Who supplies consumable products (paper goods)? Is the company reimbursed for these items or are they to be included
in the price per month?
JEA Response: As detailed in section 13.2 of Appendix A - Technical Specifications, consumable products are provided
by a JEA vendor through a separate contract and should not be included in the price per month. Refer to Janitorial
Supply Contract provided in Add (1): for a detailed list of janitorial supplies provided under JEA’s janitorial supply
contracts.

Will you please confirm that the minimum wage for this project is $10.85 per hour (Appendix A, 8.16)?
JEA Response: Confirmed. The minimum wage requirement for janitors for this contract is $10.85.

Supplier Inquiry:
How will you verify that the awarded vendor has included a minimum wage of $10.85 per hour?
JEA Response: To ensure adherence to this policy, JEA requires a monthly report showing hours worked and pay rates
per Section 14.1.4 of Appendix A – Technical Specifications.

What is the minimum wage listed for the current contract?
JEA Response: $10.85 is the current requirement.

Has level of service, scope of work changed since last time?
JEA Response: The scope of the work is consistent with the current contract technical specifications and workbook with
the exception of two (2) additional buildings at Westside Service Center.

Supplier Inquiry:
As to the 2 day workers (porters) at Tower, the Bid document reads that they need to be there from 7 to 6, that is an 11
hour stretch, a0 with 1 hour lunch. Is this the case or are you looking for 2 full times staggered in a way that provides
coverage for that span of time?
JEA Response: The schedules for one (1) male and one (1) female rover should overlap between 9:00 a.m. and 4:00 p.m.,
M-Fr. Staggering their start and end times provides single early morning and afternoon coverage until evening crews
arrive.

Supplier Inquiry:
On 8:16 the documents makes reference to the state of Florida median wage of $10.85. Is the contract to include the use of
this rate or are we free to pay employees as we deemed necessary. The notion that a retention pay is needed is something
that some companies may not adhere to which in turn makes this competitive process unfair. If all are required to use that
pay scale then the playing field is level. Please explain.
JEA Response: The median wage of $10.85 (per Section 8.16 of Appendix A – Technical Specifications) is prescribed as a
minimum wage for any janitors that service JEA facilities to encourage retention. The contract is to include this
requirement. To ensure adherence to this policy, JEA requires a monthly report showing hours worked and pay rates per
Section 14.1.4 of Appendix A – Technical Specifications.

Supplier Inquiry:
Section 9:4 indicates that scrub and clean all exterior handrails, sidewalks steps and landings with pressure washer. Is this
to be done by day porter, by night cleaners or by additional staff and at what time of the day?
JEA Response: This work is to be performed outside JEA business office hours (M-F, 7:30 a.m. and 5:30 p.m.) in the
evening or on Saturdays.

Supplier Inquiry:
9:4:10 Specifies shampoo of carpets high traffic areas monthly on Friday/Saturday. Can you provide square footage of
these areas?
JEA Response: Respondent shall assume that thirty percent (30%) of the carpeted area estimates below are high traffic
areas which include hallways, lobbies, and conference rooms. Office areas and cubicles are not considered high traffic
areas. See Carpeted Area estimates below. All percentages shall be applied to the Cleanable Square Feet provided in
Appendix B – Bid Workbook.

Carpeted Area Estimates
 Customer Center (Floors 1-6) and Tower (Floors 2-17) – Four percent (4%) VCT, six percent (6%) Tile and
ninety percent (90%) Carpet.
 When calculating Customer Center Floor 1, use 19,905 square feet, which excludes the marble floors.
 Tower Floor 1, 1,500 square feet of carpet
 Tower 19th Floor – 4,000 sf wood parquet, 210 sf tile
 Other populated sites, Adair Building Plaza 3 & Mezzanine, and the Main Street Visitor Center – Eighteen
percent (18%) VCT, seven percent (7%) Tile and 75% carpet of the cleanable square feet provided in the Bid
Workbook.
 Non-populated sites are VCT or concrete with minimal tile.
Supplier Inquiry:
9:5:1 Clean all glass quarterly, please describe and explain “all glass”?

JEA Response: All glass excludes the exteriors of windows unless specifically addressed in the tech specs as in 9.2.4. It
does include interior partitions, office and conference room glass of each building. It also includes the window interiors of
the first floor glass in the Tower and Customer Center, as well as the Tower Lobby mirrors. (may require use of step
ladder). As additional information, the 14th floor of the Tower is a prototype floor where 10 of 13 offices and 2 conference
rooms are all glass, totaling 2,334 linear feet by 8.5 feet of glass.
