Reduce the short list to two or three consultancies and arrange to meet the people in each consultancy that will be handling your work Allow plenty of time for each presentation and follow-up discussions. Let them tell you about their approach to meeting your needs and about their experiences, including relevant case histories. D R AF T SEARCH List three to five consultancies that appear to have the expertise and other attributes you want Make your selection by gathering information from this directory, gaining recommendations from business contacts or colleagues and checking consultancy websites. Contact your selected consultancies, brief them on your needs and ask each for a ‘credentials only’ presentation to cover questions such as: • the type of work they handle and their areas of specialisation • the relevant experience and professional background of the senior consultants • their present clients and how long they have been clients • any possible conflict of interest with existing clients • who might be working on your program, their qualification, experience and hourly rates’ • whether the consultancy charges a retainer (set fee per month), hourly rates, or a combination of both • how expenses are charged – at cost or with a set mark-up • the type of reporting the consultancy provides on work done for you – monthly activity reports, six or 12-monthly reviews • contact details of their clients with whom you may want to talk about the quality of their work. Have a list of criteria against which each consultancy is to be judged. Before anything else, you need to feel compatible and comfortable with the consultancy, its client list and its people. The detailed communication plan comes next. Do not expect detailed recommendations unless you are prepared to pay for them Public relations consultancies can rarely, if ever, present a detailed long-term communication program on the basis of an initial briefing. This is because the communication problems to be solved are often exceedingly complex and involve identifying target publics and the need to research their relationships with your organisation. It takes time, as well as knowledge and experience, to prepare anything other than an outline of the way in which they would tackle your communication program. Consultancies are generally not prepared to hand over valuable advice, recommendations or creative ideas without payment for this intellectual property. READ ON > < MAIN CONTENTS < CHOOSING THE RIGHT CONSULTANCY FOR YOUR NEEDS If you are seeking the most appropriate consultancy to handle a specific project, consider offering each on your short list a fee to develop a communication plan. Depending on the size and complexity of your project, the fee may range from $2,000 to $10,000 for each consultancy to devote the appropriate time of experienced personnel to develop a communication strategy and creative approach, overall plan of activity, detailed timetable, outline of required materials and budget. Seek a firm with advanced professional standards The PRIA (NSW) consultancies listed here are bound by the Consultancy Code of Practice, have operated for a minimum of one year and have a chief executive who is either a Member or a Fellow of the PRIA. He or she therefore has no less than five years full time public relations experience and has either a recognised degree from a PRIA-accredited tertiary institution or has passed the Institute’s own accreditation exam. D R AF T SEARCH The usual practice is to provide the short-listed consultancies with a written brief of the situation, your organisation’s needs, problems and potential opportunities. Your brief might call for the launch of a new product, response to market change, rationalisation of businesses, introduction of a new corporate identity, or a strategy to prevent a takeover. The timing of the brief is critical. If you are planning to brief your advertising agency, legal counsel, or any other consultant, then that is the time to brief your public relations people. Fellows and Members are entitled to use the letters FPRIA and MPRIA to denote their senior professional status. All Members of the PRIA, no matter what their grading, agree to abide by the Institute’s Code of Ethics. This demands the highest standards of professional conduct. Members practising as consultants shall seek payment only for services specifically commissioned. 9. Members shall be prepared to identify the source of funding of any public communication they initiate or for which they act as a conduit. 10. Members shall, in advertising and marketing their skills and services and in soliciting professional assignments, avoid false, misleading or exaggerated claims and shall refrain from comment or action that may injure the professional reputation, practice or services of a fellow member. 11. Members shall inform the Board of the Institute and/or the relevant State/Territory Council(s) of the Institute of evidence purporting to show that a member has been guilty of, or could be charged with, conduct constituting a breach of this Code. 12. No member shall intentionally injure the professional reputation or practice of another member. 13. Members shall help to improve the general body of knowledge of the profession by exchanging information and experience with fellow members. 14. D R AF T The Public Relations Institute of Australia is a professional body serving the interests of its members. In doing so, the Institute is mindful of the responsibility which public relations professionals owe to the community as well as to their clients and employers. The Institute requires members to adhere to the highest standards of ethical practice and professional competence. All members are duty-bound to act responsibly and to be accountable for their actions. Members shall deal fairly and honestly with their employers, clients and prospective clients, with their fellow workers including superiors and subordinates, with public officials, the communications media, the general public and with fellow members of PRIA. Members shall avoid conduct or practices likely to bring discredit upon themselves, the Institute, their employers or clients. Members shall not knowingly disseminate false or misleading information and shall take care to avoid doing so inadvertently Members shall safeguard the confidences of both present and former employers and clients, including confidential information about employers’ or clients’ business affairs, technical methods or processes, except upon the order of a court of competent jurisdiction. Members shall inform their employers or clients if circumstances arise in which their judgment or the disinterested character of their services may be questioned by reason Penalties for breaches The following penalties may be imposed for breaches of the Code of Ethics: • censure • a fine • suspension of membership of the PRIA for a specific period • expulsion from membership of the Institute (Where an offender is punished by a fine, suspension or expulsion, the offender’s name and the penalty imposed shall be suitably publicised) < MAIN CONTENTS Public Relations Institute of Australia Consultancy Code of Practice A public relations consultancy shall not be added to the Register of Consultancies of the Public Relations Institute of Australia (PRIA) unless its principal officer in that state is of Fellow or Member status of the PRIA. In addition to the PRIA’S Code of Ethics, which binds the consultancy principal and all consultants who are PRIA members, a Registered Consultancy is bound to the following Code of Practice. General Standards A REGISTERED CONSULTANCY: A REGISTERED CONSULTANCY: Shall only represent competing interests with the consent of all parties. Makes compliance with this Code of Practice and the PRIA Code of Ethics a condition of employment for all its consultants. Is encouraged to use the PRIA Terms of Engagement Contract for all retained relationships with clients Understands that if it knowingly causes or permits a member of its staff to act in a manner inconsistent with this Code it is party to such action and shall itself be deemed to be in breach of it. Fees and Income Employees A REGISTERED CONSULTANCY: D R AF T SEARCH Accepts a positive duty to observe the highest standards in its business and in the practice of public relations; promote the benefits of good public relations in all its dealings; and improve the general understanding of professional public relations practice. Undertakes to observe this Code of Practice, and any other article or amendment which shall be incorporated into it. Adheres to the highest standards of accuracy and truth, avoiding extravagant claims or unfair comparisons and gives credit for ideas and words borrowed from others. Shall not directly invite any employee of a client advised by the consultancy to consider alternative employment (an advertisement in the press is not considered to be an invitation to any particular person). Client Relations Shall not guarantee the achievement of results which are beyond he consultancy’s direct capacity to achieve or prevent. Shall be free to accept fees, commissions or other valuable considerations from persons other than a client, only provided relevant arrangements are disclosed to the client. A REGISTERED CONSULTANCY: Shall not knowingly pay fees or give personal commissions which will lead to unethical behaviour on the part of others. Safeguards the confidence of both present and former clients. It shall not disclose or use these confidences, to the disadvantage or prejudice of such clients or to the financial advantage of the Registered Consultancy, unless the client has released such information for public use, or has given specific permission for its disclosure, except upon the order of a court of law. Shall be free to negotiate with clients terms that take into account factors other than hours worked and seniority of staff involved, as long as they do not conflict with the PRIA Code of Ethics. These special factors shall have regard to all the circumstances of the specific situation and level of service required. Through its principals and staff collectively or individually, shall not misuse information regarding its clients’ business for financial or other gain. Shall inform a client of any shareholding or financial interest held by that consultancy or any of its principals, shareholders or employees, in any business whose service it recommends or uses on behalf of a client. Shall be free to represent its capabilities and services to any potential client, either on its own initiative or at the behest of the client, providing in so doing it does not seek to break any existing contract or detract from the reputation or capabilities of any consultancy already serving that client. Shall, at its discretion, seek recompense when detailed creative pitches are required, in which instance copyright of the proposal passes to the prospective client whether or not the consultancy is retained, unless otherwise agreed.
