2016 Report to the Community 2016 REPORT TO THE COMMUNITY Northumberland Lancaster Middlesex Celebrating 20 years of community service! As River Counties Community Foundation reaches the significant milestone of twenty years devoted to serving the local charitable community, we reflect on where we started and where we are today. When founded in 1996 by community leaders who recognized that the community’s hard working and underfunded nonprofits needed critical support, RCCF became part of the “community foundation” movement in the US with grantmaking its raison d’etre. Becoming the first affiliate of The Community Foundation Serving Richmond and Central Virginia, we received support in the form of immediate tax exemptions, policies and guidelines, as well as valuable advice from their experienced staff. We salute the first Board of Directors: Tom Gosse, Phil Booth, Bill Morris, John Hunt, Paul Sciacchitano and Gloria Wallace. Critical to our beginning was a gift of $25,000 from Roger Williams to establish the first RCCF fund. This year we are especially proud to be celebrating 20 years of living this mission. This 2016 Report to the Community reflects on the accomplishments of the past year and also highlights how far this organization has come in 20 years. The importance of our founders’ work can best be appreciated by reflecting on our community impact. In 1997, RCCF granted a total of $1,500 to three organizations - the Northern Neck Free Health Clinic, Hands Across Middlesex and Lancaster/Northumberland Habitat for Humanity. Fast forward to 2016, when RCCF distributed slightly over $1,000,000 to a diverse group of charitable organizations, including $440,000 through our competitive grants program to nonprofits in Lancaster, Middlesex and Northumberland counties. The achievement of this growth in charitable giving from $1,500 to $1,000,000 in just 20 years is the result of: •The hard work of the Board of Directors, beginning with our foresighted founders. •The establishment of 75 funds by charitably inclined residents in our community. •The support for RCCF shown by local attorneys and financial advisors. •The community’s support of RCCF’s Together.Stronger. annual fundraising effort. •The major support we receive from The Community Foundation in Richmond and our own dedicated staff. At the end of 2015, Advisory Board members Jay Wallin and Gene Mapes, two individuals who embody our mission, retired from the RCCF board. Mihills “The IRA Charitable Rollover” Congress has made the IRA Charitable Rollover a permanent provision of the Tax Code, allowing individuals age 70½ and older to make direct transfers totaling up to $100,000 per year to qualified charities, without having to count the transfers as income for federal income tax purposes. All or part of an individual’s required minimum distribution (“RMD”) can be distributed directly to RCCF to establish or add to an existing designated, field of interest or unrestricted fund. Membership in the River Counties Legacy Society is open to anyone who notifies River Counties Community Foundation that a planned gift to the Foundation has been included in his/her will or estate plan. Using RCCF as an estate planning vehicle often allows donors to minimize tax liability while creating a philanthropic legacy for our community. Frances R. Pirkko Lauslahti Graves Fund (2015) To support programs for children from difficult socio-economic conditions in the areas of health and development from prenatal through pre-kindergarten, post-secondary education, and local creative arts. River Counties Youth Fund (2008) To bolster morality, good citizenship, strength of character, family values, work ethic, entrepreneurship and educational achievement in the under-19 youth of Lancaster and Northumberland Counties, especially, but not exclusively, those youth who can be considered “at risk.” *Deceased Together.Stronger. 5 RCCF COMPONENT FUNDS (cont’d) SCHOLARSHIP FUNDS Scholarship Funds support educational expenses for students. RCCF works with the donor to establish guidelines, administers the application process, and makes awards to academic institutions on behalf of the recipients. In 2016, $22,000 was awarded in scholarships to students in the Northern Neck and Middle Peninsula. Northern Neck Rotary Scholarship Fund (2002) Established by the Rotary Club of the Northern Neck to support post-secondary educational scholarships for qualifying graduates of Lancaster and Northumberland High Schools. Together.Stronger. 7 COMPETITIVE COMMUNITY GRANTS In 2016, River Counties Community Foundation awarded over $440,000 in competitive grants. At the core of grantmaking is a set of goals that envision the community as an area that offers a path to economic prosperity, a place where young people experience educational success, a community that prioritizes health and wellness, and a region that is renowned for its cultural vibrancy. Competitive grants are awarded to impactful programs and projects working toward these collective goals. Economic Prosperity ECONOMIC PROSPERITY – The region’s resources are sustainable and its residents are economically stable and secure ($163,846) Residents access and maintain safe and affordable housing in thriving, sustainable communities. Middlesex Water Authority Habitat for Humanity of Middlesex Middlesex County Department of Social Services Lancaster/Northumberland Habitat for Humanity Middlesex County Economic Development and Tourism Department Hands Across Middlesex Residents have the financial knowledge, skills and resources to support themselves and to access career and economic opportunities. Bay Aging (Bay Transit) (Photo below) VersAbility Resources Linking Hope and Help – The Link Lancaster/Northumberland Interfaith Service Council Bay Transit driver, Charlie Hudson, and Bay Transit Director, Ken Pollock, inspect the new van’s wheelchair lift. For 15 years, Middlesex County has operated with one bus to provide all public transportation needs. With the number of unmet requests averaging 800 per year and the knowledge that over 25% of households in the county either have one or no vehicle, a two-year grant was the catalyst to pilot an expansion. Through a grant from River Counties Community Foundation, and additional state and federal funds, Bay Transit began operating a second bus in Middlesex in October 2016. 8 Celebrating 20 Years of Making an Impact Health & Wellness HEALTH AND WELLNESS – Community members are safe and healthy ($131,156) Residents access comprehensive and coordinated preventative services and quality health care. Northern Neck-Middlesex Free Health Clinic Rappahannock Westminster-Canterbury Foundation Hospice Support Services of the Northern Neck The Haven Shelter and Services Residents are connected to resources that meet their health, nutritional, and safety needs. Middlesex Family YMCA Smith Point Sea Rescue (Photo below) Northern Neck Food Bank Alzheimer’s Association Middlesex County Department of Parks & Rec Upper Lancaster Volunteer Rescue Squad Middlesex Pet Friends for Life Animal Welfare League An all-volunteer organization, Smith Point Sea Rescue provides 24/7/365 sea rescue services to boaters in distress in the waters of Northumberland, Lancaster, and adjoining counties. With over 50 volunteers, the organization works closely with the US Coast Guard and local sheriff’s departments, dispatching rescue vessels and assistance. RCCF awarded a grant to support the removal and reconstruction of their boathouse and pier after extensive storm damage. Educational Success EDUCATIONAL SUCCESS – Young people achieve in school, engage in their community, and are prepared for the workforce ($87,947) Children begin school ready to learn and are supported academically and socially throughout their educational experience. Rappahannock Community College Educational Foundation GReat Aspirations Scholarship Program (GRASP) Started in 2015, the Tavern’s “Heritage Arts Center” provides a single local venue where artisan wares of the colonial past can be viewed firsthand, often in the making, learned in a classroom setting and purchased. With over 60 local artists and artisans – blacksmiths, woodworkers, quilters, potters, spinners and weavers – can exhibit and sell their work. As a stop along the Northern Neck Artisan Trail, the center provides enrichment and educational opportunities, while boosting local tourism and the work of local artists. Jacob’s Ladder provides summer residential enrichment camp and advocacy/follow-up programming for academically and intellectually gifted, at-risk students in grades 4-8. Grant funding supported six students from Lancaster and Middlesex counties this summer, one taking a leading role in the camp’s performing arts program. In addition to learning to be part of a team and building self-confidence through the production, “climbers” also took part in accelerated academic courses, outdoor activities, community service projects, and life skills. 99% of climbers completing the full program graduate from high school, and 93% of that group then enroll in college.
