comunicata almeno il giorno prima della data dell’incontro previsto per l’Area
di appartenenza, sarà considerata rinuncia alla borsa medesima da parte

Non EU Programme Countries - a.a. 2014/2015
In merito all'oggetto si trasmette quanto comunicato dalla Commissione Europea:
As the Programme Guide (http://ec.europa.eu/programmes/erasmusplus/documents/erasmus-plus-programme-guide_en.pdf) specifies, "the participation
of:
• Iceland, Liechtenstein and Norway is subject to an EEA Joint Committee Decision
• Turkey and the former Yugoslav Republic of Macedonia is subject to the signature of
a Memorandum of Understanding between the Commission and the competent
authorities of each of these countries respectively.
If, at the time of the grant award decision, the above-mentioned conditions for the
participation of these countries are not met, participating organisations and
participants from these countries will not be funded and will not be taken into account
with regard to the minimum size of consortia/partnerships."

we propose the following pragmatic approach so as not to hold back the projects that
are not directly concerned and to preserve the chances for the projects concerned as
far as legally and practically (academic year etc.) possible:
- For Key Action 1 -Learning mobility - Higher Education:
For those higher education institutions and students who would have signed learning
agreements with partners in these non-EU Programme Countries, they will have to
wait for the final decision before the mobility can start. If by 30 June the formal
process for participation of the country/ies concerned is not finalised, the sending
higher education institutions and students concerned should find another destination
country for the academic year 2014-2015.
- For Key Action 2 - all fields:
If by 30 July the formal process for participation of the non-EU Programme
Country/ies concerned is not finalised, participating organisations from the related
country/ies will be able to participate only as Partner Country/ies. As a consequence,
the projects submitted by organisations from these countries will be ineligible. In the
projects where organisations from these countries are part of the consortium, they will
not be taken into account with regard to the minimum size of consortia/partnerships.
Finally the application will have to demonstrate the essential added value of the
organisations from related non-EU Programme Country/ies to the project.
Sarà cura dell'Agenzia dare tempestiva comunicazione a tutti gli Istituti di eventuali
aggiornamenti su quanto in oggetto.

Oggetto: Partecipazione della Svizzera al Programma ERASMUS+ ed al Programma
LLP
In merito all'oggetto si rende noto quanto comunicato dalla Commissione Europea in data
odierna, ovvero:
Information Note on the Participation of Switzerland in
ERASMUS+
On 9 February 2014, the popular vote by the people and the cantons in favour of changing Switzerland's
system of immigration called into question the principle of free movement of persons between the EU and
Switzerland.
While implementing legislation for this popular vote will now have to be enacted by the Swiss Federal
Council within three years, the referendum explicitly prevents the government from concluding any new
international agreement contrary to this initiative. Hence, as an immediate consequence, the Federal
Council is not in a position to sign the Protocol extending the EU-Swiss agreement on the free movement
of persons to Croatia, which joined the Union on 1 July 2013 as new Member State, and is analysing the
different implications.
The EU has always made clear that there is a close link between Swiss participation in Erasmus+ and the
Protocol, as the programme is closely linked to the free movement of persons (exchange of researchers
and students). Pending the outcome of the Swiss analysis, the EU and the Swiss authorities have agreed
to suspend on-going negotiations on Swiss participation in Erasmus+ and took note of the impossibility of
signing an agreement in time for the signing of contracts with beneficiaries selected under the 2014 calls
for proposals.
Therefore, as foreseen in the Erasmus+ Regulation, until such an agreement is signed, Switzerland will
not participate in Erasmus+ on an equal footing with Member States (i.e. as a "Programme Country") as
initially envisaged, but will rather enjoy the same status as other third countries (i.e. as a "Partner
Country").

Per quanto riguarda inoltre le Azioni Decentrate (ovvero gestite dalle Agenzie
Nazionali), in vista delle prossime scadenze della Call 2014, si ricorda:
1) Azione Chiave 1 - Mobilità individuale ai fini dell'apprendimento: la Svizzera non è
eleggibile né come sending né come hosting country; le candidature che includeranno
la Svizzera ai fini del raggiungimento del numero minimo di Programme Countries
partecipanti, non risulteranno eleggibili.
2) Azione Chiave 2 - Partenariati strategici nel settore dell'Istruzione: la Svizzera non
potrà candidarsi come coordinatore ma solamente come altra organizzazione
proveniente da un Paese Partner a patto che venga dimostrato il valore aggiunto della
sua partecipazione (a tale scopo si veda la Guida al Programma di ERASMUS+ - pag.
96 - "As a general rule, Strategic Partnerships target the cooperation between organisations established
in Programme Countries. However, organisations from Partner Countries can be involved in a Strategic
Partnership, as partners (not as applicants), if their participation brings an essential added value to the
project.
