Birmingham Map Only 8/5/06 10:01 am Page 1 BIRMINGHAM CITY CENTRE EVACUATION MAP BIRMINGHAM CITY CENTRE EVACUATION PLAN Birmingham City Centre Evacuation Plan sets out procedures to deal with evacuations that may arise as a result of major incidents, e.g., terrorist attack, severe weather and chemical incidents. This map shows the City Centre visitor priority area boundary and zones within it. Zoning supports activation of the Birmingham City Centre Evacuation Plan to minimise disruption and ensure that only those areas affected are evacuated. This wall chart has been produced in conjunction with the following participating organisations. YOU ARE IN ZONE HOW WILL I KNOW THAT AN EVACUATION IS REQUIRED? Police officers will co-ordinate evacuation of the zone(s) assisted by Police Community Support Officers, City Centre Street Wardens, building representatives and security staff. The Police’s primary methods of communication during a major incident is by broadcasting messages via: • ‘Birmingham Alert’ – a priority alert message scheme to all that subscribe; • Radio systems used by shops, pubs and clubs; • Public address systems located in shopping centres and bus and rail information points. WHAT SHOULD I DO IF AN EVACUATION OF MY ZONE IS REQUIRED? • Implement your building evacuation plan immediately; • Inform others, within your zone, who do not appear to be responding to the evacuation request; • Do NOT evacuate if your zone is not notified, this might put yourself and others at greater risk; • Use security staff or nominated company representatives to escort everyone from danger; • Follow Police advice. HOW CAN I PREPARE? Under UK health and safety legislation, ALL premises must have an evacuation plan and you should consider the following: • Are all staff fully aware of the plan? • Does your plan contain details of assembly points within and outside the city centre for staff to attend when evacuated? • Is there a clear procedure on how to alert your staff and visitors of the need to evacuate and the assembly point location? • Does your plan include specific procedures for assisting staff and visitors with physical or visual disabilities? • How will you account for all staff at the assembly point and how will you communicate with them? • Do you regularly test your evacuation plan to ensure all staff are familiar with it? NEED ADVICE - contact the City Council’s Emergency Planning Unit on 0121 303 4825 WEST MIDLANDS POLICE AND BIRMINGHAM CITY COUNCIL PRIORITY ALERT SCHEME The “Birmingham Alert” system is supplied by Vocal Communications. Within this system, alert or information messages can only be issued by the Police or City Council. Subscribers can receive messages on pagers, mobile phone SMS text messages or e-mail. A message on evacuation may include: • Details of the incident and which zone it is located in; • Zones to be evacuated and direction of evacuation; • Updates on the situation and when it is safe to return to premises in a particular zone. The City Council will use this system to issue non-emergency messages, e.g., advice on major road works, road traffic accidents affecting the city centre, severe weather warnings etc. It is possible to send messages to: • All subscribers to the system; • Individual or multiple zones; • Individual companies (on specific intelligence); • Business types such as hotels, retail, pubs etc (on specific intelligence).
