administrations investigated ways to oust him. Secret committees were established to
explore the issue, including the 5412 Group, which later became the Special Group
Augmented (SGA). During Kennedy’s administration, the SGA oversaw the
implementation of Operation Mongoose, the goal of which was to generate enough
internal and external pressure—economic, military, and political—to induce Castro’s
overthrow. Allied to this was a secret CIA program known as ZRRIFLE (or “Executive
Action”), whose purpose was to examine any and all means of removing hostile foreign
leaders from power. Although assassination was only one option among many, the CIA
quickly arranged a series of plots to secure Castro’s death: one centered on a dissident
Cuban and potential double agent named Rolando L. Cubela (codenamed AMLASH),
while another involved U.S. and Cuban mafia leaders such as John Roselli, Sam
Giancana, and Santos Trafficante Jr. (A good overview of the mafia plot can be found in
Richard Helms’ testimony, located at Reel 2, Frame 0001.) Although none of these plots
succeeded, historians and conspiracy theorists alike have posited that Kennedy’s death
represented payback for his Cuba policy, though it is a matter of dispute whether Castro
directly orchestrated the assassination or whether Lee Harvey Oswald was a “lone
gunman” motivated by indignation at Kennedy’s treatment of Castro.
Although this collection cannot provide a definitive answer to the enduring mystery of
Kennedy’s assassination, it nevertheless offers a treasure trove for researchers and
students. While there is a decent amount of material on Lee Harvey Oswald, the primary
focus is on the SGA, Operation Mongoose, and U.S. policy toward Cuba. The
documents are largely the byproduct of an investigation carried out in 1975–1976 by the
Senate Select Committee to Study Governmental Operations with Respect to
Intelligence Activities, commonly known as the Church Committee after its chairman,
Senator Frank Church. The records of the Church Committee are now available to
researchers as a result of the President John F. Kennedy Assassination Records
Collection Act of 1992, which mandated the release of all U.S. government records
“related to the assassination of President John F. Kennedy.” Roughly half of this
collection consists of testimony given before either the Church Committee or the

Commission on CIA Activities within the United States, popularly known as the
Rockefeller Commission, which investigated CIA involvement in illegal domestic
operations. The remainder of the collection is composed of a variety of sources,
including Church Committee index cards, miscellaneous FBI and CIA reports, and
assorted documents on Cuba. Portions of the Church Committee’s final report can also
be found in this collection, largely in draft form (Reel 8, Frame 0001; Reel 9, Frame
0339; Reel 14, Frame 0510; and Reel 15, Frame 0539).
The testimony contained in this collection comes from nearly every prominent figure
involved in either the SGA or the assassination plots who was still alive in 1975. The
men interviewed by the Church Committee and Rockefeller Commission ran the gamut,
including high-ranking military officers (Edward G. Lansdale and Sheffield Edwards),
prominent CIA leaders (Richard Helms and William E. Colby), mafia kingpins (John
Roselli and Santos Trafficante Jr.), covert CIA operatives (such as Frank Sturgis), and
even a private investigator (Robert A. Maheu). Much of the testimony is concerned with
probing the assassination plots against Castro, with a focus on the relationship between
the plots and the SGA, authorization for and knowledge of the plots, and their precise
duration. Although Castro takes center stage, the documents also touch on
assassinations of other prominent leaders, notably Ngo Dinh Diem (Reel 17, Frame
0583) and Salvador Allende (Reel 3, Frame 0477).
In contrast to the previous installment of Church Committee records (Papers from the
John F. Kennedy Assassination Records Collection at the National Archives, Part 2:
Church Committee Investigation, Section A: General Files), this present collection
contains comparatively little material on Lee Harvey Oswald. Of note are references to
his trip to Mexico City in September–October 1963, as well as a large section of
testimony concerning the FBI investigation of both Oswald and the JFK assassination
more generally (see Reels 16–19). Also of potential interest are reports on anti-Castro
activities carried out by Cuban exiles, scattered throughout the collection. On a related
note, perhaps the most intriguing testimony in the entire collection comes from the
colorful CIA operative Frank Sturgis, who worked in Cuba in the late 1950s and was later
imprisoned for his involvement in the Watergate scandal (Reel 12, Frame 0580, and
Reel 16, Frames 0241–0409).

he assassination of John F. Kennedy in November 1963,
while a defining moment in American history, was one of a
series of high-profile murders during the 1960s. In the United
States alone, Kennedy’s death was followed in rapid succession by
the deaths of Malcolm X, Martin Luther King Jr., and Robert F.
Kennedy.
Worldwide, the 1960s and early 1970s saw coups against such
leaders as Patrice Lumumba of the Congo, Rafael Trujillo of the
Dominican Republic, Ngo Dinh Diem of Vietnam, and Salvador
Allende of Chile. Assassinations were accepted practice during this
tumultuous period, as the competing cold war powers sought to gain
the upper hand in any way possible.
The primary purpose of this microfilm collection is to explore the links
between John F. Kennedy’s assassination and a procession of
shadowy plots against one of the United States’ closest foes, Fidel
Castro of Cuba, whose overthrow of Fulgencio Batista in 1959
seemed to bring communism—and consequently the Soviet Union—
to America’s doorstep.
