Gemeinsam Lösungen erarbeiten
Verkehr ist Leben, Verkehr ist aber auch Belastung. Der Brenner ist der
am stärksten belastete Übergang im gesamten Alpenraum. Nicht zuletzt deshalb ist der Verkehr im Bundesland Tirol ein Thema, das Politik, VerkehrsexpertInnen und Bevölkerung gleichermaßen beschäftigt.
Die Freiheit des Warenverkehrs ist ein Grundprinzip der Europäischen
Union und zweifelsohne ein wichtiger Motor für die wirtschaftliche
Entwicklung. Die Bevölkerung entlang der Hauptverkehrsachsen hat
aber ebenso ein Recht auf einen gesunden und intakten Lebensraum.
In diesem Spannungsfeld zwischen Lebensqualität und Gesundheit sowie zwischen uneingeschränktem Warenverkehr und wirtschaftlichen Interessen gilt es, zukunftsfähige, nachhaltige
und rechtlich gangbare Lösungen für den Güterverkehr im Alpenraum – sei es auf der Schiene
oder auf der Straße – zu finden.
Mit dem Brenner Basistunnel hat Tirol in engster Zusammenarbeit mit den Nachbarländern und
der Europäischen Union das Herzstück auf der Achse München–Verona auf Schiene gebracht. Der
Brenner Basistunnel ist ein wichtiges Infrastrukturprojekt, er ist jedoch nicht die Antwort auf alle
Verkehrsfragen im Alpenraum. Der Herausforderung des steigenden Transitverkehrs und der daraus resultierenden Umweltbelastung muss sich der Alpenraum gemeinsam stellen.
Die Initiative Tirols, alle Plattformen, die sich mit Verkehrsstrategien im Alpenraum – ob auf der
Schiene oder auf der Straße – befassen, in einer Verkehrswoche zusammenzuspannen und so
nicht nur die Kräfte, sondern auch das Know-how zu bündeln, ist einzigartig. Die Verkehrswoche
2014 in Innsbruck bietet die Bühne für einen breiten fachlichen Austausch. Die Verkehrswoche ist
aber auch Gelegenheit, die Anliegen des Alpenraums und Lösungsstrategien zu diskutieren und
darzulegen.

E Traffic is a vital aspect of life, but it is a major burden too. The Brenner is the most heavily travelled pass in the Alps. This is the reason why the traffic situation in Tyrol is one of the most discussed issues in politics, among traffic experts and in the whole population. The free movement of
goods is a fundamental principle for the European Union and undoubtedly an important motor for
economic development. Nevertheless, the population along the main traffic corridors also has the
right to live in a healthy and uncontaminated environment. The balance between quality of life and
health on one hand and the unrestricted movement of goods and economic interests on the other
hand can be reached only through future-oriented, sustainable and legally practicable solutions for
freight traffic – both on road or rail – in Alpine regions.

With the Brenner Base Tunnel, Tyrol – in close cooperation with neighbouring countries and the
European Union – has managed to shift the centrepiece itself of the Munich–Verona corridor from
road to rail. Though the Brenner Base Tunnel is a huge infrastructure project, it cannot address
every traffic issue in the Alps. The challenge of increasing transit traffic and the resulting environmental impact on the Alpine regions must be approached together.
The initiative launched by Tyrol to bring all the platforms dealing with traffic strategies for road and
rail in the Alps, together in a Transport-week to pool not only forces but know-how, is unique. The
Transport-week 2014, to be held in Innsbruck, provides the stage for a broad exchange of views
between experts. However, the Transport-week is also an opportunity to discuss the concerns of
the Alpine regions and to find strategic solutions.

I Il traffico è vita, ma è anche un fardello – e il passo del Brennero è il valico più trafficato dell’intero arco alpino. Proprio per questa ragione quello del traffico è uno dei temi di maggiore rilievo che
impegna sia la politica che gli esperti del traffico e la popolazione. La libera circolazione delle merci
è un principio fondamentale dell’Unione Europea ed è senza dubbio un importante motore per lo
sviluppo economico. Però anche la popolazione residente lungo le principali direttrici del traffico ha
diritto di vivere in un ambiente salubre e incontaminato. Il delicato equilibrio tra ambiente e salute
e la libera circolazione delle merci nonché gli interessi economici connessi può essere mantenuto
solo attraverso soluzioni orientate al futuro, sostenibili e legalmente ammissibili per il traffico merci nelle regioni alpine – indifferentemente se su ferro o su gomma.
Con la Galleria di Base del Brennero, il Land Tirolo, in stretta collaborazione con le regioni confinanti
e l’Unione Europea, ha spostato il baricentro del traffico nella parte centrale dell’asse Monaco–Verona dalla strada alla rotaia. Pur essendo la Galleria di Base del Brennero un importantissimo progetto
infrastrutturale, non risolve tuttavia tutte le questioni inerenti al traffico nelle Alpi. Il continuo aumento del traffico di transito e l’incremento degli impatti ambientali ad esso conseguenti costituisce un problema che deve essere affrontato da tutte le regioni alpine unite in un impegno comune.
L’iniziativa del Land Tirolo, volta a coinvolgere tutti i soggetti che si occupano dello sviluppo di
strategie del traffico stradale e ferroviario nelle regioni alpine e ad una collaborazione sinergica
nell’ambito di una settimana dedicata specificamente al tema del traffico e dei trasporti, scambiando informazioni e know-how, è unica nel suo genere. La Settimana dei trasporti 2014 è una piattaforma per un ampio e fecondo dialogo scientifico. La Settimana dei trasporti 2014 è anche un’opportunità per mettere in luce e discutere le esigenze delle regioni alpine e le strategie di soluzione.

Vorwort
Die Crux mit der Europäischen Verkehrspolitik
Es können alle immer ein bißchen auf die anderen zeigen: Wir würden
ja unsere Hausaufgaben machen, wenn die anderen ihre Erledigungen
machen würden. Weil in der Öffentlichkeit nur sehr wenige Menschen
die komplexen europäischen Entscheidungsstrukturen durchschauen, kann kaum jemand ausmachen, an wem gute Lösungen wirklich
scheitern.
Das machen wir mit der Verkehrswoche 2014 in Tirol jetzt anders: Gute
Politik bringt die Verantwortlichen an einen Tisch. Gute Politik hört
auf das, was die beauftragten ExpertInnen empfehlen. Gute Politik setzt auf Solidarität, statt auf
sich aus der Verantwortung stehlen. Die Verkehrswoche in Innsbruck mit europäischer Dimension
bringt eine Reihe namhafter und erfahrener ExpertInnen zusammen. Das gesammelte Know-How
und die Entscheidungsbefugnis der anwesenden PolitikerInnen wird dazu führen, dass wir die ökologische Verkehrsverlagerung weiter forcieren können.
Für den Brenner-Korridor haben wir uns eine Reduktion des Schwerverkehrs vorgenommen. Was
wir dabei brauchen, sind einerseits Anreize für die TransporteurInnen: So lange die LKW-Fahrt über
die Straße die billigste Variante ist, werden wir mühsam um Einschränkungen und Verbote kämpfen müssen. Deswegen müssen wir neben diesen Einschränkungen, wie z.B. dem Sektoralen Fahrverbot für Müll und Schrott, auch mit Anreizen bei der Verlagerung auf die Schiene arbeiten.
Ich bin froh, dass Tirol als Alpenkorridor im Herzen des Kontinents jetzt Verantwortung für die BürgerInnen an den Transitkorridoren in der gesamten EU übernimmt – denn nur durch die Zusammenarbeit ist es möglich, eine starke Stimme und entsprechenden Druck aufzubauen, damit die
Freiheit des Waren- und Güterverkehrs bei der Beeinträchtigung der Gesundheit der Menschen an
den Straßen endet.
Ich wünsche Ihnen und uns eine konstruktive und erfolgreiche Veranstaltung.
Introduction
The crux of European transport policy
E Blaming others, even if only a little, is easy: why of course we would do our part, if everyone
else did the same. Only few people are able to comprehend the very complex structure of decisionmaking processes in the EU, which is why it is extremely difficult to put one’s finger on what – or
who – caused a good solution to fail.
With the Transport-week 2014 in Tyrol we are taking a new course: Good politics brings the decision makers together. Good politics listens to the advice of the experts consulted. Good politics is
based on solidarity, rather than on shirking responsibility. The Transport-week in Innsbruck has a
European dimension and brings well-known and experienced experts together. The accumulated

know-how and the decision-making power of the politicians present will allow us to accelerate an
ecologically sustainable modal shift.
We have planned a reduction of heavy traffic in the Brenner Corridor, but for that purpose we need
to offer incentives to the transport companies: as long as truck transport by road is the cheapest
option, the fight for restrictions and bans will be tough. For that reason, besides restrictions like the
sectoral driving ban for waste and scrap material, we must offer incentives encouraging modal shift.
I am glad that Tyrol, being an Alpine corridor in the heart of the continent, is now taking responsibility for citizens living in transit corridors throughout the EU – because only through cooperation is it
possible to be heard and to exercise political pressure to make sure that the principle of free movement of goods is not more important than the health of the population along the road.
I wish you and us a constructive and successful convention.

L’estrema complessità della politica dei trasporti europea
I È facile puntare il dito verso gli altri dicendo che si sarebbe più che propensi a fare la propria
parte, se solo gli altri facessero la loro. Solo poche persone conoscono e capiscono i complessi
processi decisionali europei, per cui è estremamente difficile determinare con precisione le cause
per cui anche delle ottime soluzioni possano fallire.
La Settimana dei trasporti 2014 costituisce un approccio del tutto diverso: una politica efficace riunisce i responsabili intorno a un tavolo di discussione; una politica efficace ascolta i consigli degli
esperti incaricati; una politica efficace punta sulla solidarietà invece di sottrarsi alle responsabilità.
La Settimana dei trasporti ad Innsbruck ha una dimensione europea e riunirà una serie di esperti
rinomati e di vasta esperienza. Il know-how degli esperti e il potere decisionale dei politici presenti
permetterà di fare maggiori pressioni per promuovere lo spostamento modale dei trasporti.
Auspichiamo una riduzione del traffico pesante nel corridoio del Brennero, ai fini della quale è necessario creare degli incentivi per le imprese logistiche. Finché il trasporto su strada sarà l’opzione
più economica, la lotta per l’introduzione di limitazioni e divieti resterà ardua. Per questo motivo,
oltre alle limitazioni come il divieto di circolazione settoriale di rifiuti e rottami dovranno essere
offerti degli incentivi per lo spostamento modale dalla gomma al ferro.
Sono molto felice che il Tirolo, come corridoio alpino nel cuore del continente, ora si assuma le proprie
responsabilità verso i cittadini che vivono lungo i corridoi di transito in tutta l’Unione Europea – solo
attraverso la collaborazione sarà possibile avere una voce forte e si potrà fare pressione affinché
la libertà di circolazione delle merci non sia prioritario rispetto alla tutela della salute delle persone.

iMONITRAF! – Transport Forum
Öffentliche Veranstaltung
iMONITRAF! hat sich seit Projektbeginn 2005 zur zentralen Plattform der Alpenregionen für eine
nachhaltige Verkehrsstrategie entwickelt. Um die gemeinsame Herausforderung des steigenden Transitverkehrs und der damit einhergehenden Umweltbelastungen anzupacken, haben die
Regionen Rhône-Alpes, Friaul-Julisch-Venetien, Piemont, die autonomen Provinzen Bozen Südtirol
und Trient, die autonome Region Aostatal, der Kanton Tessin, die Zentralschweizer Regierungskonferenz, das Land Tirol sowie die EURAC in Bozen ihre Kräfte und Aktivitäten gebündelt, um gemeinsame Maßnahmen umzusetzen. Den letzten Meilenstein des Netzwerks bildete im Mai 2012
die Unterzeichnung einer gemeinsamen Verkehrsstrategie, im Rahmen derer die Fortsetzung der
Kooperation über das Ende des INTERREG Projekts hinaus beschlossen wurde. Der neue institutionelle Rahmen des Coordination Points wurde im letzten Jahr getestet und mit Inhalten gefüllt, die
es nun auf politischer Ebene und mit Experten zu diskutieren gilt. So dient das Transport Forum in
Innsbruck dem Netzwerk zum Agenda Setting: es sollen die erarbeiten Vorschläge zu einem Toll
Plus System diskutiert und weitere Schritte zur Konkretisierung und Umsetzung der gemeinsamen Verkehrsstrategie eingeleitet werden.

AGB-Tagung „Schiene stärken“
Öffentliche Veranstaltung
Die Aktionsgemeinschaft Brennerbahn (AGB) ist ein Zusammenschluss der Provinzen und Länder mit den Wirtschafts- und Handelskammern von Verona, Trient, Bozen, Tirol und Bayern. Die
Aktionsgemeinschaft setzt sich für die Verbesserung des Schienenverkehrs auf der bestehenden
Eisenbahnstrecke und für den Bau neuer Streckenabschnitte zwischen München und Verona ein.
Die Tagung „Schiene stärken“ soll dazu dienen, die in den letzten Jahren erzielten Erfolge beim
Ausbau der Angebote im Schienengüterverkehr und das dadurch erreichte hohe Wachstum des
Aufkommens im Brenner-Korridor zu beleuchten. Noch wichtiger aber ist das zweite Anliegen
der Tagung: In Vorträgen und Diskussionen soll aufgezeigt werden, wie über den notwendigen
Infrastrukturausbau hinaus durch betriebliche, technische und kommerzielle Maßnahmen der
Schienengüterverkehr weiter gestärkt und zunehmend Transporte von der Straße auf die Schiene
verlagert werden können.

isches Projekt mit dem Ziel, eine Toolbox für „grüne Korridore“ zu entwickeln. Diese Toolbox umfasst
Leitlinien, Instrumente und Empfehlungen, um Transport und Logistik nachhaltig zu gestalten.

Die Führung der Teilnehmer der Verkehrswoche – Transport-week – Settimana dei trasporti 2014
beginnt bereits am Tagungsort im Landhaus in Innsbruck. Dort werden Sie von einem ausgebildeten Guide der BBT SE abgeholt und mit einem Shuttlebus nach Wolf in Steinach am Brenner gebracht. In Wolf erfolgt eine Projektpräsentation und anschließend werden die laufenden Arbeiten
im Zufahrtstunnel Wolf angeschaut.
Die maximale Teilnehmerzahl pro Führung beträgt 20 Personen.
Jeder Besucher erhält eine Schutzbekleidung (Helm, Stiefel und Warnweste), einen elektronischen
Ortungsausweis und Sauerstoff-Selbstretter.
Dauer der Führung insgesamt ca. drei Stunden.

iMONITRAF! has become the central platform of the Alpine regions for sustainable transport strategy since the project began in 2005. In order to address the common challenge of increasing
transit traffic and the associated environmental impacts, the regions Rhône-Alpes, Friuli-Venezia
Giulia, Piedmont, the autonomous provinces of Bolzano and Trento, the autonomous region of Val
d’Aosta, the Canton of Ticino and the Central Switzerland Government Conference, the state of Tyrol
and EURAC in Bolzano have pooled their forces and activities to implement joint measures. The
last milestone of the network was reached in May 2012 with the signing of a joint transport policy,
within which it was decided to continue the cooperation beyond the end of the INTERREG project.
The new institutional framework of the Coordination Points has been tested in the last year and
filled with content that now has to be discussed at the political level and with experts. Thus, the
transport forum in Innsbruck will serve the purpose of agenda setting in the network: the proposals drawn up for the Toll Plus System will be discussed and further steps to define and implement
the joint transport strategy will be taken.

Convention “Strengthen the Railway”
Public event
The Brenner Railway Action Community is a joint effort of the Provinces and Regions of Verona,
Trento, Bolzano, Tyrol and Bavaria with their respective Chambers of Commerce. The Action Community works to improve railway transport on the existing railway stretch and for the construction
of new stretches of the line between Munich and Verona. The Convention “Strengthen the Railway”
is intended to show the successes achieved in the expansion of services offered in rail freight
transport and thus the achieved high growth of revenue in the Brenner Corridor in recent years.
The second main topic of the convention is even more important: Presentations and discussions
will show how, beyond the necessary expansion of infrastructure, the modal shift of freight traffic
from road to rail can be achieved through operational, technical and commercial measures.

SWIFTLY Green (Sweden-Italy Freight Transport and Logistics Green Corridor) is a European project aiming to develop a toolbox for green corridors. The toolbox will consist of guidelines, tools
and recommendations for greening of logistics and transport. It will be based on best practice and
transferable results from a thorough mapping and analysis of previous and on-going projects.

and go sight seeing through the Innsbruck city centre.
Visits last, on average, for two hours.

In cooperation with the tourist office “Innsbruck Information”, the participants of the Verkehrswoche – Transport-week – Settimana dei trasporti 2014, are offered accommodations in the Hotels

Schedule of the visit:
The guided tour for all participants of the Verkehrswoche – Transport-week – Settimana dei trasporti 2014 begins at the location of the convention in Innsbruck. From here you will travel with
a shuttle bus, accompanied by one of BBT SE’s expert guides, to the Wolf construction site near
Steinach am Brenner. In Wolf, the project will be presented first and after that you will receive a
guided tour through the site to see the ongoing works in the Wolf access tunnel.
The maximum number of participants per tour is 20.
Every visitor will be provided with special protective clothing (helmet, boots and safety vest), and
badges with tracking system and oxygen self-rescuers.
Visits last, on average, for three hours.

Sin dagli inizi del progetto, la iMONITRAF! si è stabilita come piattaforma centrale delle regioni alpine per lo sviluppo di strategie del traffico sostenibili. Per affrontare la sfida comune del traffico di
transito in continuo aumento e degli impatti ambientali ad esso connessi, le regioni Rodano-Alpi,
Friuli-Venezia Giulia, Piemonte e le Province autonome di Bolzano (Alto Adige) e Trento, la Regione
autonoma Valle d’Aosta, il Canton Ticino, la Conferenza dei Governi della Svizzera centrale, il Land
Tirolo nonché l’EURAC di Bolzano hanno unito le forze e svolto attività congiunte per implementare
misure comuni. L’ultimo obiettivo per i partecipanti alla rete è stato raggiunto con la firma dell’accordo su una politica dei trasporti comune nel maggio del 2012, nell’ambito della quale è stata
decisa la continuazione della collaborazione anche dopo la fine del progetto INTERREG. Il nuovo
quadro istituzionale del “Punto di Coordinamento” è stato testato nel corso dello scorso anno e i
contenuti di cui è stato riempito devono ora essere discussi sia sul piano politico che con gli esperti. Il “Transport Forum” di Innsbruck quindi serve ai membri della rete per cogliere l’attenzione dei
media e di conseguenza della popolazione: saranno discusse le proposte elaborate per il sistema
di pedaggio Toll Plus e saranno avviate le misure per l’implementazione concreta della strategia di
trasporto comuni.

“Potenziamento della ferrovia”
La Comunità d’Azione Ferrovia del Brennero (CAB) è un organismo interregionale che coinvolge le
Province, le Regioni e le Camere di Commercio di Verona, Trento, Bolzano, Tirolo e Baviera. La CAB
si impegna per l’ottimizzazione del traffico ferroviario sulla tratta esistente da Monaco di Baviera a
Verona e per la realizzazione di nuove tratte della linea. Durante il convegno “Potenziamento della
ferrovia” saranno messi in evidenza i successi raggiunti nel potenziamento dell’offerta nel trasporto merci ferroviario e il conseguente forte aumento del volume di traffico nel corridoio del Brennero
negli ultimi anni. Il secondo punto focale dell’evento è ancora più importante: Nelle presentazioni e
nelle discussioni sarà posto l’accento su come, oltre al potenziamento dell’infrastruttura, si possa
ottenere un maggiore spostamento modale da gomma a ferro e un rafforzamento del trasporto
merci ferroviario attraverso provvedimenti operativi, tecnici e commerciali.

SWIFTLY Green (Corridoio Verde per il trasporto merci e la logistica Svezia–Italia) è un progetto europeo per lo sviluppo di un pacchetto di strumenti per corridoi verdi. Tale pacchetto di strumenti
consisterà in linee guida, attrezzi e raccomandazioni per rendere la logistica e i trasporti più ecosostenibili. Le best practice, una mappatura meticolosa e un’analisi dei progetti precedenti e quelli

Durante la Verkehrswoche – Transport-week – Settimana dei trasporti 2014, in collaborazione con
BBT SE, si terranno delle visite guidate nel cantiere di Wolf presso Steinach am Brenner rispettivamente martedì, mercoledì e giovedì alle 10.00 e alle 14.00.
Visite guidate della città di Innsbruck
Per quanto concerne lo svolgimento delle visite guidate:
Le visite guidate per i partecipanti alla Verkehrswoche – Transport-week – Settimana dei trasporti
2014 iniziano presso il luogo del convegno, ovvero la sede del governo del Land Tirolo a Innsbruck.
Da qui una guida esperta condurrà i visitatori a piedi fino al centro storico di Innsbruck.
I tour guidati durano circa 2 ore.
Pernottamento
In collaborazione con l’ufficio turistico di Innsbruck, Innsbruck Information, i partecipanti alla
Verkehrswoche – Transport-week – Settimana dei trasporti 2014 possono prenotare un albergo
all’indirizzo www.innsbruck-pauschalen.com/transport-week.html.
Per quanto concerne lo svolgimento delle visite guidate:
Le visite guidate per i partecipanti alla Verkehrswoche – Transport-week – Settimana dei trasporti
2014 iniziano presso il luogo del convegno, ovvero la sede del governo del Land Tirolo a Innsbruck.
Un bus navetta con una guida specializzata di BBT SE porterà i visitatori fino al cantiere di Wolf presso Steinach am Brenner dove inizialmente sarà presentato il progetto e successivamente gli ospiti
potranno vedere i lavori in corso nella galleria di accesso di Wolf con i propri occhi.
Possono partecipare massimo 20 persone a ogni tour guidato.
Ogni visitatore sarà munito dell’apposito abbigliamento di sicurezza (caschetto, stivali e corpetto
catarifrangente), un badge elettronico e un respiratore autonomo per autosalvataggio.
I tour guidati durano circa 3 ore.
