Provision of Consultancy Services to develop a
National Framework for Out-grower Scheme
and Contract Farming in Ghana.
The Government of Ghana has received funding from the
International Development Association (IDA) and USAID for the
implementation of the Ghana Commercial Agriculture Project
(GCAP). The Management of GCAP intends to procure the services
of a consultant to Develop of a National Framework for Out-grower
Scheme and Contract Farming in Ghana.
practical mechanisms and strategies for promoting and implementing
commercially oriented contract farming that will be sustainable and
accessible to Small Holder Farmers (SHFs) in Ghana and elsewhere in
the region.

Through a broad stakeholder consultative process, discuss the review
findings and revise and deepen the recommendations and
implementation strategies accordingly.

Develop Standard Operating Procedures and accompanying guidance
material for out-grower schemes and contract farming.

All the above to culminate in a National Framework to successfully
guide the operations of all out-grower schemes and contract farming
arrangements in Ghana.
OBJECTIVE
The objective of this Consultancy is to develop detailed, sound and
evidence-based recommendations for an approach to
outgrower/contract farming in Ghana that will enhance the creation of
effective and mutually-beneficial long term partnership arrangements
between small & medium-holder farmers, nucleus commercial farmers and
management of agro-processing and exporters.
On the basis of the foregoing, to develop a National Framework on outgrower schemes/contract farming arrangements that reflects best practices,
including international lessons adapted to the Ghanaian context.
SCOPE OF ASSIGNMENT
The following terms of reference will guide the study:

Determine the ideal characteristics of effective out-grower
schemes and other types of out-grower/contract farming
systems and their modus operandi, taking into account the
extensive experience that has been gained internationally and
in Ghana with various approaches to the design and
implementation of such systems.
Review and assess existing legal, institutional, policy, economic
and social frameworks and factors affecting the operations of
out-grower schemes and contract farming in Ghana, identifying
strengths, weaknesses and opportunities.

Assess and review selected existing out-grower /contract
farming schemes and determine strengths and weaknesses
affecting the success of such schemes. The review should
include case studies highlighting the main features of the
contract and the undertakings by both the producer and the
partner agri-business firm, identifying the characteristics which
make the arrangement effective and sustainable. A range of
representative approaches should be included in the analysis,
including any notable innovative and experimental approaches
that have emerged in recent years.
Solicit views, opinions and ideas on out-grower schemes
/contract farming from agribusiness firms, smallholder farmer
associations, women and youth groups, government
management, financial institutions and donor support projects
involved in agriculture/agribusiness with respect to the
commercialization of smallholder agricultural sector

Identify critical issues (administrative, land arrangements, technical,
social, cultural, gender etc) that require key stakeholder inputs to
contract farming and propose recommendations on potential
contractual arrangements for different enterprises and farming
conditions.

Address post-contract conflict issues.

Produce a draft report that will provide the basis for a consultative
meeting among stakeholders, for the expressed purpose of identifying
INVITATION
The Ministry of Food and Agriculture now invites consulting firms to indicate
their interest in providing the services described above. Interested Consultants
should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services. The short
listing criteria are: (1) Core business and numbers of years in business‐ (10
points); (2) Technical and Managerial Organization of firm‐ (20 points); (3)
Availability of Appropriate Skills among Staff‐ (50 points); and (4) Firm's
experience in similar assignment‐ (20 points).
The attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank's Guidelines: Selection and Employment of Consultants under IBRD
Loans and IDA Credits & Grants by World Bank Borrowers, January 2011
edition (“Consultant Guidelines”), setting forth the World Bank's policy on
conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a
sub‐consultancy to enhance their qualifications.
A short list of consulting firm will be compiled and a consultant selected in
accordance with the Consultant Qualification Selection (CQS) Method
procedures set out in the Guidelines: Selection and Employment of consultant
Under IBRD Loans and IDA Credits & Grant By World Bank Borrowers (January
2011 Edition).
