proposal to increase
the number of driving
instructors has been discussed
during a meeting of the
Parliament’s Foreign Affairs,
Defence and National Security
Committee yesterday.
The council had presented
the same proposal more than
ten times, during the previous
eight years, but no official
action has been taken yet,
said the committee’s Deputy
Chairman Jamal Bu Hassan.
“According
to
the
directorate, there are around
400 instructors at the school.
As many as 774,371 driving
licences had been issued in
2014, indicating that the
existing 400 instructors are
going through an immense
pressure,” he said.
He further added that
the school lacked adequate
regulations.

so that nations of the region
could focus on development.

like hotcakes.
The umbrella sellers were
eagerly waiting for the rainy
days to boost their dull
business.

and we were waiting for the

yesterday as spells of rain
lashed the Kingdom. While
many residents complained of
inconvenience due to massive
traffic snarl ups, few others
were happy due to a sudden
push to their businesses.
From cab drivers to street
hawkers, coffee shops and
umbrella sellers, made merry
out of yesterday’s rain. As the
rains were pounding the city,
verandas of various shops on
the streets of the city were
occupied by the denizens.
“Nowadays, business has
come down as there is a less
number of tourists. But during
the rains, we get customers
as they avoid walking to their
destination,” said a taxi driver
to DT News.
Meanwhile, the umbrella
sellers were eagerly waiting for
the rainy days to boost their
dull business. The colourful
umbrellas were displayed
across the Manama Souq
yesterday noon.
“We
have
purchased
umbrellas for sale last month
and we were waiting for the
rains. However, the sale was
good due to the unexpected
rain at the peak time,” said
Abdurahman S, an umbrella
seller at Manama.
The
embroidery
and
colourful umbrellas were the
favourite choices for women
while men were more into
the traditional black ones.
The umbrellas with cartoon
characters and whistle were
also an attraction among the
kids.
The cost of umbrella ranged
from BD1 to BD5. Chinese
umbrellas to imported kinds
of umbrellas were on sale at
the outlets.
“The costly umbrellas are not
meant for the rains in Bahrain.
The expatriate community
purchases those while they
leave for their home-country,”
added Abdurahman.
Meanwhile,
many
pedestrians pulled out their
winter coats and caps to save
themselves from the rain.
Mr. Abdurahman also added
that the skull caps, beanies
and mufflers were in a great
demand during the rains.
“I wish it rains everyday or
throughout the year because
we would get good business,”
said a peanut seller on the
street, who travelled from
Hidd to Manama to make
some bucks.
Branch of tree falls on car
A
branch of a tree fell on a car at Manama as the rain was
coupled with heavy winds also. However, no injuries
were reported. The incident occurred at 5pm. “We suddenly
heard a noise and a branch was over a car. But, there were no
people nearby,” said a taxi driver.
He also added that the stretch is always busy and it is a
miracle that none was injured in the incident.
The cab drivers at Manama also asked the authorities
to prune the branches of the trees on the spot to avoid the
repetition of such incidents.

Regulatory Authority (LMRA), accused
of corruption, has been spared a jail term. The

down a suspended one-year jail sentence. The Bahraini was reportedly caught after

that inspectors were receiving bribes from
employers and business owners not to note

It’s claimed that the convict was caught
in a sting operation carried out under the
supervision of the Ministry of Interior.
According to court files, he was assigned to
inspect a coffee shop, where four unregistered
employees were working. He, however, didn’t
record this violation as he had negotiated a
bribe with the owner. He was later nabbed and
referred to the court.

Emergence of Modi. Resurgence of India.
I
t is not even eight months since he took
over as the Prime Minister of India,
but the way Narendra Modi has been
making waves, is simply astonishing. The
global attention he has drawn is totally
unprecedented.
His trips to USA, Japan and Australia,
saw him garnering foreign investment
that was hitherto unthinkable, and his
meetings with the leaders of those nations
are renewing and revitalising India’s foreign
policy.
His receiving into India, the major heads
of state like President Xi Jinping of China
and President Vladimir Putin of Russia,
gave a fresh new impetus to mutual
cooperation, and they are re-establishing
and reconstructing socio-economic
relations.
And to meet that man in person, once
again, last week, was a special joy and a rare
privilege.
I was attending the Pravasi Bharatiya
Divas (PBD) Convention, the flagship event
of India’s Ministry of Overseas Indian
Affairs (MOIA) , for the 13th consecutive
year.
With the aim of connecting India with
its vast overseas diaspora, this PBD is held
every year, always during 7-9 January. This
year, it was held in the beautiful city of
Gandhinagar in Gujarat, the Prime
Minister’s home state.
On January 8, there was a lunch invitation
- from the Prime Minister himself - for
all the previous recipients of the ‘Pravasi
Bharatiya Samman’, the highest award
given by the Indian government to overseas
Indians, and presented by the President of
India. As a former recipient of the award – I
was awarded in 2009 - I too had the honour
of being a part of this intimate group which
enjoyed a short but wonderful time of
interaction with Prime Minister Modi.
He talked with us and he laughed with
us.
When I mentioned to him that the
situation of Indians in the Arabian Gulf is
not the same as of those living in the lap of
luxury in western societies, he listened with
keen interest .
And when I said he should visit Bahrain
and the rest of the Gulf, he laughed and said
that the opposition is already calling him a
‘pravaasi’ Prime Minister! He said his many foreign visits earned
him the nickname, ‘overseas’ Prime
Minister, and that he will not be travelling
much now.
However, he will seriously consider
visiting the six GCC countries, perhaps,
over a three-day period. On that day, when our lunch meeting
with the Prime Minister ended, my mind
went back a couple of years, to 2011.
I had first met the honourable Prime
Minister of India in 2011 at his house
in Ahmedabad, when he was the Chief
Minister of Gujarat. It was when I had
received the Vision Foundation Award, and
when he had spoken to the awardees.
My friends would recall that, after
spending more than one hour with him
- and after having seen and read earlier,
about the development that Gujarat state had achieved under his leadership - I was so
awed and inspired that I kept telling them he
would be the Prime Minister one day. Of course within an year or so after
my privilege of meeting him in 2011, he
was announced as the Prime Ministerial
Candidate of BJP (Bharatiya Janata Party)
for 2014 elections.
He then won the elections with a massive
mandate in May 2014. And well, the rest is
history – in the making.
The PBD was followed by the seventh
edition of ‘Vibrant Gujarat’, one of the most
high profile events ever to be held in India. It
was inaugurated by Modi on Jan 11. I was captivated not only by the inspiring
speech he gave to the huge assembly
then, but also by the praises the world
leaders showered on him for his visionary
leadership.
Notable speeches were from the UN
Secretary-General Ban Ki-moon, US
Secretary of State John Kerry, World
Bank President Jim Yong Kim, Prime
Ministers of Bhutan and Macedonia;
and also speaking there were many
Industrialists and billionaires from India
- including the Ambanis, Birlas, and
Adanis, and heads of notable industrial
houses in Japan, Australia, USA, and
many other countries.
The head of the World Bank said
that India can contribute to International
community’s dream of eliminating world
poverty, under Modi’s leadership.
John Kerry said President Obama is
eagerly looking forward to visiting India
next week, as the Chief Guest for the
Republic Day Celebrations to be held
on 26 January in Delhi.
Obama, incidentally, would be the first
US President to be the Chief Guest for
India’s Republic Day, and also the first
sitting US President to visit India twice.
Democracy, demographic dividend and
demand are the three Ds making India an
ideal destination for investment, he said.
In a short span of seven months, he said,
we have been able to change the atmosphere
of despair and uncertainty.
“My Government is trying to generate
confidence. India’s presence as well as its
rich past is being recognised worldwide.
Countries are coming forward to work with
us,” he said.
“We are changing fast. India is growing
fast. India is moving faster than expected.
We are ready more than ever before.” Modi
affirmed.
With corruption charges on several
ministers of the previous government, and
with a slowdown in the economic progress
the task ahead of him did not seem easy,
when he came to the helm of the affairs.
But from the way he is steering the ship,
he does not merely ‘seem’ to be the captain

price of three fingers at BD350!
That’s what it has turned
out to be when the fingers
of an Indian got chopped off
following a factory accident in
May, 2013.
The mishap happened when
the fingers of Stanley Thomas,
who had been working as
machine operator in a private
factory in Sitra, got stuck in
the sheering machine.
Mr. Thomas was immediately
rushed to Salmaniya Medical
Complex (SMC) and had
to undergo two surgeries at
various intervals in 2013.
“It was a fateful day.
It happened in a split of a
second. My life got changed.
It was very painful and I still
face the difficulties of living
without fingers,” Mr. Thomas
told DT News.
Mr. Thomas and his
company have been following
up with the GOSI for his
compensation for the past
one-and-a-half years. Finally,
Mr. Thomas managed to get a
meagre amount of BD350 from
GOSI.
Meanwhile, the HR Manager
of the factory said they were
trying their best to sort the
issue.
“GOSI had released the
amount in October 2014, a year
and a half after the incident.
They have informed us to go for
an appeal. We haven’t accepted
the amount and are going for an
appeal,” the manager said.
The victim is still working
with the same company and the
long wait has failed to dampen
his spirits.
“I have a letter from GOSI
which states that the injury had
occurred while performing my
duty. I don’t know how long I
have to wait for my justice, I
am determined to fight till the

he season five of home
renovation project of
Ayadi Relief Fund came to
a close last Saturday with an
award distribution ceremony
in Isa Cultural Centre Hall
where all the volunteers were
honoured.
A total of BD150,400 was
spent on ‘Baitkum Baitna’
project since it was launched
18 months ago by the Ayadi
Relief Organisation. The
project has now successfully
run for five seasons, with
each season lasting up to four
weeks.
Season five of the project
was launched on the first
week of December last year.
Houses of four families from
Muharraq, Budaiya and
Hamad Town were renovated
at a cost of BD28,000 during
this season, offering the
families a decent living.
Baitkum Baitna, dubbed as
‘Your home is Our home,’
comprises four teams – Team
Wahed (one), Team Farah
(joy), Team Jood (generosity)
and Team Amana (integrity)
with 12 members and two
supervisors in each team.

Universal coverage, or universal
health coverage, is defined as
ensuring that all people can
use the promotive, preventive,
curative, rehabilitative and
palliative health services they
need, of sufficient quality to be
effective, while also ensuring that
the use of these services does
not expose the user to financial
hardship.
This definition of UC embodies
three related objectives:
• Equity in access to health
services - those who need the
services should get them, not
only those who can pay for them;
• That the quality of health
services is good enough to
improve the health of those
receiving services; and
• Financial-risk protection ensuring that the cost of using
care does not put people at risk
of financial hardship.
Universal coverage brings
the hope of better health and
protection from poverty for
hundreds of millions of people
- especially those in the most
vulnerable situations.
Universal coverage is firmly
based on the WHO constitution
of 1948 declaring health a
fundamental human right and
on the Health for All agenda
set by the AlmaAta declaration
in 1978. Achieving the health

targets looking beyond 2015
will depend largely on how
countries succeed in moving
towards universal coverage.
The way health systems are
financed is a critical determinant
for reaching universal coverage
since they determine whether
health services exist and are
available and whether people

The availability of funds for health
is a fundamental question to all
countries. For poorer countries,
the challenge is to increase the
funding available for health so
that they are able to provide and
make accessible the needed set
of health services - treatment,
prevention, promotion and
rehabilitation - of sufficient
quality. For richer countries,
the challenge is to protect
the current levels of health
expenditure while responding
to the challenge of an ageing
population and cost pressures
from technological advances.

time the rain came
down this year in any

been improved by the

Adliya meant having
yet again to wade
through the annual
flooded Isthmus of
Road 2735 Area 327 to
get the shopping affair.
Since I first arrived to
my present residence
via ‘dry land’ in 1983,
the same problem
occurs annually and
it is really frustrating
that year in and

despite

governance practices.

according to an AFP survey,
projecting further deceleration
in the world’s second-largest
economy this year.
The median forecast in a poll
of 15 economists saw the Asian
giant’s gross domestic product
(GDP) expanding 7.3 per cent
last year, down from 7.7pc in
2013.
That would be the worst
full-year result since the 3.8pc
recorded in 1990 -- the year
after the Tiananmen Square
crackdown.
The National Bureau of
Statistics (NBS) releases the
official GDP figures for the
fourth quarter and the whole
of 2014 on Tuesday.
For this year, the economists

normal” of slower expansion
and emphasise economic
reforms.
“China may introduce
many restructuring and
reform measures this year and
this may have some negative
impact on economic growth,”

weaker than the third quarter’s
7.3pc, and the worst quarterly
result since the first three
months of 2009, when growth
logged a 6.6 per cent expansion
during the global financial
crisis.
Authorities appeared to take
last year’s performance largely
in their stride, sticking to a
scenario whereby the country’s
consumers take the lead in
underpinning expansion in
coming years, emphasising in
public statements the quality of
growth rather than its size.

The mountain of tariq – a
rock in the sea of finance
I
hope all of you have had a good end of 2014 and a great start
into the New Year. A new year is always an exciting time,
new ideas, new plans and new hopes. If one of your “New
Years Resolutions” is to start your own business and it should
involve something in the financial industry, why not have a
closer look at “The Mountain of Tariq” (Jabal Tāriq)?
What..? You have never heard of such mountain and don’t
know where it could be? I am almost certain you do, but
maybe just under a different name. I am, of course, referring to
Gibraltar, a British Overseas Territory, which is guarding the
entrance to the Mediterranean Sea near the southern tip of the
Iberian Peninsula. Most people imagine it as an independent
island, but it’s not and so shares its northern border with the
province of Cadiz in Spain.
The name Gibraltar is the Spanish derivation of “Jabal
Tariq” and refers to the territory’s most famous landmark, the
Rock of Gibraltar. It name is a tribute to General Tariq Ibn
Ziyad who was in charge of the first invasion into Iberia.
Gibraltar was Spanish until 1704 when an Anglo-Dutch
fleet in behalf of the Austrian Archduke captured it during
the war over the succession to the Spanish throne. In 1713 it
was given to England ‘for ever’, so that in return, the United
Kingdom would no longer participate in the war. Despite
several attempts of Spanish monarchs to regain control over
this southern most part of the peninsula, all attempts failed and
even two referenda (the last as recent as 2002) made it clear,
that Gibraltarians want to remain British to this day.
The economy of Gibraltar had long been dominated by
the British navy, but has since shifted its focus to 4 major
segments: Financial Industry, Online Gambling, Shipping and
Tourism. Gibraltar has a low fixed corporate tax rate (10.0%)
and offers easy access to the rest of the European Union, which
helped attract a great number of (albeit virtual) investors.
It has a strong Financial Services Commission, which
regulates the markets and the establishment of the GFC
(Gibraltar Financial Center) within the Department of Trade
and Industry has helped to develop the financial sector even
more. Interestingly, this rather compact territory has 0.6 banks
per 1,000 residents, which is the world’s 5th highest bank per
capita ratio.
Given the time of year, next week, we are going to leave
cold and wintery Europe behind for now and head eastward,
into the Pacific Ocean to discover another interesting offshore
jurisdiction – The Marshall Islands.

Students from the University of Surrey
reportedly revealed just how much
bacteria is on the phone and it’s pretty
gross.
Bacteria use all sorts of things
as vectors in order to transmit insects, water, food, coughs and
sneezes, or sexual contact.
Many of the phones showed
the biggest and clearest
blotch of bacteria growing
around where the “home”
button was.
Most of the bacteria is
harmless but disgusting.
And some diseasecarrying bacteria such
as the Staphylococcus
aureus has turned up
in recent years.

ccording to two separate analyses by NASA and
National Oceanic and Atmospheric Administration
(NOAA) scientists 2014 was Earth’s warmest year in
modern record since 1880.
The 10 warmest years in the instrumental record,
with the exception of 1998, have now occurred since
2000. This trend continues a long-term warming of the
planet, according to an analysis of surface temperature
measurements by scientists at Goddard Institute of
Space Studies in New York.
While 2014 temperatures continue the planet’s longterm warming trend, scientists still expect to see year-toyear fluctuations in average global temperature caused
by phenomena such as El Nino. These phenomena
warm or cool the tropical Pacific and are thought to
have played a role in the flattening of the long-term
warming trend over the past 15 years.

Biosensor to help
machines smell
like humans

The new generation of
biosensors with an acute ability
to sniff out problems can help
machines smell when food has
gone bad or how much pollution
is in the atmosphere.
“It has been challenging
to get machines to be able to
differentiate between smells
that are mirror images of each
other, which was a real barrier to
creating machines which are able
to smell as well or better than
humans,” explained professor
Krishna Persaud, lead author of
the paper.
To develop the biosensor,
Persaud along with colleagues
from University of Bari in Italy
utilised an odourant-binding
protein.
Such proteins are found in
the mucus of the nose that work
olfactory receptors helping us to
create our perception of smell.
Using a type of transistor
incorporating these proteins, the
scientists were able to measure
the unique changes in current
as the proteins reacted to odours
and record them.
The system is incredibly
sensitive with a detection limit
that approaches that of the
human nose.

Novelist Gillian Flynn did a great job in adapting

INGREDIENTS
This is a dish for special
occasions - not for any other
reason except that it is rich!
Its mild, thick, creamy gravy
is inspired by the food of
Central Asia and came to
India during the rule of the
famous Mughal dynasty. Cook
and eat it and you will feel like
royalty yourself!
1 kg boneless chicken skin removed
2 onions ground to a paste
2 tsps garlic paste
1 tsp ginger paste
1” stick of cinnamon
5 pods of cardamom
1 tsp coriander powder
1 tsp cumin powder
1 tsp red chilli powder
2 tsps garam masala
10-15 almonds blanched and skin removed
5-6 tbsps thickened/ heavy/ double cream whisked
4 tbsps of ghee
1 cup chicken stock
Salt to taste
PREPARATION
Grind the almonds into a fine paste and keep aside.
Heat the ghee in a pan and fry the onions till they are translucent.
Add the ginger and garlic pastes, cinnamon and cardamom and fry for a minute.
Now add all the other spices (except the garam masala) and fry till the ghee
begins to separate from the masala. Add the chicken and fry till sealed (chicken
turns opaque).
Add the stock, salt to taste and cook till the chicken is done.
Whisk the cream to ensure that there are no lumps in it.
Add the cream and the almond paste to the chicken and stir well.
Turn off the fire and sprinkle the garam masala over the chicken. Cover the dish
immediately.
Serve after a few minutes with naans (Indian flatbread made in a tandoor or oven).

Western-style gong bao chicken, for which the
diced chicken is covered with cornstarch, and
vegetables, sweet and sour sauce and mashed
garlic are added.
4 Ma Po Tofu
Ma po tofu is one of the most famous dishes in
Chuan Cuisine with a history of more than 100 years.
Ma describes a spicy and hot taste which comes
from pepper powder, one kind of condiment usually
used in Chuan Cuisine.
The milky tofu is enriched with brownish red ground
beef and chopped green onion. It is really a tasty

3 Chow Mein
The “Chow mein” is the Cantonese
pronunciation of the Chinese characters
above, which means stir-fried noodles.
Generally speaking, this stir-fried dish
consists of noodles, meat (usually
chicken, beef or shrimp), onions and
celery.For making chow mein, the
noodles need to be cooked in boiling
water for a while. After they becoming
cool, then move to the step of stir-frying.
5 Dumplings
With a long history of more than 1,800 years,
dumplings are a traditional food widely popular in
North China. Dumplings consist of minced meat and
chopped vegetables wrapped into a thin piece of
dough skin.
Popular fillings are diced shrimp, ground chicken,
beef, and vegetables. They can be cooked by boiling,

1 litre/1¾ pints chicken or vegetable stock, preferably home-made
80g/2¾oz dried pasta, such as penne
1 x 400g/14oz can beans (such as cannellini, borlotti, haricot or chickpeas), drained and rinsed
2 fresh bay leaves
50g/2oz freshly grated parmesan
1 large or 2 small very ripe tomatoes, finely
chopped
PREPARATION
Heat 60ml/2¼fl oz of the oil in a heavy-based pan over
a medium heat. Add the onion, garlic and chilli flakes
and fry for 2-3 minutes, or until softened.
Add all of the mixed vegetables (except the peas, if
using) and the dried mixed herbs to the pan. Season,
to taste, with salt and freshly ground black pepper. Fry
for 2-3 minutes, or until the vegetables have softened.
Reduce the heat to medium, cover the pan with a
lid and continue to fry for 10-15 minutes, stirring
regularly, or until the vegetables have softened and
are pale golden-brown.
Add the stock, pasta, beans, bay leaves and peas (if
using), then bring the mixture to the boil. Return the
mixture to a simmer and continue to simmer, covered,

is tender. Remove from the heat and set aside to cool
slightly before serving.
Meanwhile, in a bowl, mix together the parmesan,
chopped tomatoes and the remaining 30ml/1fl oz of
olive oil until well combined.
To serve, spoon the pasta e fagioli into four serving
bowls. Spoon over the parmesan and tomato mixture.
Season, to taste, with freshly ground black pepper.
Drizzle a splash of olive oil over each serving.

Lawes to miss Six Nations openers

STDS training courses underway

Training and Development Section (STDS) got
underway yesterday.
Organised in cooperation with the Education
Ministry, these courses are in line with the
STDS annual plan, aimed at qualifying Bahraini
officials in sport sector.
The courses conclude on Thursday and
include a training course for athletics teachers,
which is managed by former Bahrain sprinter
and present Bahrain Athletics Association
board member Ruqaya Al Ghasra at Al Khansa
Girls School.
The second course also covers athletics and
is open for male teachers. Sessions for this

particular course are being conducted by Mohammed
Bakhsh at Khalifa Sports City Hall in Isa Town.
Um Kulthoom School is hosting the aerobics
course, which is run by Saeeda Ateeq, while the

Basketball Association.
All participants have graduated from the National
Coaching Programme, organised by the STDS with
the Coaching Association of Canada.
These courses feature theoretical and practical
sessions, at the end of which the participants will
undergo the final exams.
Meanwhile, STDS executive coordinator
Mahmood Yateem said he was pleased with the
consistency of the joint courses adopted by the BOC
and the Education Ministry since 2007.
