PACT “Making sense of your climate change challenge” What is the PACT? The PACT acronym stands for Performance Acceleration through Capacity Transformation, and is an effective, quick and affordable way to assess how well your organisation is responding to climate change issues, so that you can effectively navigate your way forward with confidence. PACT determines what actions will improve your organisation's capacity to respond to: Climate impacts and opportunities now and in the future A changing carbon economy with increasing costs and diminishing resources Regulatory and other pressures that will accompany these trends There are two types of PACT evaluation and action plans: Climate Change Mitigation: Focusses on performance in handling emission reductions, energy management, and other climate impacting activities; Climate Adaptation: Focusses on responses to climate impacts such as heat-waves, fluvial/coastal/pluvial flooding, wind damage, drought, etc. The PACT Framework and Tool were designed and developed by Alexander Ballard Limited, UK, and have successfully helped hundreds of organizations globally. Today, Daxam Sustainability Services has partnered with Alexander Ballard Limited to deliver the benefits of PACT to the Nordic region. Why PACT? In 2011, the UK Climate Impacts Programme undertook an independent review of leading frameworks worldwide designed to measure and develop organisational capacity to respond to climate impacts. The conclusion of this review is that PACT provides the optimum approach to measuring and developing organisational and system capacity in dealing with climate change. “[PACT] allows organisations to consider adaptive capacity more holistically than other frameworks“ “[PACT] has cultivated a greater level of introspection about how the organisation works, and how we can improve how we work; a very worthwhile exercise!” Peter Tangney, UK Environment Agency Who can use PACT? “...the PACT approach was inspirational in the way it could so rapidly provide a clearly structured analysis of our complex adaptation programme....” PACT is used by single organisations, departments within organisations and groups of organisations working in partnership, and can be used across every economic and social sector. The Netherlands' Climate Adaptation Programme PACT can be used either at the beginning of the process of improvement, to monitor progress of a programme, or to maintain momentum when a programme is getting stuck. PACT has a wide range of uses from progress monitoring to external reporting. It helps organisations already in the lead on the climate change agenda, as well as those just starting to work with climate mitigation and/or adaptation. The PACT Action Planner: Quick, Simple and Cost Effective The PACT Climate Action Planner is an online evaluation and planning tool, with expert moderation, that gives you an in-depth insight into where your organisation currently stands in addressing the challenges of climate change mitigation and/or adaptation. The quick and effective process provides you with a detailed report on your challenges as well as recommendations for the way forward. Additional PACT approaches can combine one or all of online data collection, desk research and interviews in varying measures dependent upon project scope, budget and objective. The online PACT Action Planner approach has been designed to make the best use of time - both for our top-level experts and for your own busy staff. Within Organisations or Across Sectors Within an organisation, PACT can: Clearly identify where performance is strong or weak Produce a tailored action plan that builds upon strengths, and then tracks progress against it Identify where further support is needed Provide a structure for internal and external reporting Support due diligence activity at Board level Across a sector or several organisations, PACT can: Assess where members are strong and weak to help structure best practice exchanges Provide benchmarking reports to drive performance among members Identify common needs to help organisations fill gaps co-operating and/or cost-effectively Determine optimum interventions and projects that improve capacity across the system/sector PACT methodology The PACT methodology is based on years of research and a deep understanding of the key capabilities required to address climate change. PACT gathers and organises information about nine organisational capacity pathways necessary for improved performance The performance assessment of each development pathway, and the organisation as a whole, will be measured against 6 response levels The response level for each development pathway is mapped based on a suite of crucial activities – this forms the basis for the reporting and recommendations. www.pact.co © Alexander Ballard Ltd 2012 Tel: +44(0)1488 686286, [email protected] www.alexanderballard.co.uk © Daxam Sustainability Services 2012 Tel: +44 (0)709 692963, [email protected] www.daxam.se More information about PACT is available at Daxam´s website: www.daxam.se/pact For additional information and PACT report samples, please contact Daxam: Ana Pérez Aponte: [email protected]
