UNDER SEVESO II DIRECTIVE

Özet
Hızla gelişen ve değişen yaşam şatları ile beraber çalışma koşulları da değişmektedir. Bu durum
çalışanlar ve işyerleri için yeni tehlike ve riskleri beraberinde getirmektedir. Bu gelişmeler
karşısında, risklerin sistematik bir şekilde belirlenmesi, kontrol altına alınması ve güvenlik
açısından sürekli iyileştirmesi günümüz işletmelerinin en önemli gereksinimleri haline gelmiştir.
Geçmişte büyük sanayi kuruluşlarında meydana gelen kazalar ve bu kazaların ağır sonuçları
yetkili otoritelerin bu konuda düzenleme yapmalarını gerektirmiştir. Bunun sonucunda Avrupa
Birliği’nin büyük kazaların önlenmesi konusundaki politikasına ilişkin direktifler (SEVESO)
yayınlanmıştır. Modern güvenlik ve kayıp önleme yaklaşımının sonucu ise Güvenlik Yönetim
Sisteminin (GYS) gerekliliği olmuştur.
Bu çalışmada Güvenlik Yönetim Sistemi (GYS), İş Sağlığı ve Güvenliği (İSG) Yönetim
Sistemi, İSG yönetim sistemi standartları incelenerek GYS ile İSG yönetim sistemi ilişkisine
değinilmiş, SEVESO II direktifi ve bunun ülkemizde uygulanması ile ilgili bilgiler verilmiş,
SEVESO II kapsamında GYS incelemesi yapılarak GYS unsurları bu kapsamda ele alınmıştır.
Çalışmanın sonucunda GYS’nin işletmeler açısından önemi vurgulanarak çeşitli önerilerde
bulunulmuştur.

This situation brings together new hazards and risks for employees and workplaces. In line

continuous improvement in terms of safety have become the most important requirements of
today’s businesses. Accidents occurred in large industrial enterprises in the past and the heavy
consequences of them called for competent authorities to make regulations in this regard. As
a result, directives (SEVESO) have been published concerning the policy of European Union
about the prevention of major accidents. The result of the modern approach to safety and loss
prevention has become the “must” of the Safety Management System (SMS).
In this study; the relationship between SMS and Occupational Health and Safety Management
System (OHSMS) were addressed by analysing SMS, OHSMS and the standards of OHSMS
have been examined, information was given on SEVESO II Directive and its implementation
in our country and in this context the elements of SMS have been discussed by making SMS
analysis within the scope of SEVESO II. In the end of the study, various suggestions were made
by emphasizing the importance of Security Management System (SMS) in terms of enterprises.
