Recently retired Deputy Director Allen Moeller (page 6) worked hand-in-hand with Project Manager John Crane of the U.S. Army Corps of Engineers (page 5) for many years to guide waterway improvements through the complicated regulatory, funding and operations process. Working closely with DMR and DEQ, the dredged material will be used to restore Round Island. The TIGER funded rail relocation project (page 6) is underway under the auspices of the Maritime Administration, USDOT and in conjunction with our rail partners, Mississippi Export and CSX, and with the assistance of MDOT’s Multimodal Transportation Improvement Fund. MDOT provided partial funding for improvements to Terminal E & F to allow installation of a shiploader, as well as relocating a pipeline (in conjunction with Chevron) that will enable handling of unit trains in the Bayou Casotte Harbor. These are but a few examples of what makes our Jackson County maritime partners a special group and enables our port to continue to grow, evolve and create economic value for our community and state. Mark McAndrews Port Facts... Seaports create American jobs and are vital economic engines. Seaports connect American farmers, manufacturers and consumers to the world marketplace. McAndrews Elected Chairman of International Port Association Port of Pascagoula Director, Mark McAndrews, was recently elected Board Chairman of the American Association of Port Authorities (AAPA), an organization that represents 130 of the leading seaport authorities in the United States, Canada, the Caribbean, and Latin America. He will be officially installed as Chairman for a one year term at the AAPA’s 105th Annual Convention in New Orleans in late October. McAndrews, who holds a Bachelor’s Degree in Marine Transportation from the U.S. Merchant Marine Academy, is the first Port Director from Mississippi to lead the international organization. He has served as Director of the Port of Pascagoula since 2001. 24 Port of Pascagoula Multimodal Projects Underway The Multimodal Transportation Improvement Program was established by the State Legislature for improvements to airports, ports, railroads and public transit systems in the state. Since 2005, the Mississippi Department of Transportation (MDOT) has provided funding for the program. Of the $10 million funded by MDOT, Mississippi ports have received $3.8 million each year. A committee evaluates justifications on projects submitted by individual ports based on various criteria and funding availability. Several port projects share in the distribution each year. In FY 2016, the Port of Pascagoula received multimodal funds to repair the deck at A-1 terminal. Previously a warehouse/freezer was located at the terminal but was severely damaged by fire in December 2013. The structure was removed and rehab on the concrete deck is underway. The contract is in the amount of $530,187. In FY 2014, Pascagoula received $600,000 from this program to help with repairs to the sheet pile bulkhead at Terminals E and F. Over 26,000 tons of the specialized cargo from Greece was unloaded at South Terminal in the Pascagoula River Harbor and moved via truck to Georgia. The Caribbean continues to be a major market for the Port of Pascagoula. Regular shipments of forest products move through Terminal B in route to the Dominican Republic. Deepening of the Pascagoula River Harbor We’re on the Channel to 42web! feet is on schedule to commence first quarter 2017. www.portofpascagoula.com 74 Port Director McAndrews Testifies at U.S. Senate Subcommittee Hearing The American Association of Port Authorities’ (AAPA) Chairman-Elect and Port of Pascagoula Port Director Mark McAndrews recently testified before a Senate subcommittee hearing titled “The State of the U.S. Maritime Industry: Stakeholders Perspectives.” McAndrews represented the U.S. port industry. The hearing, which conveyed trends in the U.S. maritime industry from the perspective of ports, shippers, carriers, and labor, was to provide guidance for reauthorization of the U.S. Maritime Administration (MARAD). Mississippi Senator Roger Wicker serves on the subcommittee. Port Director Mark McAndrews and Senator John Thune, Chairman of the U.S. Senate Committee on Commerce, Science, and Transportation Employees Receive Distinguished Professional Port Manager (PPM) Certification Congratulations to Mike Smith and Rafael Quesada on their recent graduation from the American Association of Port Authorities’ (AAPA) PPM program. Mike Smith is the Port Engineer and Manager of Utilities for the Port Authority and was the first person in the state of Mississippi to receive the certification. He has been employed with the Port Authority since 1998. Rafael Quesada is the Port of Pascagoula’s Director of Trade Development and has worked in the maritime industry over thirty five years. Rafael has been with the port since 2002. The PPM program is a four year curriculum which provides a rigorous experience for candidates enabling them to build relationships, gain practical experience, and strengthen professional credentials in the port industry. All applicants admitted to the program are full time employees of an AAPA member Public Port Authority with a minimum of five years in management. In addition to attending mandatory conferences, seminars and training programs, Smith and Quesada spent a two week residency in another port related environment. As part of the program, they were required to write a detailed report for review and approval by the Curriculum Committee on their experiences from the residency.
