REPUBLIC OF CROATIA MINISTRY OF SOCIAL POLICY AND YOUTH (MSPY) GENERAL PROCUREMENT NOTICE Country: Project: Financing: Abstract: Sector: Loan/Credit Number: Republic of Croatia “SOCIAL PROTECTION SYSTEM MODERNIZATION PROJECT” INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT GENERAL PROCUREMENT NOTICE Social protection system; Social assistance Category IBRD8426-HR; Project ID No. P145171 The Government of the Republic of Croatia has applied for financing from the International Bank for Reconstruction and Development (IBRD), in the amount of 70 million EUR, toward the cost of the Social Protection System Modernization Project, and intends to apply part of the proceeds (within Component 2., in the amount of 20 million EUR) to payments for goods, related services and consulting services to be procured under this project. Brief description: The aim of the Croatia Social Protection System Modernization Project is to improve the efficiency and effectiveness of Croatia’s social protection system. The goal of the Project is to support Government’s reforms of the social assistance system through five thematic areas: i) reducing fragmentation in the delivery of social assistance cash transfers through establishment of the Unified Social Transaction Center – One Stop Shop (OSS), ii) harmonizing disability certification procedures, iii) reducing error and fraud in social assistance programs, iv) supporting the adoption of incentives for work able social assistance beneficiaries to seek employment, and v) reducing the number of children and adults in residential institutions. The first four thematic areas are supported through a combination of results-based financing (Component 1) with complementary TA/investment (Component 2). The fifth thematic area, Activation, will only be supported through technical assistance (Component 2 only). Finally, the third component (Component 3) consists of project management which involves the establishment of the Project Implementation Unit (PIU) whose aim is to mainstream project implementation functions. The project will include the following categories (which will be procured under ICB or NCB method or complex consultant services): Goods: Development and implementation of the business software - ICB Procurement of the IT equipment - NCB Development and implementation of the business processes - NCB Procurement of the IT equipment for Labor Inspectorate - NCB Upgrade of MIS system to integrate profiling and monitoring dashboard - NCB Works: Renovation of Public Administration Offices the office space (multiple/NCB) Renovation of the Central Disability Certification Institute (CDCI) office space (multiple/NCB) Consultant services: Consultants for implementation (OSS) through QCBS Defining business processes and monitoring their implementation (CDCI) through QCBS Project design for renovation of the office space – LCS Supervision of civil works for renovation of the office space – LCS Public education and information material – LCS Development and implementation of statistically assisted profiling model – CQS Training of counsellors for preparation of pilot and scale up - CQS Communication Strategy for the pilot and launch – CQS Evaluation of statistically assisted profiling and processes during pilot – CQS Upgrade of software for eRegistrar for Labor Inspectorate – CQS Development and implementation of Labor Inspectorate’s Analysis and Risk Profiling capacity and processes – CQS Project Audit - LCS Various assignments for individual consultants Procurement of contracts for goods, works and non-consulting services required financed by the World Bank will be conducted through the procedures as specified in the World Bank’s “Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011.
