Post 2015:Scotland’s Contribution
The language of international development is currently
littered with words like new, further, advancing, beyond
and post. Why? Because as 2015 looms ever closer so
too does the target date for achieving the UN’s Millennium Development Goals (MDGs) and with it the discussion of what happens next.
It would be easy to think that this has little to do with
Scotland and the work on international development
happening from here but irrespective of which way next
year’s referendum goes, Scotland has an important part
to play and will itself be bound by some of the global
commitments set as part of the post-2015 process.
While debate will continue to rage over what the MDGs
have achieved, and should still seek to achieve prior to
their end, many thoughts are now turning to where we
should go from there.
On the 17th September, NIDOS will be hosting an event
to discuss the MDGs and Scotland’s contribution to the
post-2015 agenda (see below for details). This will be a
good opportunity to learn more and find out how to get

Effectiveness Programme—Case Study
The team at this small organisation were struggling with
their strategic plan but the NIDOS Effectiveness Toolkit
got them on the right track. A solid plan for the future will
help them to be more effective as they work with
communities all over the world to reduce poverty.
Having already started with the NIDOS
Effectiveness Toolkit’s MOT, the staff at Jairah
Funds were committed to making their
organisation more effective. They recently
completed the full assessment, the second and
final stage of the process, with the help of a
NIDOS mentor. The one-to-one support helped
them to understand what was most important to
deal with first and provided them with a lot of
templates, guidance, motivation and kept them on
track through consistent follow up. One of their
main achievements was the formulation of their
first strategic plan. Working on a formal strategy
document was something they had been struggling
with and didn’t know how to approach. The NIDOS
mentor helped with this and their strategy
document is now almost finished.
As a result of working through the full assessment
with their mentor they also reviewed their
partnership agreements, and office policies,
including Health & Safety and also Risk
Assessment. They implemented more effective
communication with sponsors and supporters and
found ways to deal with the issue of conflict in
Orissa, one area in which they work.
The focus of Jairah Funds’ work is the provision of
relief for those in direct need of support in
countries and regions with less than adequate
social support such as India, Brazil, Bolivia,
Ecuador, sub-Saharan Africa and Morocco,
however they are not restricted to these particular
countries and regions, and are able to support
projects on a world-wide basis.

In partnership with people, organisations and governments, the Institute’s work enhances sustainable environmental, social and economic development, delivering
practical solutions for our shared future and influencing
the agenda for land use and development for the 21st
Century.
The Institute undertakes work in a wide range of areas
for customers including the Scottish and UK governments, the EU and other organisations worldwide. Researchers at the Institute are currently involved in ongoing work in Europe, North and South America, Asia,
Africa and Oceania.
A multi-site organisation with a staff of around 600 plus
120 PhD students, the James Hutton Institute was
formed in 2011 by the merger of the Macaulay Land
Use Research Institute (MLURI) in Aberdeen and the
Scottish Crop Research Institute (SCRI) based in Invergowrie near Dundee. Its name comes from the 18th
century Scottish Enlightenment scientist, James Hutton,
who is widely regarded as the founder of modern geology and who was also an experimental farmer and
agronomist.
The Institute organises its research through seven principal themes which enables it to meet global challenges: Safeguarding Natural Capital; Enhancing Crop
Productivity and Utilisation; Delivering Sustainable Production Systems; Controlling Weeds, Pests and Diseases; Managing Catchments and Coasts; Realising
Land’s Potential; and Nurturing Vibrant and Low Carbon
Communities.
In order to provide commercial services, the James
Hutton Institute operates two subsidiaries. Macaulay
Scientific Consulting (MSC) Ltd is an environmental consultancy centre offering unparalleled experience in soil
and water consultancy, and land evaluation. Mylnefield
Research Services (MRS) Ltd undertakes contract re-
search, especially plant breeding, licenses plant varieties internationally and delivers analytical services.
Hutton researchers keep Malawi links alive
Scotland’s links with Malawi, first forged almost 200
years ago by the explorer and missionary David Livingstone, are being kept alive through environmental projects involving researchers from the James Hutton Institute and stakeholders in the African country.
Scientists from the James Hutton Institute are working
with local people and international partners to tackle
issues that impact on the quality of life for the millions
of people that are dependent on farming, forestry,
hunting or fishing for their livelihoods. They are doing
so by promoting effective management of environmental resources through the WATERS project and the
Climate Smart Agriculture (CSA) programme.
WATERS is focused on supporting local government and
communities plan for future natural resource management in the face of climate change, while CSA looks
into promoting sustainable approaches to agriculture
among rural smallholders, to improve food security.
WATERS is led by Voluntary Services Overseas (VSO)
and it is funded by a £490,000 grant from the Scottish
Government’s Climate Justice Fund. Similarly, CSA is led
by the James Hutton Institute and it has been awarded
£397,341 from the Scottish Government’s International
Development Programme over three financial years.

Ownership, participation and crowdprogrammed initiatives
This paper from the School of Sociology, Politics and
International Studies University of Bristol is about the
use of ICT and crowdsourcing. It argues that conventional models of participation in aid are still largely topdown but could be revolutionised as NGOs use crowdsourcing to design programmes using the ‘wisdom of
crowds’.

UK Lobbying Bill
TFN reports on the new UK Lobbying Bill which could
see Scottish charities prevented from spending any
more than a limit of £35,000 on campaigning ‘for election purposes’. The bill is designed to crack down on
corporate ‘cash for favours’ type lobbying but could
mean that charities are silenced in the run up to UK
General elections, argues SCVO. Chief Executive Martin
Sime says: “SCVO supports the need for transparency
in political lobbying, but these proposals will only serve
to damage democracy in the UK.”

Consortium on Aids and International Development
During June, July and August, the UK Consortium on
Aids and International Development is working with the

IIHD Courses: Are you interested in global issues
of health and development? Have you wondered
why health outcomes are so unequal in different parts
of the world? There are a few remaining places for
September 2013 on our postgraduate masters programmes (for UK or EU students) at the Institute for
International Health and Development (IIHD) at Queen
Margaret University, Edinburgh.
IIHD is one of the longest established centres working
on the social determinants of health in low and middle
income countries and resource poor settings in the UK.
The focus of our programmes is on the social determinants of health such as inequality, poverty, conflict and
gender differences as well as topics such as sexual and
reproductive health, health systems and human resources for health in globally and locally marginalised
populations. There is a particular focus on the health
and well being of people in post conflict settings as well
as refugees and social justice. Staff and students come
from a range of disciplinary and professional backgrounds as well as many different countries around the
world.

NIDOS Members' Effectiveness and Fundraising
Advisor
Full time (35 hrs per week) – we are open to applicants
who want to job share/apply part-time in which case
the salary would be pro-rata. AP4 grade, SJC point 27
£23,697, Contract to 31 March 2014 – very likely to be
extended for a further three years, dependent on funding decision.
We are looking for an enthusiastic and analytical person
with skills in supporting organisations to strengthen
their practice, effectiveness and fundraising. You will
need to have experience in working with organisations
to develop their strategy, monitoring and evaluation/
impact measurement, governance and fundraising, particularly where this has been done in support of smaller
organisations and in an international development context. You will provide an outreach and advisory service
to NIDOS member organisations seeking to strengthen
their effectiveness and fundraising.

SCIAF - Design, Monitoring and Evaluation Technical Officer
To design, build and manage a service to monitor and
evaluate SCIAF’s programmes, projects, and overall
organisational impact, help staff to learn from this information and help SCIAF to improve constantly its programmes overseas. In summary: develop Monitoring
and Evaluation tools and systems; coordinate and build
capacity in the Monitoring and Evaluation process; help
SCIAF learn from the information yielded by the Monitoring and Evaluation system.
Essential criteria:
significant relevant experience of monitoring and evaluating development programmes, either in the UK or
overseas, partly in international development;
significant experience of working in developing countries;
a thorough knowledge and understanding of programme cycle management in a development context,
including best practice in the international development
sector and a demonstrable understanding of current
approaches to monitoring and evaluation using both
qualitative and quantitative methods, gained through
significant programme experience.
Degree or higher in a relevant subject is also a requirement.

SMP Events and Communications Intern
Each year the SMP hosts a variety of high quality public
events and forums for its membership, as well as other
key stakeholders. The SMP recognises the value of such
meetings to inspire the people and organisations of
Scotland to be involved with Malawi in an informed,
coordinated and effective way to the benefit of both
nations. The Events and Communications Intern will be
involved in planning for and supporting the running of
such events and member forums. In addition, the SMP
Events and Communications Intern will support the organisation’s utilisation of a variety of communications
tools. The SMP currently uses a variety of tools (ecomms, video, website, social media, publications, etc)
in order to provide valuable information of use to the
membership. This year the SMP is improving its member communications in order to support and raise
awareness of members’ work, promote new opportunities and resources, disseminate relevant information
and promote best working practice.
