Speakers Bios
C. Steven Hager
Attorney at Law
C. Steven Hager is the Director of Litigation. He began working at OILS in 1990 as a
staff attorney. As the Director of Litigation, he is responsible for oversight of all
case activities and attorney work. He is the author of The Indian Child Welfare
Act: Case and Analysis, currently in its 19th edition. He graduated from the
University Of Oklahoma College Of Law in 1987.
Mr. Hager is also a contributing author to the Child Fatality Review: Evaluation of
Accidental and Inflicted Child Death: A Clinical Guide. He is also a contributing author for the
Encyclopedia of American Issues Today, published in 2013. He is the author of The Indian Child Welfare
Act: The Obligations of Justice, in the Spring, 2009 American Bar Association Children’s Litigation Rights
Committee Newsletter. The article was also published in the fall newsletter of the ABA’s Minority Trial
Lawyer section. Hager is also the author of Transfer to Tribal Courts in Oklahoma Under the Indian
Child Welfare Act in the February 2010 Oklahoma Bar Journal’s Indian Law Issue.
Hager has twice served as the chair of the Indian Law Section of the Oklahoma Bar Association. He has
won second place for the past two years for the Hargrave Prize, a writing competition at the Soveregnty
Symposium.
Hager was honored as the 2008 Attorney of the Year by the Pawnee Court Appointed Special Advocate
(CASA) program. He served on the Oklahoma County Post-Adjudication Review Board and the Oklahoma
Legislative Foster Care Improvement Task Force. He is currently a member of the Oklahoma
Bar Association Technology Committee.
Hager is an adjunct professor at the University Of Oklahoma College Of Law. He is the Chief Judge for
the Kickapoo Tribe in Kansas, and a Justice on the Supreme Court of the Kaw Nation of Oklahoma. He

Steve Dunbar
Defense Investigator
Mr. Dunbar is the investigator for Non-Capital Trial Division, Norman Oklahoma
office. For the past 9 years, primary duties are to handle defense investigations and
assist contract attorneys in defense of clients charged with murder, child abuse, sex
crimes, property crimes white collar crimes and narcotics.
Education/Training:
Graduate of Tampa Police Reserve Academy-1987, Graduate Cleveland County Reserve Academy-1994,
Graduate CLEET Basic Academy-1995, Graduate CLEET Instructor training-2005
Scott B. Goode
Attorney at Law
Scott was born in Tulsa Oklahoma on August 29th 1977 and grew up in the Grand
Lake area. He joined the United States Navy after graduating high school in 1995
and served his four years of duty on the USS Enterprise, launching and recovering
aircraft from the flight deck. During his time on the ship he earned multiple
letters of commendation from various Admirals and Captains.
Upon his honorable discharge from the military, he moved to Tahlequah
Oklahoma and began working on his business management degree while
minoring in accounting at Northeastern State University. He completed this
program in three and a half years.
After earning his bachelor's degree, he started law school at the University of Tulsa and earned his Juris
Doctorate in two and a half years. He was at the time of graduation certified as a Native American Law
attorney. He worked, during law school, at the Tulsa County Public Defender's Office as a legal intern and
during his time at the public defender's office he realized criminal defense was his passion. He
passed the bar exam on his first attempt and scored in multiple areas in the top 95 percentile of the nation.
In the past 10 years he has worked both in the public and private sector of criminal defense and has more
than 35 felony jury trials under his belt. These trials include charges ranging from murder in the first
degree to misdemeanor driving under the influence.
He has worked closely with private investigators in both the public and private sector of criminal defense
and enjoys the investigation almost as much as trying the cases.
Scott is an expert in criminal litigation and more specifically both Fourth Amendment and eye witness
identification issues.
Achievements:
1. Member of the Oklahoma Bar Association.
2. Fellow of Oklahoma Bar Foundation.
3. Letter of achievement from the Native American Law students Association.
4. Various letters of commendation from the United States Navy.
5. Member of the Tulsa County Bar Association.
6. Has spoken at multiple CLE events for both the Tulsa County and Oklahoma Bar Association.
