16. The entity reserves the right to accept or reject part, any or all EOI applications without assigning any reason.
N.B: Special Instruction –
(1) This notice will be available on the web site of BFFWT (ie.www.bffwt.gov.bd) & CPTU. This notice will also be available on
the notice board of IEB head office, IDEB head office, Chief engineer’s office of PWD & LGED and Chairman’s office of BNHA.
(2) Interested applicant may obtain further information from the phone no. 9558521 & 9561813 also.
(3) The Applicants are requested to submit the financial proposal in a separate sealed envelope.
(4) The Applicants are requested to submit their technical offer along with details Drawing, Design and Layout plan of the space and
specification of offer comprehensively.
(5) Applicant shall submit the alternative options of his proposals for the lands / Industries of BFFWT. BFFWT authority will select
the best options.
(6) The Applicants will submit a project profile for the site and mention the best use he wants to for the site e.g. Commercial complex,
Shopping mall, Factory Building, Establishment of University, Medical college, Engineering Institution, I. T. Park, Industry,
Garments Industry, Pharmaceutical Company etc.
(7) In the project profile the applicant/Firm/Entrepreneur will mention year wise breakup of schedule of work (year wise action plan /
work plan) mentioning tentative starting and completion period & also the Cost- Benefit ratio (IRR) of the project.
(8) The applicant shall be allowed to submit the application to the place fixed for the submission of the same by post, by courier
service or in person at any day (during office hours) during the period fixed for the preparation and submission of the application.
(9) Only the financial offer of the qualified bidders in the technical offer will be opened.
(10) In the event of unavoidable circumstances if the selling, receiving and opening of the tender cannot be done on the above
mentioned dates, the next normal working day will be treated as the valid date of selling, receiving and opening of the tender
respectively. Time and place shall remain unchanged.
(11) A particular firm / company may participate in tender of all the nine projects simultaneously and even if incidentally a particular
firm/company becomes highest bidder in more than one tenders, he must be awarded only one of his choice, in other words no
particular firm/company will be awarded more than one project.
(12) Selection of Developer / Entrepreneur will be in accordance with the QCBS method set out in the PPR guideline.
(13) “The Public Procurement act 2006” and “The Public Procurement Rules 2008” shall be followed.
(14) In case of any litigation for any part of a land, the Court’s verdict will prevail.
(15) Applicants having record of poor performance such as abandoning or not completing the contract, inordinate delay, defective or
poor workmanship, financial failures, wasteful claims, consistent history of litigation, debarred by any organization shall not be
considered in technical evaluation.
