Start by stacking 8 to 10 16”x20” sheets of tissue paper.
Create 1.5” wide accordion folds. Creasing with every fold so that it looks like a
fan.
Fold a pipe cleaner or floral wire in half and slip over center of the folded tissue
paper. Twist the wire or pipe cleaner to secure.
With your scissors trim the ends into pointy or rounded shapes.
One at a time, separate the pieces of tissue paper.
Fluff and then hang using ribbon or monofilament.
