MAYOR OF THE CITY OF DALLAS
Tom Leppert was elected mayor of Dallas in June 2007. Prior to his election,
Mayor Leppert was recognized as both a Dallas business and community leader.
Mayor Leppert has led major corporations in the areas of construction, financial
services and real estate. He also served as a White House fellow in both the Treasury
Department and in the White House. A lifelong community volunteer, he has served
numerous community groups and charitable organizations on both the local and
national levels.
During his tenure as Mayor, the City has aggressively addressed Public Safety,
Economic Development and the Environment. In addition, he has pioneered a
number of innovative programs in Education, a passion of his.
Mayor Leppert holds an M.B.A. with Distinction from Harvard Business School and
graduated cum laude from Claremont McKenna College in California where he served
as student body president.
In 2006, Tom received the Global Cross Millennium Award for Corporate
Environmental Leadership from Global Green USA and the Torch of Conscience
Award from the American Jewish Congress.
He and his wife Laura live in Dallas and have a son Christian and twins, Catherine and
Ryan. They are members of Park Cities Baptist Church.

Topic: “The State of the Economy in Dallas and the Southwest”
HARVEY ROSENBLUM is Executive Vice President and Director of Research at
the Federal Reserve Bank of Dallas. In this capacity, he serves as economic policy advisor to the Bank's president and as an associate economist for the Federal Open Market
Committee, which formulates the nation's monetary policy.
Rosenblum is also a past president of the National Association for Business Economics
(NABE), a prestigious trade association whose 3,000 members are the leading business
economists in the United States and many other countries. Past presidents of NABE include several Federal Reserve presidents as well as former Fed Chairman Alan Greenspan.
Rosenblum is currently serving as executive director of the North American Economics
and Finance Association. He also is a member of the Product Development and Small
Business Incubator Board, appointed by the Governor of Texas.
Jessica Renier is a Research Analyst at the Federal Reserve Bank of Dallas. As a
member of the Research Department’s macroeconomic group, she conducts research on
financial and national economic issues, produces articles for various bank publications
and contributes to the Dallas website by writing National Economic Update articles following each meeting of the Federal Open Market Committee. Renier also coordinates
the Board of Governors’ Senior Loan Officer Opinion Survey for the 11th District, and
covers the financial, accounting and legal sectors of the 11th District Beige Book – the
Bank’s anecdotal survey of regional economic conditions. Renier, who has been with
the Dallas Fed since 2006, holds a bachelor’s degree in economics, communication and
Spanish from Trinity University.

Fair Value After the Market Meltdown
FAS 157 defines fair value as “the price that would be received to
sell an asset or paid to transfer a liability in an orderly transaction
between market participants at the measurement date. Attempts
to apply FAS 157 have, however, raised several questions as to
whether this new definition has enhanced financial reporting. In this
session, we will discuss several implementation problems recently

One rather large change is the section devoted to governance

THE Audit Standards Update
Learn about the wide range of new issues, demands and
regulations will be facing accountants, auditors, regulators and

has seen the most sweeping changes in the legislation of the
accounting profession since the Securities Act of 1933, including
the passage of Sarbanes-Oxley Act in 2002 and the formation

What employers need to know about the
proposed employee free choice act
If the Employee Free Choice Act (“EFCA”), which was introduced
in the House of Representatives and Senate on March 10, 2009,
is approved and signed into legislation, it will represent one of
the most significant amendments to the National Labor Relations
Act (“NLRA”) since 1935. EFCA would materially change three
substantive areas of the NLRA: (1) the method by which a union
becomes certified as the representative for employees; (2) the
process of collective bargaining between unions and employees;
and (3) the penalties against employers for unfair labor practices.
Bill Ashcraft will discuss how these changes will adversely impact
employers and the actions employers should take now to protect
themselves and their employees from the increased efforts at
unionization that will occur if and when EFCA becomes law.

AN INVITATION TO THE DALLAS NONPROFIT COMMUNITY:
Please join us on May 1st for an 8-hour workshop on current issues of interest to nonprofit
organizations, including a nonprofit boot camp, accounting and auditing, current charitable-giving
techniques, tax and compliance issues, and restructuring of financially-distressed nonprofits. We have
invited some of the country’s leading experts to update us on the latest developments in each of these
areas.
We appreciate, and are grateful for, the many good deeds you do for Dallas. We hope this
day offers us an opportunity to get to know you better and to learn more about your latest endeavors
in the city. As a token of our appreciation for your work, there is no charge for the workshop but a
nonrefundable $25 charge for lunch and parking. You are also welcome to attend other open sessions
in the conference.

From the airport, take the Highway 183 East exit. Follow 183 East
to 35E (Stemmons Freeway) South. Highway 183 East will merge
into I-35E. Proceed South on I-35E, past Wycliff Ave., to Market
Center Blvd. and turn right. You will see the hotel on the right.
From 75 South:
Stay in the right lane to exit I-35E Waco. Take the I-35E Denton
(Stemmons Freeway) exit headed North. Exit onto Market
Center Blvd. Turn left onto Market Center Blvd. and you will see
the hotel on the right.
From Love Field Airport:
Exit the airport by turning West onto Mockingbird. Take
