MINUTES FROM PREVIOUS MEETING
The minutes for the GWCF meeting on 21 February 2012 were accepted with no
amendments.
2. ACTIONS LIST REVIEW
The action list was reviewed. Refer to action list at the end of the Minutes for status updates
reported at meeting.
Action Item 169.1
Roger Shaw (AEMO) said that the plan was to hold the RoLR workshop in late May and
requested any preferences.
George Foley (AGL) suggested a date of late May for the workshop and asked if it would be
a desktop exercise or a workshop. Mr Foley also asked whether the AER would be involved.
Don Vigilante (TRUenergy) requested that the workshop only focus on implications to the
wholesale market.
Mr Shaw said AEMO would confirm the objective and format of the workshop.
Additional information after the meeting: Stefanie Monaco (AEMO) said that the format of the
workshop would be a whiteboard session focusing on how the market gets to a RoLR event
(participant not paying AEMO for a margin call). During the workshop AEMO will run through
the rules on margin calls in both the Declared Wholesale Gas Market and STTM.

The GWCF agreed to close these actions as GSO was dealing with this directly with MPs
and there would be no impact on rules.

Anthony Hill (AEMO) said that AEMO had agreed with TRUenergy UGS and Esso that
AEMO would confirm the scheduling quantities for every schedule.

No comments were received on the Injection Tie-breaking Rights Functional Design.

Roger Shaw (AEMO) confirmed that a paper had been sent out to include bi-directional flow
issues to the scope of TCWG work.

Daniel Tucci (APA) confirmed that the maintenance outage to the LNG liquefaction plant
would now take place on 3 September 2012 subject to all stock holding being 100% prior to
the planned outage.
Action Item 168.3
The GWCF agreed to delay this action until August 2012.
Don Vigilante (TRUenergy) asked if this review was more a fundamental question about how
the DWGM market works.
Roger Shaw (AEMO) answered that this review was specific to market systems.
Hannah Heath (Origin Energy) added that the review was to decide whether the systems
were fit for purpose or were limiting options for future market improvements.

The GWCF agreed to defer this action to Sep-Oct following the delay to action 168.3.
Action Item 166.2
Roger Shaw (AEMO) informed that this action would be delayed to May 2012. The GWCF
agreed to rename this action to Market Change Prioritisation.
Action Item 148.3
Roger Shaw (AEMO) said that a joint meeting between DWGM and STTM interested parties
had been held in relation to market caps. Mr Shaw said that AEMO considered that it was
too early to review STTM market caps and that this view was common across attendees at
the workshop. Mr Shaw added that consensus at the workshop was that a DWGM review
should be done alongside the STTM review. AEMO would be publishing a consultation
paper to this effect, and would be including a checkpoint at the end of winter to look at
outcomes of the upcoming winter.

Roger Shaw (AEMO) confirmed that the force majeure workshop will cover both system and
participant force majeure, will be held in May, and that a member of AEMO’s legal team may
attend. However, the focus would be on business needs rather than fine legal points.
3. BUILD 30 & 31 UPDATE
Richard Hill (AEMO) apologised for any confusion caused by the AEMO communications
coming out in regards to deployment of the various Build 30 market releases. Mr Hill said
that the DWGM release is currently on track for 1 May 2012. Mr Hill added that a lessons
learned activity will be held internally in AEMO to address some of the pre-prod login and
password issues experienced by MPs.

Hannah Heath (Origin Energy) asked if any of the inconsistencies in functionality will be
addressed for 1 May 2012.
Mr Hill responded that there was not time to regression test any more changes but said that
they would go on the list to be addressed in future. Mr Hill added that the extension to Build
30 could have an impact on Build 31 activities but that assessment was still being done by
AEMO.
Canh Diep (AEMO) added that Build 31 would contain AMDQ nomination Webservices and
AIHN confirmation report. In relation to Build 30, Ms Diep added that the cut-over plan and
affected procedures had been updated to reflect the new deployment date.
Roger Shaw said that AEMO had written to the AER and received a response in relation to
the Build 30 delay. Mr Shaw said that AEMO would distribute both letters to the GWCF
mailing list.

4. GSO WINTER OUTLOOK
Anthony Hill (AEMO) informed the GWCF that invites to the winter outlook presentation had
been sent and that the presentation is to be held on 23 April 2012. Anyone planning to
attend should confirm attendance with Cheryl Dickson at [email protected] if
they have not already done so.
Libby Hawker (APG) asked if the slides would be made available.
Mr Hill said that slides would be sent out after the presentation and published on the AEMO
website.
5. AMDQ TRANSFER PROCEDURES
GWCF 12-018-01 Update to AMDQ Transfer Procedures
Christine Kang (AEMO) spoke to this paper outlining that AEMO is proposing to make
changes to improve efficiency in the process and to clear up any ambiguity in the current
procedures. Ms Kang said that AEMO was also proposing to increase the fee for an
Authorised MDQ transfer from $75 to $175. Ms Kang explained that the fee represents time
spent on processing transfers at current AEMO charge out rates and had not been reviewed
for ten years.
George Foley (AGL) asked if the procedures covered AMDQ credit certificate transfers.
Roger Shaw (AEMO) answered that AMDQ credit transfers were covered by a different
process as set out in the NGR.
Hannah Heath (Origin Energy) added that AEMO needs to ensure that customers were
included in the consultation.

6. INCORRECT RETAIL ALLOCATIONS
12-056-01 Incorrect Retail Market Allocation
Arlyne Yuliana (AEMO) spoke to this paper outlining that the Basic Meter Profiling (BMP)
daily batch process had been on hold since 9 November 2011, meaning that customer
transfers had not been allocated to the new retailers. Ms Yuliana explained that the batch
process was restarted on 8 March 2012 and that AEMO’s IT monitoring would now pick up
any batch jobs on hold. Ms Yuliana explained that there was an impact to settlements and
that these would be picked up in the 118 day revision plus two instances requiring a special
revision. Ms Yuliana also advised that automated monitoring had now been applied to this
process, so alerts will be sent in the event of a similar occurrence.
George Foley (AGL) asked if the INT274 reports would also be re-issued upon revision.
Ms Yuliana confirmed that INT274 reports would be issued for both the 118 day revision and
the special revisions.
Don Vigilante (TRUenergy) asked under what head of power AEMO could run a special
revision.
Roger Shaw (AEMO) answered that there were provisions in the NGR (rule 249(2)) to revise
any issue with a material impact.
Paul Callander (APA) asked if APA would also receive the revised data.
Ms Yuliana confirmed that APA would receive the revised data.
7. INCORRECT DEMAND FORECAST USED
Memo Incorrect Demand Forecast
David Tagg (AEMO) spoke to this memo outlining that an issue had been identified where a
demand forecast received after the schedule cut-off time but before commencement of the
schedule had been used in settlements. Mr Tagg said that two instances had been identified
on 21 June 2010 and the 15 September 2011 but that there had been no financial impact.
Mr Tagg said that IT is working on an out of cycle fix and in the meantime settlements were
performing weekly manual monitoring to identify and correct any further instances.
Don Vigilante (TRUenergy) asked how late the forecasts were.
Mr Tagg answered that in the 2011 instance the forecast was late by a matter of seconds.
8. DWGM WORK PLAN 2012 -14
GWCF 12-010-01 GWCF Work Plan 2012-14
Canh Diep (AEMO) spoke to this paper setting the proposed plan of work for the next two
years. Ms Diep explained that any changes requiring rule changes are likely to take up to
two years to progress to implementation.

tasks is outlined below.
Negative AP
Canh Diep (AEMO) said that the issue could cause over-recovery in some instances and that
AEMO was currently investigating the impact and will write a paper for the May GWCF.
George Foley (AGL) requested that the paper gave an indication of the order of magnitude.
Roger Shaw (AEMO) confirmed that the paper would look at the order of magnitude and
added that any potential change would require cost benefit analysis to be carried out.
DWGM Participant Build Pack Consultation Process
Ms Diep explained that the STTM has a formal consultation process in place for SIP changes
but that there was no such provision for the DWGM build packs. Ms Diep asked the GWCF
whether they believed provision was required for a formal consultation process to cover the
DWGM build pack.
Hannah Heath (Origin Energy) suggested that a guideline setting out the AEMO process
should be sufficient.
Transportation Right Trading
Ms Diep said that AEMO had started work on the market design for transportation right
trading.
Paul Callander (APA) asked what was the right being traded.
Mr Shaw said that it was the aggregated right that could be used to create injection tiebreaking right and uplift hedge.
Don Vigilante (TRUenergy) suggested the title of this task was misleading and that it be
renamed to Market Rights Trading or Portfolio Rights Trading.
Hannah Heath (Origin Energy) asked that new Webservices be developed alongside any
new WEX changes proposed for implementing new system functionalities.
Review of Rules 329/330
Ms Diep explained that the rules on allocations were inconsistent.
Mr Callander said that APA had already started looking at these rules and had drafted some
amendments. Mr Callander said that APA had intended to submit to the GWCF in the future,
but could now provide them to AEMO for inclusion in the proposal.
Ms Diep went on to cover the proposed timeline for the remaining projects in the list.
Ms Diep commented that the work plan as a whole could be impacted by any extra important
work that is required.
George Foley (AGL) commented that he felt the work plan reflected the discussions that had
been had in the GWCF and TCWG. Mr Foley did add that he was not aware of the negative
AP issue but was happy to look at the materiality of the issue.

9. CLEAN ENERGY ACT
GWCF 12-093-01 Clean Energy Act
Roger Shaw (AEMO) spoke to this paper providing details of the impacts on the DWGM.
Details of the impacts are set out in the paper. The paper outlines a proposal for Wholesale
Gas Market Ownership Rules.
The GWCF agreed to proceed to consultation on the Wholesale Gas Market Ownership
Rules.
AEMO will continue discussion with APA and the Clean Energy Regulator to get agreement
as to who has operational control of the DTS.
AEMO agreed to propose a new MIBB report of compressor fuel use by gas day, heating
value zone with details of both GJ and standard cubic meters (KSCM) to be updated after
any revisions
Don Vigilante (TRUenergy) said that the MIBB report is required by March 2013 at the latest.
Mr Shaw said that AEMO could provide an ad-hoc report if the MIBB report had not been
developed in time.
