The IRS allows you to contribute to an existing IRA for the previous year up until the normal federal tax deadline. This means for 2016, you
may contribute until April 18, 2017. If you make your contribution after January 1, but before the April 18 deadline, you will need to
designate the contribution year you intend to target.
Please note, you may also establish an IRA in 2017 for the previous tax year. This establishment deadline is the same as the tax deadline of
April 18, 2017. Please consult with your tax advisor for details on how an IRA may provide you tax-deferred or tax-free savings.

Accounts” disclosure provided at account
opening. Notification of this change is
provided to ensure proper disclosure of a
Credit Union process is provided to you.
Specifically, the Credit Union utilizes the
daily balance method to compute payment
of dividends on checking, money market,
and share certificate accounts. Dividend
payments are determined by applying a
daily periodic rate to the balance in the
account each day.

Kern Schools Federal Credit Union Board of Directors, application packets for potential candidates are
available at all branch offices. As required by Kern Schools bylaws adopted in accordance with NCUA
regulations on June 27, 2011, potential candidates must obtain the signature of 500 Kern Schools
Members to be considered; the “Signature Petition” form is included in the application packet. The
deadline for application submission is no later than Friday, February 24, 2017, 12:00 p.m. (noon).

2017 Incumbent Biographies
In the event of an election, candidate biographies will be available at all ballot sites.
Incumbents running for re-election are: Dr. Bill Bruce, Dr. James Fillbrandt, Ms. Joanne Mills, and Ms.
Marilyn Jones. If the number of nominees equals the number of positions to be filled, an election will
not be conducted by ballot and there will be no nominations from the floor.
Dr. Bill Bruce
Dr. Bill Bruce retired following a forty-one (41) year career as a teacher, high school principal
(Bakersfield High, Foothill High, Frontier High, and West High) and district-level administrator. Since
joining Kern Schools Federal Credit Union’s Board of Directors in 1990, he has served as Board
Chairperson and Treasurer. Currently, Dr. Bruce serves as Vice-Chairperson for the Board of
Directors, Chair of the Credit Union Services Organization Committee, and member of the
Asset/Liability and Personnel & Policy Committees. Dr. Bruce’s community involvement includes
more than thirty (30) years as an elected Trustee of the Fruitvale and Panama-Buena Vista Union
School Districts.
Dr. James Fillbrandt
Dr. James Fillbrandt joined Kern Schools Federal Credit Union’s Board of Directors in 1972.
Following a forty-nine (49) year career in education, he retired as Kern High School District Associate
Superintendent of Personnel. Dr. Fillbrandt’s service to Kern Schools encompasses most of the
Board’s officer positions as well as committee assignments. Currently, Dr. Fillbrandt serves as Chair
of the Personnel & Policy Committee and is a member of the Facilities and Asset/Liability
Committees. His community involvement includes affiliation with local, state, and national education
organizations. In addition, he actively promotes the arts in Bakersfield as Executive Producer of
Bakersfield Music Theatre and Stars Theatre Restaurant.
Ms. Marilyn Jones
A Speech Language Pathologist for the Kern County Superintendent of Schools Office, Ms. Marilyn
Jones’ career serving students has spanned more than thirty-eight (38) years. She has served on
Kern Schools Federal Credit Union’s Board of Directors since 1992. During her tenure, Ms. Jones
has served as Board Chairperson. Currently, she is the Board Secretary, Chair of the Credit Union
Services and Education Committees, as well as a member of the Loan Review and Electronic Risk
& Security Assessment Committees. A lifetime member of the California Teachers Association (CTA),
Ms. Jones’ community involvement includes service as a committee chair in her CTA chapter as well
as various education-related committees.
Ms. Joanne Mills
Ms. Joanne Mills retired as a Project Specialist-GATE Coordinator for the Kern High School District
following a thirty-three (33) year career in education. She has served as a member of Kern Schools
Federal Credit Union’s Board of Directors since 2002. Currently, Ms. Mills serves as the Board’s
Second Vice-Chairperson and is a member of the Credit Union Services, Education, Loan Review,
and Electronic Risk & Security Assessment Committees. Ms. Mills is an active advocate of student
credit union partnerships and financial literacy education. Her community involvement includes
service with numerous local, county, and state educational organizations.
