TEMPORARY ADMISSION PROCESS USING ATA CARNET. A. PROCESS AT THE COUNTRY OF TEMPORARY EXPORT: 1. The Exporter applies for ATA Carnet with the Guaranteeing Association in the Country of shipment. 2. Guaranteeing Association collects guarantee or deposit from the Exporter (which would cover the potential duty liability on the goods in any of the countries visited using the Carnet). 3. The Carnet is presented to the customs at the export point. Customs may inspect the goods and then clear the Export. 4. The customs then stamps the export voucher and counterfoil (yellow) in the Carnet, retain the export voucher and hands back the Carnet to the exporter. 5. Goods are then exported which could be either by Sea, Air, Passenger or by any other channel. B. PROCESS AT DUBAI CUSTOMS FOR TEMPORARY ADMISSION: 1. Carnet holder present the Carnet to the customs at the point of Entry. 2. Customs may inspect the goods 3. Customs Process an ATA Carnet Temporary admission Bill. No deposit or service charges are collected. 4. Customs Stamps the ATA Carnet Import counterfoil (white) colour and retain the voucher. C. PROCESS AT DUBAI CUSTOMS FOR RE-EXPORTING GOODS IMPORTED UNDER ATA CARNET TEMPORARY ADMISSION 1. Carnet holder present the carnet to customs at the point of exit. 2. Customs may inspect the goods. 3. Customs process an ATA Carnet Export Bill – Customs Keys in the ATA Carnet Number which was originally used to enter the goods and the details are retrieved in the system. 4. Customs stamps the ATA Carnet Re-Export Counter foil(white colour) and retain the voucher. D. PROCESS AT DUBAI CUSTOMS ON EXPORTS UNDER ATA CARNET. 1. Client approach Dubai Chamber of Commerce and Industry and requests the ATA Carnet for the countries he plans to visit. 2. Chamber collects a guarantee and issues the ATA Carnet. 3. Client present the ATA carnet and goods to Dubai Customs. 4. Customs inspect the goods. 5. Customs process an ATA Carnet Export Bill and stamps the ATA Carnet counterfoil (Export Yellow Colour) and retains the voucher. E. PROCESS AT THE COUNTRY OF RECEIPT: Individual countries follow their own process and will stamp the carnet Import Counterfoil. F. PROCESS AT DUBAI CUSTOMS ON RE-IMPORTATION: 1. Carnet holder present the Carnet to the customs at the point of Entry. 2. Customs may inspect the goods 3. Customs Process an ATA Carnet Import Bill. No duty or service charges are collected. 4. Customs Stamps the ATA Carnet Import counterfoil (yellow colour) and retain the voucher. GENERAL RULES AND CONDITIONS. The temporary admission period allowed under ATA Carnet will be either 180 days or up to the validity of the Carnet, whichever is less. No duty, or deposit or service charges are payable to customs while clearing the goods under ATA Carnet. In case the client fail to re-export within the time period allowed, customs will lodge its claim with Dubai Chamber of Commerce and Industry for payment. @@@@@@@@
