Universities and Schools
To be enrolled at a French university, you must have either the French
baccalauréat (the end of secondary school diploma equivalent to British A
levels or the American high school diploma), or an equivalent foreign diploma.
There are two types of academic circuits:
- Universities offer degree programs in all fields (arts, health, human and social
sciences, science, technology…)
- Schools of Higher Education: Schools of engineering, Business Schools,
Toulouse Higher School of Architecture, National Veterinary School of
Toulouse, Engineering School of Purpan.
Organization of higher education programs
European countries have adopted a new common system for higher education to ease the
recognition of diplomas and degrees abroad and the student’s mobility:
- The “LMD” system: Bachelor’s (3 yrs) , Master’s (5 yrs), PhD (8 yrs);
- A semester-based organization: 1 year = 2 semesters;
- Degree programs are organized and separated into several “Teaching Units” called
“Unités d’Enseignement” (UE) that can be either compulsory or elective. They include
lectures, tutorials, internships, dissertations and so on,…
- The European Credit Transfer System (ECTS): each UE corresponds
to a certain number of ECTS (1 semester = 30 ECTS - the minimum to access degraded)

Discovering the university remote antennas
of the Midi-Pyrenees region
Well put between the Mediterranean Sea and the Atlantic Ocean, in the heart
of Southern France, the Midi-Pyrénées region has always been a major European crossroad and a vibrant cultural and intellectual melting pot.

Albi
World Heritage of UNESCO since 2010, Albi is changing at a great rate. With a protected
urban center, Albi offers quality atmosphere combining the authenticity of a bishopric, built
around the unique St Cecilia Cathedral well known for its pink brick construction material, to
an urban life where everything can be done pedestrian mode.
For two years, the Toulouse Lautrec Museum reaffirmed international cultural dimension of
the city. Albi now developing a new area «Les Cordeliers» with high level equipment «a great
theater» to position in addition to Toulouse on a diverse range of live shows.
With great athletic programs, a buzzing associative activity, Albi has attracted many Colleges
and renowned schools: the University Center JF. Champollion, the School of Mines, ESPE and
IUT Paul Sabatier.

Auch
Located in a mid-sized city where housing is both easy to find and not very expensive, the UT3 Institute of Technology offers very modern and brand new premises.
Studying in Auch means making the most of a very pleasant and peaceful campus in
a friendly environment.

Cahors
Cahors has many touristic assets including a rich cultural scene viably existing with
the numerous festivals occurring all summer long. Since the introduction of the UT2
heritage branch of studies, the higher education and research offer has been increased
in collaboration with the IFSI (nursing school), the Lycée des Territoires and the
Lycées généraux et technologiques. Student life, in this charming city is soul nurturing and mind easing… (Facebook page: Vie Etudiante Cahors)
Castres
The city boasts a traditional “savoir-faire” in
many dynamic sectors of activities: textile, wood,
mechanics, pharmacy, cosmetology (Pierre Fabre
labs) and a successful rugby team. In the last few
years, has managed to become a valuable and
efficient higher education centre.

Figeac
Located in a tourist area, Figeac Institute of Technology (420 students) is very well known for its
pleasant setting (free transport, low priced condos)
and includes 3 departments: mechanical engineering and product automation (1 DUT and 2 professional Bachelor’s degrees) , marketing (1 DUT and
2 professional Bachelor’s degrees) and social careers
- major socio-cultural activities (1 DUT).
Foix
The site hosts students coming from all over France
and even further abroad to study tourism, regional
development, heritage or education. Thanks to
the permanent support of the General Council of
Ariege and of the City of Foix, both students and
lecturers can enjoy a unique working environment.
Montauban
Montauban, also named “the city of Ingres”, has built a name around one of the major
19th century French painters, Ingres and the sculptor Bourdelle. The city of art and
culture hosts students majoring in law, economics, education, administrative or foreign languages studies.

Rodez
Located at less than a two-hour drive from the Mediterranean sea, Rodez
offers a pleasant environment to the students who can seek education in
4 high leveled colleges: UT1 Capitole Institute of Technology. Champollion University Centre, IFSI and UT 2 Teachers’ Training Institute
(ESPE).
Tarbes
Thanks to the various academic circuits (DUT, BTS, Preparatory course to elite schools, BMD
degrees..) Tarbes, ranks 2nd in the Midi-Pyrénées region in students numeris (www.cutp.net).
Halfway between Toulouse and the Atlantic Ocean, close to the Pyrenees mountain chain and
its numerous ski resorts (half an hour drive only), Tarbes is a major and proactive research center.

Toulouse
Toulouse, the capital city of the region, has been fast growing for many years, both demographically and economically. Today, a genuinely international city, “La Ville Rose”, as it is affectionately
known, and the Midi-Pyrénées region are home to a particularly rich diverse cultural and artistic
heritage. The city is the HQ of most of the research laboratories of the Midi-Pyrénées region and
hosts more than 82% of students.

Opening a bank account
It is essential to have a bank account or a postal account (account with
“La Poste”) in France to get through all the financial transactions (CAF
housing aid, pay your rent…).

For every mandatory and optional internship lasting more than two months,
the student is to earn a minimum wage of 15% of the social minima which
equals approximately 523 €/month.

Looking for an accommodation
Finding accommodation may become a real challenge and should be taken care of as
early as possible. Things are easier in cities like Albi, Auch, Castres, Figeac, Foix, Montauban, Rodez or Tarbes rather than Toulouse, with its 100,000 students.
This might even pose as a problem, since an address is required by pretty much every
administration from the bank to the college, not to forget the “Préfecture”, all having
procedures lying and depending on your personal address.
CROUS Campus residences
The Crous manages around 9400 rooms and studios with an average rent spanning from 140 to 400 € a month.
- French students must apply via the CROUS Student Social file (DSE) between January 15th and April 30th on the CROUS website.
- International students , recipient of a grant either from the French or native government, must apply on Campus France, the sole manager of their arrival and subsequent
duties.
- Other international exchange students (Erasmus or exchange agreements), PhD
students or students in the 2nd year of a Master’s Degree must apply with the International Relations Office of their university.
For every other case, the remaining students do not have access to the Crous housing
program.
The other students are not entitled to CROUS accommodation. Please note that, around
November of each year, the CROUS may have some vacancies in which case they allocate
them without any specific requirement. These vacancies are listed on the CROUS website.
Other students residences
There is a large offer of apartments to one’s content having rents starting at 350 and
going up to 600 € a month.

Finding accommodation
Before finding your accommodation
- Choose a guarantor or “garant”, i.e someone who will pay the rent if you cannot.
- Assess your budget:
• The rent should not exceed 30% of your total resources;
• When signing the lease, you will have to pay:
- The deposit (the real estate agency, the CROUS…)
- The first rent month
- The estate agency fees
-> in total a sum equal to two-month rent minimum and up to four or five-month rent
maximum
Before entering your new found apartment
- Make a complete inventory with a representative of the real esatet agency or the land lord.
- Do not forget to take insurance
- Apply for housing benefits with CAF

Guarantor
The guarantor (“garant”) may be someone living and working in France or an organization
committing themselves to pay your rent in your stead.
Two aid schemes are available to those who have no guarantor:
The LOCA-PASS guarantee
she is only available to:
- Students under 30 who have been granted a CROUS scholarship entitling them to
get the APL
- Trainees with an internship contract of a minimum duration of three months
- Workers with a CDD or a CDI.

National guarantee CLE
Information can be found on the web-site LOCAVIZ www.lokaviz.fr under the column
“Caution Clé” or by the reaching the CROUS housing services.
As the program is still under construction, different changes are yet to occur.
Deposit (“caution”)
- 1 month rent excluding charges for an unfurnished flat.
- Generally 2 months excluding charges for furnished accommodation (but
sometimes more)
Your deposit is given back to you after maximum two months if no damage has
been done to the property.

- Allowances are paid 2 to 3 months after submitting the application
(do not forget to enclose the particulars of your bank account..)

The “Avance LOCA-PASS” scheme
Eligible students must be under 30 and meet the following prerequisites: they must
have a CROUS scholarship or a CDD (“Contrat à Durée Déterminée”- Limited duration work contract) underway when the application is lodged, an internship contract
of a minimum duration of three months, several CDDs of a cumulated minimum
duration of three months over the last six months, or a CDI (“Contrat à Durée Indéterminée” – Unlimited duration work contract).
This scheme helps and finance one-month rent; the corresponding amount is to be
reimbursed by monthly installments;
It can also finance the deposit (or caution) required by the landlords.
The application has to be made 2 months at the latest after the installation:

Family Planning Centers in the region (CDPEF)
These centres provide detailed information, advice and support on all aspects
of sexual health, sex, contraception, prevention against STDs, abortion, etc… and
offer medical consultations free of charge.

French Movement for Family planning (MFPF)
This association defends women’s rights against all types of violence. It encourages
straightforward, confidential and anonymous exchanges on all aspects of sexual
health, contraception issues, abortion, STDs, AIDS, sexual assaults. When necessary, it refers to medical counseling, performs pregnancy tests, and makes the morning after pill/E.H.C and condoms available .

Health coverage is divided into two insurance
options
- Compulsory and national insurance, charged for, called «Social
Security», except for beneficiaries of Couverture Maladie Universelle
that can get it for free (universal health insurance): http://www.cmu.fr
- Complimentary health insurance, which is a non-compulsory
additional insurance, but strongly recommended and supplied by a
multitude of “mutuelle” companies.
For students
- Compulsory French national insurance is managed by two organizations, LMDE and VITTAVI. It’s fees are to be paid among
the tuition . for the elapsed the 2013/2014 academic year, its was
around 211€.
This insurance remains free for students under 20 of age whose
parents live in France, and are recipient of the CROUS scholarships/financial aid.
Warning: Social Security refunds a maximum of 70% of procedures
fees, and under the strict condition of mentioning a treating doctor.
- Complementary insurance can be purchased from the LMDE
and VITTAVI, as well as other numerous “mutuelle” companies.
Some students may also continue to benefit from their parents’
supplementary insurance during their studies

insurance for your needs to avoid additional, non vital, needs.
+ The Midi-Pyrénées Student ‘Mutuelle’ Pass costs 100€
for students under 28 years of age who are beneficiaries of

The following information are specifically designed for you. They are in

Citizens of the European Economic Area (EEA) and Switzerland do not
need a visa to enter France.
A valid passport or ID card is plain enough.

You come as a PhD student, what visa do you need?
- You will be enrolled in a French University and holds an employment
contract with a French research organization to make your thesis: you can

- You do not have funding for your thesis: you must apply for a «student»
residence. It will allow you to have a part time job in any industry if you
need an extra salary to pay your tuition.

• If you come to France with a long-stay visa equivalent to a residence
permit (VLS-TS): You must validate your VLS-TS by the OFII (French
Office for Immigration and Integration). Refer to the OFII notice that you
received along with your VLS-TS.
