PROFESSIONAL EXPERIENCE
July 2005- Present
JUNIOR PARTNER- LITIGATION DEPARTMENT Martínez, Odell & Calabria. In charge of
constant litigation (mainly local but also before Federal Court) representing mainly
corporations and banks in cases before courts as well as administrative forums. Also in
charge of representing public and private corporations before Department of Consumer
Affairs (“DACO”), Environmental Protection Agency (EPA), Puerto Rico Environmental
Quality Board (EQB), Natural Resources and Environmental Department, Puerto Rico
Planning Board (“JP”), Office of the Ombudsman for the people with Disabilities
(“OPPI”), Regulations and Permits Administration (“ARPE”) and several other agencies.
Review and drafting of contractual agreements, policies and regulations for public and
private entities. Also in charge of commercial and banking litigation. Represent
Consortiums and Municipalities in political discrimination cases, personnel
administration issues and WIA funds management issues among others. Represent
clients and fellows attorneys in Family Court and Alimony cases. In charge of licensing
and permits such as WIC, alcohol, cigarettes and beverages licenses, firearms.
HEAD OF THE ENVIRONMENT, RENEWABLE ENERGY AND NATIONAL RESOURCES
DEPARTMENT-(since October 2012) In charge of representing public corporations,
banks and other private clients in natural resources and environmental law related cases
and transactions. The expertise in these areas extends to project permitting and
regulatory compliance; banking transactions and investment; due diligence and project
development, construction and operation; EPA, USACE, DNER and EQB litigation
experience, Superfund - CERCLA, Brownfields, landfills, air, wetlands and water
regulation, among others.

Government’s Human Resources’ Office (Oficina de Recursos Humanos del
ELA/ORHELA)
In charge of the legal division, attorneys and human resources specialist supervision, in
charge of drafting legal opinions on labor and employment law; represented agencies at
the Labor Relations Board hearings, represented and advised agencies at negotiations
with unions. In charge of drafting and revising contracts for the Office. Also in charge of
counseling the Director of the Office and the Governor in matters related to labor and
employment law. Represented the Director before the Senate and the House of
Representatives hearings.

ASSOCIATE ATTORNEY -De La Cruz-Skerrett Law Offices- In charge of drafting opinions
on Property Law (specifically Horizontal Property Regime and Law 21) and
representation of Ana G. Méndez University System cases on Higher Education Law and

ASSISTANT PROSECUTOR- Government’s Ethics Office (GEO), In charge of conducting
investigations, interviewing witnesses and gathering evidence for cases that constitute
violations to public ethics regulations. Responsible for representing the GEO at the
Administrative Forum by prosecuting offenders. Duties included analyzing facts and
applying the law to the different variations of violations, discovering corruption and
fraud schemes as well as litigation and negotiation techniques.

ATTORNEY and NOTARY PUBLIC- Legal Services of Puerto Rico Inc.: Extensive litigation
in civil and criminal cases, specializing in juvenile offenders; Family Law, Custody,
Divorces, Property Law, Alimony and Child Support, Social Security Administrative
Hearings, Labor Law cases, Habeas Corpus, Injunctions, Alternate Methods for Dispute
Resolution (ADR). As a lawyer the process started by interviewing indigent clients,
identifying complex legal problems and consecutive active representation. The position
required the ability to work under stressful conditions, travel to many locations in P.R.
and being in charge of a heavy case load.
August 1996 - March 2000
LAW CLERK and PARALEGAL - Benny Frankie Cerezo Law Offices- In charge of drafting
legal documents and memoranda for both local and federal cases. Assisted the
attorneys at trials, jury selection and appeals. Also in charge of the social security cases
including the hearings and appeals representing the clients before the Administrative
Law Judges. (there is no need to be an attorney admitted to practice to represent the
clients).
