Dealership has two trucks worth $120,000 stolen
Two new trucks worth a total of $120,000
were stolen from Redwater Dodge. Dealership owner David Tingley offered a $5,000
reward for return of the trucks and information leading to the arrest of those responsible for the theft.
During the first week of March a brand
new RAM 2500 Mega Cab (VIN Number
3C63R3ML9EG220272) worth $85,000
was taken from the dealership. A silver 2014
Dodge RAM 1500 (VIN Number
1C6RR7UTXES223790) valued at $35,000
was taken on March 20. It had 16,000 km on
the odometer.
By April 2 many tips about the vehicles
had been received, but they had not been
located. Information about these thefts can
be e-mailed to [email protected].
Tingley posted a message March 23 to the
thief on Kijiji declaring that he will “never
stop looking” unless the vehicles are
returned in good condition or with funds to
pay for any damages. He said that when he
wrote it he felt angry and frustrated.
“You need to understand you are not
stealing from a large corporation or insurance company,” said Tingley. “You are
stealing from my family. We can not afford
this. I therefore have no alternative but to
recover my property.”
Tingley said he does not know how the
trucks were taken, but the thieves somehow
got their hands on key fobs to both trucks.
They did not break a window or tow the
trucks; they drove them off the lot.
“Anybody who owns a newer RAM now
knows that you don’t need a key to operate
the vehicle, you just have to have the fob in
your possession,” he said. “If you’re able to
swap out the fobs at some point, you could
come back and pick up the truck any time
you want.”
The RCMP are investigating both thefts,
which Tingley says are the first he’s had in
his 30 years in the business.
Tingley said Redwater Dodge is a family
run business where the entire team works to
cater to their clients’ needs. They now ask
for help from the public in this matter.
“If we were a dealership with a thousand
vehicles on the ground and 200 employees,
it might not be as traumatic, but for us it
truly is,” Tingley said. “It’s really hit us
pretty hard.”
Tingley’s insurance policy has a very
large deductible, and he feels a claim such
as this will increase his premiums. He
remains hopeful both trucks will be recovered in good condition.
Tingley did not have any security cameras to catch the thefts because he felt safe
in Redwater. “I’m 50 years old; I’ve been in
the car business since I was 20. I’ve never
lost a vehicle,” he said. He said the previous
dealership in that location never had a car
stolen off the lot in over three decades of
doing business.
Tingley is now in the process of upgrad-
ing security fencing and installing video
cameras.
Redwater RCMP were unable to provide
information before press time.
Highway 28 to be upgraded
Highway 28 between Gibbons and
SH827 north of Redwater will be upgraded
over the next two years. As part of this $44
million project Hwy 28 will be overlaid
from one km west of SH827 to Hwy 63.
“It’s very good news,” said AthabascaSturgeon-Redwater MLA and Minister of
Seniors Jeff Johnson March 28.
In a later interview, Christine Way, press
secretary to Minister of Transportation
Wayne Drysdale, said, “Construction will
begin this year and will wrap up in 2016,
weather permitting.”
The upgrade includes widening, straightening, a passing lane and illumination
lights. It will be done in two sections.
The first is to widen and overlay 12 kms
of Hwy 28 from Hwy 28A north of Gibbons
to SH651 (L&L corner west of Redwater).
A climbing lane (passing lane on a hill) will
be constructed in the Coronado area. Intersection improvements will be made where
Hwy 28 crosses Twps 564, 570, and 572 and
RR 231. Intersection illumination improvements will be done at Hwy 28 and SH651.
The second section of the project is to
mill and inlay 13 km of Hwy 28 from its
intersection with SH651 to its intersection
with SH827 (the Egremont turnoff north of
Redwater). This includes realignment and
improvement to lessen the severity of the
curves where Hwy 28 meets SH651, Hwy
38 (Redwater corner) and Kerensky Road
(north of Redwater). Intersection improvements will be done at Hwy 38.
The preservation overlay on Hwy 28 will
go from one km west of SH827 to Hwy 63.
The funding for this work was announced
as part of the March 26 provincial budget.
On April 1st, the Kindergarten and Preschool students of Holy Family Catholic
School in Waskatenau had a surprise visit from the Easter Bunny! Students had

County finishes year with $11 million in the bank
Smoky Lake County finished 2014 with
$11 million in cash (including reserves),
zero debt and a surplus of $598,000.
“It is a clean audit report,” said Barb
McCarthy of auditors Joly, McCarthy &
Dion when she presented the 2014 audited
financial statements during the March 26
county council meeting. “Your long term
debt is paid off. You have no debentures.”
McCarthy said the management letter to
council states that the auditors would like
all councillors to submit the daily kilometers they drive on county business, not just
the monthly total kilometers.
In a later interview reeve Ron Bobocel
said, “It’s always good news to have those
surpluses. With the downturn in the economy, we’ll have to be prudent with how
we spend those funds, including putting

2013. Under liabilities the employee obli-
gations nearly doubled from $577,000 in
2013 to over $1 million in 2014. This is
because during labor negotiations sick
days pay was changed from an entitlement
to a benefit, so $600,000 in sick pay liability was required.

Finance manager Brenda Adamson
advised that in October 2014 council
resolved to transfer any surplus reserves to
the 2015 road plan.
Because the county tax deadline is at
the end of October, it plans to finish each
year with more cash than municipalities
that have earlier tax deatlines. That allows
it to cover reserves already designated for
items and to operate for three quarters of
the following year.

County contributes $3,000 from
FCSS funds to Women’s Conference
Smoky Lake County is donating $3,000
from its Family and Community Support
Services (FCSS) funds towards the
Women’s Conference held by the Smoky
Lake Agricultural Society in March.
During the March 26 council meeting
Finance manager Brenda Adamson reported the Ag Society was looking for $3,000
for the conference and may put some of
the funds towards a speaker.
“We contribute every year,” said coun.
Randy Orichowski. “How much?”
Coun. Dareld Cholak said last year the
county gave $3,000.
Reeve Ron Bobocel asked if the Town
of Smoky Lake is contributing to the event
and if council wanted to have the county
fund half of the amount if the town gave
the other half.
Adamson explained that the town uses
its FCSS funding differently, but may have
another program it could contribute
through.
Cholak moved the county give $3,000
in FCSS funding to the Women’s Conference and add it to the running total of what
the county contributes to the Ag Society.
That motion carried unanimously.
The county now has $10,900 remaining
in its FCSS budget to use for grants to
community organizations with programs
that meet the FCSS criteria.

Smoky Lake sticks with
Accurate Assessment Group
Smoky Lake County will
continue to have its assessment
work done by Accurate Assessment Group Ltd. for the next
two years.
During the March 26 council
meeting Fiance manager Brenda
Adamson reported that the
county’s 2010 to 2014 contract
was completed, and council
could avail itself of the option
for a two year extension or call
for Request for Proposals
(RFPs) for assessment services
for 2015-2019.
“I think we should go with the
extension and after that have
RFPs,” said coun. Randy Orichowski.
Coun. Dareld Cholak said the
RFPs should go out in the fall of
2016 so the assessor is in place
by Jan. 1, 2017.
The present contract with
Accurate Assessment cost
$97,000 in 2010 ($13.50 per
parcel) and increased by 50
cents per parcel each year. In
2014 it cost $15.50 per parcel
for a total of $113,000. The total
increase includes the annual rate
increase plus any new parcels
that were created (by subdivision).

Co-op, Steel Craft help congregation prevent fuel thefts
North Corridor Co-op in Thorhild and Steel Craft
Clemmer Division teamed up to help an Egremont
church keep its heating fuel from being stolen. On
April 2 the two companies donated a slip tank and
pump to St. John The Baptist Ukrainian Orthodox
Church of Egremont, so its members can keep the
fuel off site and prevent it from being stolen out of the
tank at the church.
“This will cure the problem,” said church president
Olga Dmytryk when Co-op petroleum manager
Danny Cane and Steel Craft sales representative Chad
Bishop presented the portable tank. “It’s just perfect.”
Dmytryk said the thefts have occurred over the last
five years, with a significant amount of fuel taken at
least three times. Recently 50
gallons were stolen. A small
amount remained in the tank, so
Dmytryk asked Cane to pump it
out and give a credit for it.
“I was appalled,” said Cane.
“I thought, there’s got to be a
way to protect these people.” He
came up with the idea of a small
portable fuel tank that could be
stored in a secure location.
When an event is planned at the
church, the tank can be taken
there and enough fuel for the
day pumped into the on site
tank.
Steel Craft donated a tank and
the Co-op donated the pump for
it.

Sturgeon offering ‘no spray’ option for mosquito control
Sturgeon County residents who live in
the City of Edmonton’s mosquito control
area and do not want the county roadsides
adjacent to their property sprayed may get
No Spray agreements from the county.
After a lengthy discussion during its
March 24 meeting, council voted to allow
Edmonton to spray county lands for mosquito control and offer residents the option
of having Sturgeon lands next to them
posted as no spray areas.
Manager of Agriculture Services
Angela Veenstra presented Edmonton’s
request for permission to carry out mosquito control on Sturgeon lands south of
Twp 552 and east of RR262. Any applications to private lands in that area would be
with permission from the landowners.
Coun. Wayne Bokenfohr questioned
whether all landowners there were contacted. “I’m in the area and don’t have a
letter requesting permission,” he said. He
speculated that people get missed when
property changes hands.
Bokenfohr said his concern is that mosquito control is for stagnant water. If it is
put in ditches, it will be washed into
dugouts on private property or into creeks.
Coun. Ferd Caron pointed out that
county owned lands are a small percentage, he estimated five percent, of the area
under discussion. “I personally believe the
spray is probably a good idea,” said
Caron. “But I feel landowners should have
a say if spraying is near their property.”
Coun. Karen Shaw said her issue is not
with mosquito control in general, but with
the product, Dursban, being used.
“By no means will I support them using
this product,” she declared. “They have
not given proof that residents are aware of
the product being used and its history. It’s
been banned. They’re buying it from
another municipality that won’t use it.”
She said continued use is allowed only
until existing supplies run out.
Coun. Patrick Tighe said the mosquito
control is not just nuisance control. West
Nile Virus, which is carried by some mosquitoes, is a factor.
“I know it’s a very delicate matter,” said
Tighe. “I’m supportive of it after hearing
all the information.”
“I understand the product is not the best
on the market,” said coun. Susan Evans.
“But you have to assume the City of
Edmonton is aware of the regulations and
is operating within the confines of the
law.”
She noted that residents with concerns
could participate in the online petition
urging Edmonton to discontinue using
Dursban but felt the route the county
should follow is to take its concerns
to the Federation of Canadian Municipalities and work through them to
effect change. She also said that at
least one local golf course uses the
same product.
Veenstra said the county has a no
spray program for herbicides. It could be
advertised earlier than usual and the no
spray for mosquito control option made
available to the public at the same time.
“How do you stop aerial spray (pellet
dropping) from going into yards that don’t
want it?” asked Shaw. “How do you stop
drift? You can’t.” She questioned if there
were any cases of West Nile Virus in
Alberta last year and called that issue a
“red herring.”
Bokenfohr said he would prefer the
option be for landowners to opt in to the
program rather than opt out.
Deputy mayor Jerry Kaup said he
believes fewer people opt out than in, and
he supports giving the no spray option.
Mayor Tom Flynn was absent.
In September 2l014 a handful of residents attended the Sturgeon County and
City of Edmonton open house with information about Edmonton’s mosquito control program. On March 11, 2015, the
Sturgeon County Agricultural Service
Board (ASB) reviewed Edmonton’s
request for consent and passed a motion
stating the ASB recommends that Sturgeon County Council approve Edmonton’s request to conduct mosquito control
on Sturgeon County lands within the designated program area.
The county did not permit Edmonton to
perform mosquito control on county lands
last year but did in 2013 and 2012.

football team
Organizers are very excited
about starting a 6-A-Side
Football type of program here
in Redwater. Practices are set
to start this May. The kids
(grades 9-12) will get an introduction to the game at the
Spring Jamboree at LY Cairns
School on May 23. Supporters
hope it will bring new people
to our community as well as
have a positive effect on our
existing community members.
This game is fast and furious. It originated during the
Great Depression by a High
School Coach as an alternate
means for a small high school
to field a team. The main differences in this game compared to regular football are
the number of players and the
size of the field. In 6-A-side,
there are 6 players and the
field size is 100 x 40 yard
field.
The Alberta 6 Man Football
league consists of 18 teams
across Alberta. There are 6
teams in Redwater’s division.
These teams are Breton, Mill-
wood’s Christian, Archbishop
Oscar Romero, LY Cairns
School, Buck Mountain and
Redwater. The Renegades will
play 8 games a season with 4
of those being played at Redwater School.
The start up costs for a program like this are substantial
and got help from local businesses such as Pembina
Pipeline which funded the new

Waste Management
Commission completes
the year without a deficit
For the first time since the Evergreen
Regional Waste Management Commission was formed a decade ago, it finished
the year in the black.
“There was no deficit in the audited
financial statement, so there will be no
requisition this year,” Smoky Lake County councillor Dareld Cholak reported during the March 26 council meeting.
“It’s the first time in history,” added
reeve Ron Bobocel. Any Evergreen deficit
is proportionally shared among its members.
Last year the county collected $310,800
through the landfill levy on property tax
bills to cover the county costs for waste
disposal (hauling and tipping fees) plus its
portion of the Evergreen deficit. The
county hauls garbage for the villages of
Waskatenau and Vilna and charges the
costs for that service to them.
The Town of Smoky lake is billed
directly by Evergreen on a per tonne basis.
In 2014 the cost was $58,600. The town
charges residents and business owners a
flat monthly fee for garbage.
The Evergreen commission has seven
municipal members, including Smoky
Lake County, Town of Smoky Lake, Village of Vilna and Village of Waskatenau.
Evergreen Regional landfill is a Class 11
landfill that opened in January 2005.
Outline plan and rezoning approved
but no development will be allowed
until traffic issues resolved
Sturgeon County council passed the
Sturgeon Heights outline plan and rezoning bylaws as well as a resolution to have
traffic issues on Twp 542A dealt with
before the subdivision and development
permits are approved.

and the number of accesses to the proposed subdivision were the biggest concerns raised by council during its March
24 meeting.
“I just can not see that working, especially in winter,” said coun. Susan Evans
of the narrow road at the trestle. She asked
how the one-way choke suggested by the
developer would work.

Mumps is a preventable viral disease.
There were fewer than 400 cases of
mumps in all of Canada in the early 1990s
but between 2007 and early 2008, there
were over 1200 cases reported...mostly in
Alberta, Nova Scotia and New
Brunswick. The group most affected were
young people aged 20-29. Mumps vaccine
is the best way to prevent getting mumps.
Discovering new antibiotics is an ongoing
job. There is a push on in Europe and the
U.S. to develop ten new antibiotics by the
year 2020 to combat certain bacteria that
are becoming increasingly resistant to the
antibiotics currently in use. Antibiotic
resistance is encouraged when patients
don’t finish all the medication prescribed
for an infection. When you receive an
antibiotic, finish it completely.

Planning officer Aaron Hair said there
are different methods ranging from posted
signs indicating which direction of traffic
has priority to traffic signal lights. County
commissioner Peter Tarnawsky advised
that the options include making the road
for one way traffic, having one green and
one yellow light or converting that section
of road to pedestrian traffic only.
Coun. Ferd Caron said he is also concerned about when the back road into St.
Albert from Twp 542 and RR251 will be
paved. He feels it could be a hazardous situation compounded by the railroad crossing.
Evans asked if there is a risk a school
bus would travel the one-way choke and
what the vision for traffic patterns when
phase one goes through, whether or not
other roads will be done so residents will
have a choice in routes.
Planning and Development manager
Clayton Kittlitz said that will be negotiated during the development permit process.
Coun. Karen Shaw said she has seen
chokes work in other countries, but questioned who will pay to modify it if it does
not work as first put in. She stated a preference for red and green lights to control
traffic.
Council passed second and third readings of the Sturgeon Heights Outline Plan
and the Land Use Bylaw amendment
changing the subject lands from Intermunicipal Fringe to Country Residential
Estate and Agricultural Nature Conservation. Sturgeon Heights is at the southeast
section of the Sturgeon Valley developments.
First reading of the two bylaws was
given Nov. 25, 2014 and the public hearing held Jan. 27.
Councillors Wayne Bokenfohr and
Patrick Tighe were not at the public hearing on these bylaws, so they sat in the
gallery during the March 24 discussion
and decision. Mayor Tom Flynn was
absent.

to Smoky Lake

The Classroom on Wheels (C.O.W.) bus will
be in Smoky Lake this September.

described the C.O.W. bus as “as friendly environment for parents and children zero to six
years of age. It provides fun new ways to
explore and add literacy activities into their
daily lives.”
In a letter to Smoky Lake County council
requesting funding for the C.O.W. bus
Tychkowsky said it is a very exciting event for
young children and their parents.
During its March 26 meeting council
approved giving $500 to the literacy program
for the C.O.W. bus visit. Funds were designated
from the grants for groups and organizations
budget.
The C.O.W. bus was previously in Smoky
Lake. In 2010 the county donated $800 and in
2006 it donated $500.

Smoky Lake County is changing its employee cell phones and cell phones’ contract to cut
those costs in half.
During its March 26 meeting council voted to
buy out the existing cellular phone contracts
and enter into an agreement with Telus to provide cellular services following the Government of Alberta pricing for the MASH Sector.
Finance manager Brenda Adamson reported
that staff member Trevor Tychkowsky did the
research and negotiating for an new, less expensive plan.
“We are currently spending $63,000 per year
on cell phones,” said Adamson. “A switch to the
new Telus plan would decrease costs this year
by approximately $25,000. In future years,
when the contract buyout is complete, the savings will increase to $33,000.” These numbers
include $10,000 to purchase new cell phones.
The services will be the same, with reduced
costs for texting, data and phone calls. However, texting of pictures will be costly, so Adamson said staff will be told to email pictures, not
text them.
Coun. Craig Lukinuk made the motion to
switch cellular phone plans. It carried unanimously.

$1,000 to STARS

Smoky Lake County council took two votes
to agree on a $1,000 donation to STARS to be
given at the Radway & District Friends of
STARS fundraising banquet and auction April
18.
Coun. Craig Lukinuk suggested donating
$2,000, saying the county has a good surplus
and STARS is called to the area a lot. “I
believe the county can afford to do it,” he said.
Coun. Dareld Cholak noted that the county
donated a $500 barbeque to the fundraising
auction when it began more than a decade ago.
That grew into a $1,000 cash donation. “It’s in
Newbrook this year; it’s a smaller place,” he
added.
CAO Cory Ollikka said an option for the
source of the donation is Grants to Groups and
Organizations (GG&O).
Finance manager Brenda Adamson advised
that the 2015 GG&O budget is $49,000 of
which less than $5,000 has been spent. “You
went way over budget last year,” she added.
“It’s not our money, it’s taxpayer money,”
said reeve Ron Bobocel.
“I don’t believe people will object,” argued
Lukinuk.
“One councillor did,” said Cholak.
Lukinuk’s motion to donate $2,000 from the
GG&O budget had a tie vote with himself and
coun. Randy Orichowski voting in favor and
Cholak and Bobocel against. A tie vote is lost.
Bobocel then moved that $1,000 be donated
from the GG&O budget. That passed unanimously.
Coun. Cary Smigerowsky was absent.
Robbery with Firearm
On March 14th, at 7:34 p.m., The Husky Gas Station located at the junction of Highway 28 and 63 near Radway was
robbed. The suspect entered the store brandishing a handgun and machete and demanded money from the cash
register. He then fled with an undisclosed amount of money. No one was injured as a result of the robbery. The suspect is
described as: Aboriginal Male, Approximately 25 years old, Approximately 6 ft, Skinny (150-160 lbs.) Wearing: Grey/Black
Air Jordan Hat, Black sunglasses, black hoody with design on the back, white bandana concealing his face and red
bandana hanging around his neck. He was last seen in a newer model White Jeep Cherokee with an unknown licence
plate. Should you have any information in relation to this incident, please contact the Redwater RCMP or Crimestoppers.
Warspite Hall insurance coverage
changed from replacement to market value
Warspite Hall Association (WHA) members reduced their insurance bill by 60 percent when they changed their insurance on
the Warspite Community Hall from replacement cost to actual cash value. The liability
and contents insurances remain unchanged.
That change to the property insurance
was made because the WHA could not
afford the premium for full coverage.
Smoky Lake County council acknowledged the WHA’s decision during its March
26 meeting. Because this association is one
of the county’s additionally named insured
groups, the county will advise Jubilee Insurance Agencies of the change.
Under cash value insurance, if the hall
burns down, it will not be replaced. The cost
of cash value plus liability insurance is
$1,170 while replacement plus liability
insurance is $2,930.
The decision to change the building insurance was made during a WHA special meeting held Feb. 26. At that time members also
considered the options of functional
replacement and debris removal only.
County supports regional library event
North West Redwater Partnership will soon begin work on the SH644
bridge across the Redwater River east of Redwater. The refinery is paying
for the upgrade to allow the bridge to handle heavy loads.

Sturgeon approves projects for
Small Communities Fund grant

for two Villeneuve projects totalling $7.6
million.
During the March 24 council meeting
county commissioner Peter Tarnawsky
reported that staff were working on the
applications with the goal of having them
ready for the April 2 deadline.
Each municipality may apply for up to
two projects under this program. During
its March 10 meeting council chose to
apply for grants for the $1.7 million Villeneuve wastewater project and the nearly
$6 million Villeneuve water and infrastructure project.

County not passing on water increase from regional commission
Smoky Lake County will not pass the regional water
price increase on to consumers at this time.
During the March 26 council meeting Finance manager
Brenda Adamson reported that the Hwy 28/63 Regional
Water Services Commission increased its water rate from
$1.73 to $2.09 per cubic meter. The increase is being
charged retroactively to Jan. 1, 2015.
“I know there’s a lot of concern regarding the price of
water,” said Adamson, adding that council might want to
consider flowing through the 36 cent increase.
Coun. Dareld Cholak said the county increased the rate
last summer to $7.50 per cubic meter. He suggested they
not increase the county water rate until a full accounting of
costs is done.
The regional water line serves Warspite and the truck
fills in Bellis and Spedden.
Tychkowsky named Director of Emergency Management

Emergency Manager (REM) Trevor
Tychkowsky is now also the Director
of Emergency Management (DEM).

Tychkowsky its DEM without discussion during its March 26 meeting. He
was named REM Feb. 19, when coun-
cil amended the 2007 Regional Disaster Services Agency bylaw to include
indicating who was responsible for
ensuring the Regional Emergency
Plan was kept current, trained for and
carried out.
As DEM Tychkowsky is responsible for duties under the Emergency
Management Act. They include prepare and co-ordinate emergency plans
and programs for the municipality, coordinate all emergency services and
other resources used in an emergency,
act as director of emergency operations, and perform other duties as prescribed by the local authority.
