PUBLIC REPORT
PURPOSE
This report recommends updates to the Licensing By-law relating to an expansion of the
geographic area associated with the licensing of Residential Rental Units in north Oshawa.

RECOMMENDATION
That the Corporate Services Committee recommend to City Council:
That City Council pass a by-law to further amend Licensing By-law 120-2005, as
amended, respecting residential Rental Units in the form of by-law comprising Attachment
2 to Report CORP-13-168-CM.

EXECUTIVE SUMMARY
Development activity in the neighbourhoods northeast of UOIT/Durham College has
increased the demand for rental housing on streets not presently contained in Schedule
"K" of the City of Oshawa Licensing By-law 120-2005. The proposed amendment adds
those additional streets to Schedule "K".

Background

Feb 19/08, Council passed By-law 20-2008 to further amend the City's Licensing
By-law 120-2005 ("LBL") to establish a residential rental licensing system ("RRL") in the
vicinity of Durham College and the University of Ontario Institute of Technology
("Rental Area").

LBL has contributed to increased levels of compliance with City by-laws in the Rental Area. 5.2

Proposed Amendments
A new subdivision depicted in Attachment 1 has been completed north of Britannia
Ave. A staff review has determined the appropriateness of including the subdivision into
the Rental Area based on the following considerations:
• the likelihood of rental units is high (the City has received numerous enquiries
regarding potential investment opportunities in that area); and,
• the subdivision abuts the Northern boundary of the existing Rental Area.

recommends that the LBL be further amended in the form of amending by-law
comprising Attachment 2. Following is a summary of the proposed amendments (with
references to the applicable section number(s) of the proposed amending by-law):
• Expanding the RRL Rental Area to include the following additional streets to which
the LBL is to apply: Steeplechase St., Artania St., Hillrise St., Blackwell Cres.,
lribelle Ave., New Providence St., Great Gabe Cres. (1 (b))
• Updating the sketch in section 10 to reflect the new Rental Area. (1(c) and Schedule
"A" to proposed amending by-law)

Being a by-law to further amend Licensing By-law 120-2005, as amended.
NOW THEREFORE the Council of The Corporation of the City of Oshawa ENACTS AS FOLLOWS:
1. Schedule "K" to Licensing By-law 120-2005, as amended, is further amended as follows:
(a) By amending section 9 to re-letter the paragraph reference to "Avalon Ct." from (a) to
(a.1 );
(b) By adding to section 9 the following paragraphs:

(aa.1)
