Thandi Modise. T he Commission for Traditional Leadership, Disputes and Claims, after thorough investigation, recommended the Tsajoa family as the rightful Chiefs of Maboloka village. After going through the report of the Nationally recognized commission, the Premier of the North West Hon. Modise gave David Tsajoa the recognition certificate as the Headman of Maboloka. The above mentioned commission was established in terms of the Traditional Leadership and Governance Framework Act to restore the dignity and integrity of the traditional communities and the entire institution of traditional leadership across the country. On 30/10/2014, the Kgosi David Shashapa Tsajao III on the 15th of March 2014 addressing the community. Judge of the day overruled the decision of the Premier and the report of the commission and gave Lion the Headman-ship of Maboloka. While passing the judgment, he also said the reasons for his judgment are reserved. “As Tsajoa family we are against the ruling of the judge and we are now prepared to go for an appeal. In our feedback meeting we had a strong support from our community members who are behind us with regard to this appeal. We hope and trust that the matter will be resolved as soon as possible.” said Mr. Tumo Tsajoa the family spokesperson. On the other side, the Lion family claims that the ruling by the judge is fair and for the best interest of the community. The community of Maboloka waited for this moment for years to have a court order to rule in the favour of who should be the rightful Chief of Maboloka. They further said they are not afraid of the appeal by the counterparts or anything whatsoever because they feel that the decision will remain the same. The Lion family strongly indicated that the community must not worry about anything involving the Chieftainship of Maboloka because the Chieftainship belongs to them. Many residents in Maboloka supported the decision made by the Jugde while others see unfair justice to the Tsajoa family. According to previous information, the battle between the Lion and the Tsajoa families over chieftain-ship started a long time ago since the 1950s when Bophuthatswana was under the leadership of Kgosi Mangope. Apparently the Lion family is the uncle to the Tsajoa family. Madibeng Times is reviewing the contents of previous attribute about residents who attended the inauguration ceremony of Kgosi David Tsajoa III on the 15th March 2014. At first, residents were delighted by the fact that the project in its appearance will create more jobs for them and that they will be able to maintain their families. Surprisingly all their dreams were shuttered after hearing that the contractor is parting without the job well-done. This is a common ordeal in the area whereby the construction company is given a task to complete and never capitalized due to unknown factors. Just next to the waste transfer station site, there is a road called Mashao road. Apparently, Mashao road is the oldest road in the area. Recently there was a project awarded to tare the road, but with no fortune. The road was only maintained and tared half of the side saying that the money for the road had been used for other purposes. Later, the money was recovered which as well could not managed to secure the entire road. Even to date, the road is still pending waiting for more money and more money to be budgeted for. T he positive progress made to this point within the four District Municipalities, including Bojanala has truly been remarkable and it’s all thanks to a collaborative effort by all stakeholders involved in the programme. Ngaka Modiri Molema SAMWU bites the dust Mahikeng - The labour court in Braamfontein has dismissed the court application by South Africa Municipal Workers Union - SAMWU in Ngaka Modiri District Municipality of the alleged unlawful lock out against the workers in the municipality. S AMWU filed the application alleging that the Administrator and the Department of Local Government and Human Settlement had locked out their members after the workers were ordered to remain at home for a few days. The argument by the Administrator was that he had ordered a temporary closure of the Mahikeng offices (Head Office) for a few days as an effort to bring stability to the municipality. A few days later workers went through a employment validation process to be accredited to enter the municipality premises. When the Administrator Kumaran “Kulu” Nair was to assume his duties together with the Intervention Team on the 26th of September 2014, there were a group of people within the premises of the municipality who were continuously chanting slogans without engaging in any work. Municipal vehicles which included trucks and the fire brigade blocked all entrances to the municipality. Workers were against the decision by the provincial government to dissolve the council and put Ngaka Modiri Molema District Municipality under administration. The Intervention Team assumed duties a day after the North West High Court had dismissed an application launched by the municipality to interdict the provincial government from appointing an Administrator and for the court to set aside the EXCO’s decision to dissolve the council. SAMWU alleged that the action by the department was unlawful and it constituted an unlawful lockout of workers but the labour court dismissed the application. No cost was however made by the court. In response, the North West Department of Health has identified the political and traditional leadership, as the major stakeholders to advocate for HIV testing, Tuberculosis screening, diabetes and hypertension tests at least once a year both in the workplace and community settings. MEC Mohono was speaking during the North West Provincial Tourism Marketing venture in Botswana’s capital Gaborone on Thursday, where she appealed to the media and other tourism business people to assist the province to unlock economic potential of heritage and cultural resources through responsible and sustainable tourism development. A ccording to MEC Mohono, the people of Botswana frequent South Africa on daily basis, and the Bokone Bophirima province is the gateway into the country. She said that even South Africans use Botswana to get to other SADC countries. “It is therefore important for both the people of the North West and Botswana to look at tourism as an important sector that will boost the economy of both countries. Mining is no longer contributing much as it used to and I think it’s now time to explore this important field.” “We also share cultural values, and it will be more important that we increase education level in profiling the conservation and preservation needs of heritage and cultural resources for sustenance which will be in line with the values of culture, standards and norms”, said MEC Mohono. MEC Mohono said that the venture is geared at introducing the people of Botswana to other tourism destination areas which she said are of cultural importance in the history of the Batswana. MEC said that the Batswana and the people of the North West are related and that they are just separated by borders. “Such a relationship cannot be ignored and must be nurtured, embraced and used to the advantage of all. Township and village tourism is a niche market that has not yet been fully penetrated and explored. Both Botswana and the Bokone Bophirima Province have the advantage of a rich history which has long strides. “The potential for oral traditions that date back centuries and that would definitely ignite the thoughts and imaginations of the tourist are endless”, she said. Signed infrastructure development MoU between Bokone Bophirima and DBSA Rustenburg – Bokone Bophirima Provincial Government and the Development Bank of Southern Africa (DBSA) signed a Memorandum of Understanding (MoU) to commence collaboration on funding for infrastructure development. T he signing which Premier Supra Mahumapelo described as one that is critical in pursuing the objectives of the National Development Plan and the conceived strategy to Rebrand, Reposition and Renew the Province, was done today, Saturday 1st of November, at Rustenburg Civic Centre, Bojanala Platinum District Municipality. Premier Supra Mahumapelo said this MoU is a practical expression of the Bokone Bophirima government’s firm resolve to join forces with other stakeholders to radically deal with challenges such as infrastructure backlog for roads, water, electricity and housing. “As a means to primarily implement the objectives of the National Development Plan, this process will contribute greatly towards the attainment of the Province’s set economic growth to 6% by 2019, thus enabling us to progressively overcome the triple challenges of unemployment, poverty and inequality. To have to keep your own employees away from work just to ensure that fair labour demands are negotiated is unacceptable. The unions must learn to be flexible in their demands, otherwise there will not be an industry to return to in the long run. “Megaroller subscribes to the codes of fair employment and is committed to providing its employees with a safe, non-discriminatory, and fulfilling work environment. The safety and wellbeing of our employees was threatened in mid-October when NUMSA members stormed our Brits plant intimidating non-striking members, disrupting operations, and causing damage to property. This is also unacceptable. “We will not be swayed by the threatening tactics of a minority faction of employees, supported by a large contingent of NUMSA and COSATU members who are not involved directly in the current lock-out,” concludes Koekemoer. Megaroller employees are not being unreasonably stopped from returning to work Megaroller Industries (Pty) Ltd (Megaroller) respond on the article published by the Madibeng Times on year 4 issue 20 on the 30th of October 2014 on page 8 titled: �Workers out for work for more than a month without any salary.’ R eferred, the National Union of Metal Workers of South Africa’s (NUMSA) claims that it had succeeded in ending the month-long strike in the metals and engineering sectors on the 28th of July 2014, and that some of its workers are still being unreasonably prevented from returning to work, as published in the Madibeng Times on the 30th of October 2014 are inaccurate. According to Megaroller Industries (Pty) Ltd (Megaroller), one of the companies named in the article, the employees have been locked-out since 29 July 2014, arising from a dispute between the National Employers Association of South Africa (NEASA) and NUMSA at bargaining level. NEASA, of which Megaroller is a proud member, refused to sign the settlement agreement that was reached between SEIFSA and other trade unions, including NUMSA. NEASA is not a signatory to this agreement because the unsustainable level of the wage increase being agreed upon by SEIFSA and NUMSA will cause the Industry to decline even further. In addition, the Unions refused to address NEASA’s demands for the creation of a new entry level wage, for newcomers, which would support job creation and create a more flexible dispensation that would allow the Industry to prosper. NEASA has more than 23 000 employer members across a variety of sectors. About 3000 of these employer members are in the metal industry, making NEASA one of the biggest employer representative bodies on the Metal and Engineering Bargaining Council (MEIBC). NEASA received a mandate from its members not to accept a wage offer higher than 8%. As a result the wage proposal could not be accepted by NEASA and they needed to engage in further negotiations with NUMSA. Earlier this year it emerged that Mr Khasu was appointed Chief Director of COGTA in October last year and that he earns “a minimum salary” of R930 000 a year. It is sickening that someone who essentially defrauded a municipality to the tune of R46 million can be appointed to a highlevel position in the COGTA department.
