The inclusive markets approach leverages four key elements: 1 2 3 4 Start with the customer. Any inclusive markets approach starts with a deep understanding of low-income customers, gained from in-depth primary research. Too often, consumers needs are confused with what they want, or are misrepresented by an “outside-in” view. Design and validate new business models with enterprises. New models need to be develop to specifically address the social and economic conditions of low-income customers. This requires deep engagement with enterprises to pilot and validate “pioneer models,” taking an iterative approach. Address barriers to scale at both the firm and ecosystem levels. Barriers to scale exist beyond the firm itself – within the industry value chain, public goods relevant to the industry, and government regulation and policy. Many of these barriers cannot be resolved by firms alone, and call for external industry facilitation. Tracking impact and feeding learning back into the industry. Strong learning systems that provide information on impact and evolving market conditions are key to building a robust industry. Tracking outcomes is essential to ensuring inclusive markets stay on track, and also provide early warning of any unintended consequences. © FSG | 5 Program to Improve Private Preschool Education (PIPE) The Program to Improve Private Preschool Education (PIPE) is a 6-year program that aims to facilitate the scaling of an affordable ECE industry in India, providing high-quality services to the urban poor using financially sustainable models Problem Program Partners 27.5 million mid to low-income households in urban India* spend a disproportionate amount of their limited income on private sector education for their children This includes spending on pre-schools (we define Early Childhood Education, or ECE, as formal and informal teaching of children from 2 to 6 years old) Unfortunately, the quality of this ECE is often very poor with untrained teachers, crowded classrooms and developmentally-inappropriate activities The FSG team in India believe that this problem can be addressed, and that highquality, low-cost ECE interventions can be provided at scale in a profitable way PIPE is a six year initiative that commenced on March 26, 2015 PIPE aims to – address systemic barriers which prevent scale provision of low-cost high-quality ECE – work with providers to improve quality, thereby transforming the learning and life outcomes of millions of children – raise awareness about ECE and bring in more funding and a focus on quality of provision PIPE has received core funding from the Central Square Foundation, Children’s Investment Fund Foundation, UBS She is delighted that Suraj is learning English at school and loves having him recite English poems for her. Since she can’t read in English to Suraj, she sends him for tuitions so that he can practice his English. Priyanka is more skeptical about the benefits of play but knows that Suraj won’t do his homework unless he is allowed to play. As a compromise, he gets to play outside for half an hour everyday and gets to go to the park on weekends with his father. Similar to Savita, Priyanka also wishes Suraj watched less than the hour and half of TV that he watches everyday. / admission fees: Admission fees for providers offering higher grades can be very high (up to INR 10k in some cases) and are often a negotiated amount Prevalence of homework and tests: Parents desire This necessitates the use of a multiplier to arrive at an accurate estimate of total payments to the school. Inflation: Respondents in listing interviews were asked for information on school fee for the previous academic year.
