Welcome
The Highways Agency is working to improve the
M62 between Junctions 25 and 30.
The M62 managed motorway scheme is the link
between Junction 25 at Brighouse and Junction 30 at
Rothwell. Serving the urban centres of Bradford and
Leeds, the M62 helps to connect people, communities
and businesses throughout northern England, carrying
over 140,000 vehicles per day.
We are improving the M62 as the route currently suffers
from heavy congestion, unpredictable journey times and
higher than average accident rates.
This project will relieve congestion and smooth the flow
of traffic, improving safety and journey times. These
benefits will support economic development in the region.
The scheme will achieve these benefits using a range of
technologies known as managed motorways.

Improving
journey times
An objective of the M62 Junction 25 to 30 project is to
improve journey times. To achieve this we will use variable
mandatory speed limits and the hard shoulder as an extra
traffic lane to ease congestion (see other exhibition boards
for more information on these features).
We piloted the first managed motorway on the
M42 Junction 3a to 7 in 2008, since then we have
introduced over 22 miles of managed motorways
around Birmingham. We have carried out research in
the Birmingham area which shows that journey times
have improved between the M40 J16 near Lapworth and
M6 J5, near Birmingham, since the introduction of two
sections of hard shoulder running.
Evidence also shows that road users say hard shoulder
running has improved these sections of the “Birmingham
Box” motorways.
Road users reported that when managed motorways are
in operation there is an average daily saving of about
2 mins per vehicle for a return journey in peak periods.
Fewer people now say they allow extra time for delays
- showing a perception that journey times are more
reliable.

Making journeys
safer
The M42 Junction 3a to 7 was the first managed
motorway scheme. Research has proven that this
scheme has contributed to improving safety on the
route.
This year we published a 3 year safety report on the M42
Junction 3a to 7 which showed, since the installation of
managed motorways.

Supporting
economic
growth
A functioning transport system is important to help the
economy to grow. If our roads are congested it impacts
on businesses and can discourage foreign investment.
Reducing congestion, tackling major bottlenecks and
improving journey times will help businesses in the area
to become more efficient.
Every pound we invest in a managed motorway delivers
benefits to the economy. This scheme is a £150m
investment and will deliver benefits of £615m.
We work closely with our supply chain to maximise
efficiencies throughout the life of the project.

bmJV, a joint venture between BAM Nuttall Ltd and
Morgan Sindall is delivering the Junction 25 to 30
managed motorway scheme for the Highways Agency.
Both companies have a proven heritage of delivering
roads projects.
BAM Nuttall is the UK arm of Royal BAM Group with
both national and local capability delivering a full range
of civil engineering services.
Morgan Sindall is a UK construction, infrastructure and
design business with a network of local offices.

Timeline

The M62 J25 to J30 scheme was included in a study of 25
schemes to assess implementing managed motorway similar
to the improvements made on the M42 pilot near Birmingham.
The Secretary of State announced that the M62 would be
one of a programme of managed motorway schemes that
would be taken forward following the feasibility study.
The Secretary of State confirmed this scheme would
commence construction in quarter three 2011.
July: contract awarded to the joint venture between
Bam Nuttall and Morgan Sindall.

Emergency
refuge areas
As part of the managed motorway we will be
constructing emergency refuge areas.
Emergency refuge areas will be placed at regular
intervals along the route.
Drivers who break down should try to drive to
the nearest emergency refuge area or if a
breakdown occurs in a live lane we will set
signs and signals on the overhead gantry until
assistance can reach the driver.
Once in the emergency refuge area drivers
can use the emergency telephone which
automatically pin points their location for the
control centre.
Depending on the situation the control centre operator
can send a Highways Agency traffic officer or recovery
vehicle to the driver, or advise their recovery service.
