NDMU OVERVIEW
• In the past, Kenya has experienced many hazardous and
emergency events that led to loss of lives, displacement
of people, property destruction and damage to the
environment.
• The constitution of Kenya 2010 defines Emergency and
Disaster Management and clearly outlines the roles of
the National and County Governments in this respect.
(4th Schedule, article 185 (2) part 1 clause 24 and part II
clause 12).
• The Ministry of Interior is given the role of policy
making for Emergency and Disaster Management by the
Executive Order No. 2/2013.

• On 8th of August 2013, a new entity, the National
Disaster Management Unit (NDMU), was established
by a Presidential Directive (CAB/NSC/14/2/32) as,
“an effective and competent Disaster Management
Unit with an established command structure,
budged and Standard Operating Procedures (SOPs)
benchmarked with the best practices, ” to provide
overall leadership, coordination, command and
control before, during and after Emergencies and
Disasters in the Country while working with
stakeholders”

• NDMU is an Inter-Agency and NPS is the lead agency.
• On its inception, NDMU together with stakeholders, partners,
NGOs, INGOs and Government line Ministries, formulated the
National Emergencies / Disasters Response plan and Standard
Operating Procedures (SOPs) which was signed on 27th June, 2014
by the CS – MICNG as a National working document.
• The National Emergency Response plan & SOPs;
– Gives NDMU overall leadership for preparedness, Mitigation,
Response and Recovery to natural and human-made hazards.
– Focuses to administer a comprehensive Emergency/Disaster
programme in collaboration with stakeholders in order to save
lives, protect property and safeguard development gains.
– Recognizes the existence of other National and County
contingency plans

– Is anchored in the medium term plan (MTP) phase two of vision
2030 where it promotes safety, security and protecting Kenyan
assets from adverse impacts of hazards and disasters.
– Is aligned to the strategic objectives of the Ministry of Interior
and Coordination of National Government and protects social,
economic and political pillars of our country
– It provides a clear leadership, command, control and coordinated
approach to disaster mitigation, prevention, preparedness,
response and recovery.

– Provides s strategic, operational and tactical guide for NDMU,
MDAs, and private partners during emergencies in the Country
