LETTER OF ASSOCIATIONS DEFENDING THE RIGHTS OF ELECTRO
HYPERSENSITIVE (EHS) PEOPLE OF THE COUNTRIES OF THE
EUROPEAN UNION TO THE EUROPEAN ECONOMIC AND SOCIAL
COMMITTEE. 04.11.2014
European associations defending the rights of EHS people regret we cannot
personally participate in this hearing, because we have had knowledge of it with
very little lead time, and we have not been directly notified by the organizing
committee.
THROUGH THIS LETTER WE WANT TO EXPRESS:
THAT in the last decades the rise of artificial non-ionizing electromagnetic
fields experienced an exponential increase due to the widespread use of
wireless technologies in both workspaces, and domestic, and generally in public
spaces (mobile phone masts, WiMAX, Satellite Internet, Wi-Fi, DECT cordless
phones, mobile phones ...).
THAT alongside this fact is constantly increasing the number of electrohypersensitive people. Thousands of people in each country of the European
Union are in a situation of total defenselessness regarding the possibility of
ensuring our health. People who constantly seek radiation free spaces, moving
home and place of residence, are finding it harder to find spaces.
THAT this situation leads EHS people to an extremely precarious life
situation: job loss (inability to do so by health problems), lack of access to
basic resources for survival, the breakdown of families and personal ties
because the isolation that many EHS are doomed with the necessity to
maintain a state of health within margins that allow a decent life. There is no
specific profile among people EHS, is a condition that does not attend class,
age, profession, sex …
Therefore, and in line with the manifesto of the future European Citizens
Initiative "Non-ionizing Electromagnetic Radiation" in the specific section on
EHS entitled “Recognition of EHS, protection of EHS people and zones
protected from EMFs”, OUR CLAIMS and BASIC NEEDS ARE:
- Official recognition of the existence of the "electro-hypersensitivity"
syndrome as an environmental disease and – as it is done in Sweden- as a
Functional Disability (functional disorders and their resultant disabilities),
including both adaptation of the work environment and work disability
compensation. Within the meaning of item 8.1.4 of the PACE Resolution 1815
(2011), and item 28 of the European Parliament Resolution P6_TA(2009)0216.
- Ensuring livable housing for EHS people: establishment of WHITE ZONES
in towns and cities, as an emergency measure for people at increased risk, and
the granting of state aid for the protection of their homes. All this in the line with
item 8.1.4 of the PACE Resolution 1815 (2011) and in compliance the
International Convention on the Rights of Persons with Disabilities.
- Public places as WHITE ZONES, EMF-FREE: schools and kindergartens,
hospitals and health care facilities in general, governmental buildings and
others (such as post-offices, libraries, etc) attending the public, public transport,
community centers and residences for the aged, shopping centers, ...; in
compliance with the general principles of International Convention on the
Rights of Persons with Disabilities, of non-discrimination, full and effective
participation and inclusion in society, equality of opportunity, accessibility, …
- Establishing health screening and intervention protocols, already made
by institutions such as the College of Physicians of Austria. Educating
health professionals about the existence of this syndrome and promoting their
learning about environmental diseases.
On the other hand, we denounce the selection of members of the
Scientific Committee on Health and Emerging and Newly Identified Risks
(SCENIHR), and their conflicts of interest. We also support the various letters
from scientists and citizen associations to different agencies of the European
Commission in this regard. The SCENIHR is a key element in Europe which is
deliberately dismissing the research showing health risks of exposure to
electromagnetic fields, severely hampering the possibility of legislating in
protective terms.
We realize that our very existence is seen as a threat by the wireless industry
as the existence of people EHS could mean the evidence of absence of safety
of electromagnetic fields used in the industry, reason that have great interest in
denial and invisibility of the problem. Therefore we request the European
Economic and Social Committee to address this issue and study
considering possible conflicts of interest arising, and prime human rights
and health over commercial interests, going to independent experts and
listening and open space participation of affected and organizations are
trying to give voice to this new human drama of this century.
For all the above the EHS community are asking for URGENT HELP: We
ordered the urgent intervention of the European institutions to ensure our
right to life, health, and social participation.
We would beg the committee to keep us informed of future actions and consider
our participation and contribution of first-hand information.

Nous, associations européennes de défense des droits des personnes
EHS, regrettons de ne pas pouvoir participer personnellement à cette audience,
étant donné que nous n'en avons eu connaissance qu'au dernier moment, et
que nous n'avons pas été directement informés par le comité d'organisation.
A TRAVERS CETTE LETTRE NOUS VOUDRIONS EXPRIMER CE QUI SUIT:
Compte tenu du fait qu'au cours des dernières décennies, les champs
électromagnétiques non ionisants artificiels ont connu une augmentation
exponentielle en raison de l'utilisation généralisée des technologies sans fil,
tant sur les lieux de travail que dans les foyers et, en général, dans les espaces
publics (antennes-relais de téléphonie mobile, WiMAX, Internet par satellite,
Wi-Fi, téléphones sans fil DECT, téléphones mobiles, ...).
Compte tenu du fait que, parallèlement, le nombre de personnes
électrohypersensibles ne cesse d'augmenter. En effet, nous sommes des
milliers de personnes dans chaque pays de l'Union européenne dans une
situation d'impuissance totale quant à la possibilité de garantir notre santé. Des
personnes qui cherchons constamment des espaces sans rayonnement
électromagnétique artificiel, changeant de domicile et de lieu de résidence
constamment car il est de plus en plus difficile de trouver ces espaces.
Compte tenu du fait que cette situation amène habituellement les
personnes électrohypersensibles à une situation de vie d'une extrême
précarité : perte d'emploi (incapacité d'y remédier du fait de nos problèmes de
santé), manque d'accès à des ressources essentielles pour assurer notre
survie, rupture des liens familiaux et personnels. Pour garder une vie à peu
près digne de nombreuses personnes EHS doivent rester isolées afin de se
maintenir en bonne santé. Il n'y a pas de profil spécifique chez les personnes
EHS, cela touche toute classe sans condition d'âge, de profession, de sexe, ...
Par conséquent, conformément au Manifeste Européen de soutien à l'initiative
européenne (ICE) sur les «rayonnements électromagnétiques" (de juin 2013)
[1] dans la section spécifiquement consacrée à l'EHS intitulée
« Reconnaissance de l'EHS, protection des EHS et zones de protection
des CEM », nous mettons ici en lumière LES REVENDICATIONS ET
BESOINS ESSENTIELS:
- Reconnaître officiellement l’existence de ce syndrome “d’électrohypersensibilité ”comme une maladie environnementale et –tel que la Suède–
de reconnaître comme handicap les inadaptations et incapacités
fonctionnelles qui en résultent (y compris à la fois l’adaptation des conditions
de travail et l'incapacité de travail). Conformément au paragraphe 8.1.4 de la
Résolution APCE 1815 (2011) [2] et au paragraphe 28 de la Résolution du
Parlement européen P6_TA (2009) 0216 [3].
- Garantir un logement vivable des EHS: création de ZONES BLANCHES
dans les villages/villes, à titre de mesure d'urgence pour les personnes à
risque plus élevé, et l'octroi d'aides publiques à la protection de leur logement.
Conformément au paragraphe 8.1.4 de la Résolution de l'APCE 1815/2011 et
en conformité avec la Convention sur les droits des personnes handicapées
(2006) [4].
- Les endroits publics comme ZONES BLANCHES, exempts d’exposition
aux réseaux sans fil: écoles et crèches, hôpitaux et établissements de santé en
général, bâtiments publics et autres (comme les bureaux de poste, les
bibliothèques, etc.) guichets de service, centres pour personnes âgées et
maisons de retraite, bibliothèques, transport en commun, magasins, ...; en
conformité avec les principes généraux de la «Convention internationale
relative aux droits des personnes handicapées» (2006)
de la nondiscrimination, la participation et la pleine et entière intégration dans la société,
l'égalité des chances, accessibilité ...
- Création de protocoles sanitaires de dépistage et d’intervention, déjà
entrepris par des institutions comme l'Ordre des médecins en Autriche
[5]. Sensibiliser les professionnels de santé à l’existence de ce syndrome et
renforcer l’apprentissage relatif aux maladies environnementales.
D'autre part, nous dénonçons la sélection des membres du Comité
Scientifique des Risques Sanitaires Émergents et Nouveaux - CSRSEN
(abrégé SCENIHR en anglais), ayant des conflits d'intérêt, en soutenant et
en nous associant à toutes les lettres envoyées [6] par les associations et les
scientifiques concernés aux différents organismes de la Commission
européenne dans ce sens. Le SCENHIR est un des principaux acteurs qui à
l'échelle européenne écarte par intérêt les enquêtes démontrant des risques
pour la santé du fait d'une exposition aux champs électromagnétiques,
entravant sérieusement toute possibilité de légiférer à une réglementation
basée sur le principe de précaution.
Nous sommes bien conscient(e)s que notre existence même est perçue comme
une menace par l'industrie des technologies sans fil, étant donné que
l'existence des personnes EHS pourrait supposer l'absence de preuve de
l'innocuité des champs électromagnétiques utilisés par ces industries. Par
conséquent, nous demandons au Comité Économique et Social de mettre
toute son attention afin d'étudier ce problème et d'éviter tout risque de
conflit d'intérêt, de faire prévaloir les droits de l'homme et de la santé sur
les intérêts commerciaux, avec la contribution d'experts indépendants, et
d'écouter et de laisser participer les malades et les associations qui
tentent d'alerter sur ce nouveau drame du XXIe siècle.
Compte tenu de ce qui précède, nous, personnes EHS, vous demandons
une AIDE D'URGENCE: nous demandons aux institutions européennes
une intervention d'urgence afin d'assurer notre droit à la vie, à la santé et
à une vie sociale.
Nous prions ce comité de nous tenir informés de ses actions futures, aussi il
pourra compter sur nous pour lui apporter des informations qui nous concernent
directement.

EUROPEA AL COMITÉ ECONÓMICO Y SOCIAL EUROPEO. 04.11.2014
Las asociaciones europeas de defensa de los derechos de las personas
Electrohipersensibles (EHS), lamentamos no poder participar personalmente
en esta audiencia, ya que hemos tenido conocimiento de la misma con
poquísimo tiempo de antelación, y que no hemos sido avisados directamente
por el comité organizador.
ATRAVÉS DE ESTA CARTA QUEREMOS MANIFESTAR:
QUE en las últimas décadas los campos electromagnéticos no ionizantes
artificiales han sufrido un aumento exponencial, debido al uso masivo de
tecnologías inalámbricas, tanto en los espacios de trabajo, como domésticos, y
en general en los espacios públicos (antenas de telefonía móvil, WIMAX,
Internet Satélite, Wi-Fi, teléfonos inalámbricos DECT, teléfonos móviles,…).
QUE Paralelamente a este hecho crece sin cesar el número de personas
electrohipersensibles. Miles de personas en cada país de la unión Europea
nos encontramos en una situación de total indefensión respecto a la posibilidad
de garantizar nuestra salud. Personas que buscamos incesantemente espacios
libres de radiación, cambiando de casa y de lugar de residencia, espacios cada
vez más difíciles de encontrar.
QUE esta situación lleva a las personas EHS a una situación vital de
extrema precariedad: pérdida del trabajo (incapacidad de realizarlo por los
problemas de salud), falta de acceso a recursos básicos para la supervivencia,
la ruptura de familias y vínculos personales por el aislamiento al que muchas
personas EHS nos vemos abocadas para mantener un estado de salud dentro
de los márgenes de una vida digna. No existe un perfil concreto entre las
personas EHS, es una condición que no atiende a clase social, edad, profesión,
sexo, …
Por ello y en consonancia con el manifiesto de apoyo a una Iniciativa
Ciudadana Europea sobre "Radiación Electromagnética” (junio 2013) [1], en el
apartado específico sobre la EHS, NUESTRAS REIVINDICACIONES y
NECESIDADES BÁSICAS SON:
- Reconocimiento oficial de la existencia de este síndrome de "electrohipersensibilidad" como una enfermedad ambiental y -como en Sueciacomo una Discapacidad Funcional (desajustes funcionales y sus
discapacidades resultantes), que incluya tanto la adaptación de las condiciones
de trabajo como la incapacidad laboral. En la línea del punto 8.1.4 de la
Resolución APCE 1815 (2011) [2] y el punto 28 de la Resolución del
Parlamento Europeo P6_TA(2009)0216 [3].
- Garantizar una vivienda habitable para las personas EHS: creación de
ZONAS BLANCAS en pueblos y ciudades, como medida de urgencia para
las personas en mayor riesgo, y la concesión de ayudas estatales para
proteger sus hogares. Todo ello en la línea del punto 8.1.4 de la Resolución
APCE 1815 (2011) y en cumplimiento de la “Convención internacional sobre los
derechos de las personas con discapacidad” [4].
- Los lugares públicos como ZONAS BLANCAS LIBRES DE CEM: centros
de enseñanza y escuelas infantiles, hospitales y centros de salud en general,
los edificios gubernamentales y otros (tales como oficinas de correos,
bibliotecas, etc.) de atención al público, centros comunitarios y residencias de
ancianos, transporte público, grandes almacenes,...; en cumplimiento de los
principios generales de la “Convención Internacional sobre los Derechos de las
Personas con Discapacidad” de no discriminación, participación e inclusión
plenas y efectivas en la sociedad, igualdad de oportunidades, accesibilidad …
- Creación de protocolos sanitarios de detección y actuación, ya
realizados por instituciones como el Colegio de Médicos de Austria [5].
Sensibilizar a los profesionales de la salud en la existencia de este síndrome y
fomentar la formación en enfermedades ambientales.
Por otro lado, denunciamos la selección de los integrantes del Comité
Científico de los Riesgos Sanitarios Emergentes y Recientemente
Identificados (SCENIHR en inglés-), por sus conflictos de intereses.
Apoyamos igualmente las diversas cartas [6] enviadas por científicos y
asociaciones ciudadanas a diferentes organismos de la Comisión Europea, en
este sentido. El SCENIHR es un elemento clave en el ámbito europeo que está
desechando interesadamente las investigaciones que muestran riesgos para la
salud en la exposición a los campos electromagnéticos, dificultando
gravemente la posibilidad de legislar en clave proteccionista.
Somos conscientes de que nuestra sola existencia es entendida como una
amenaza por parte de la industria inalámbrica, ya que la existencia de personas
EHS podría suponer la evidencia de la ausencia de inocuidad de los campos
electromagnéticos utilizados en esta industria. Por este motivo rogamos a la
Comisión Económica y Social que atienda y estudie esta problemática
teniendo en cuenta los posibles conflictos de intereses derivados, y que
prime los derechos humanos y de salud sobre los intereses comerciales,
acudiendo a expertos independientes y escuchando y abriendo el espacio
de participación a los afectados y las organizaciones que estamos
intentando dar voz a este nuevo drama humano del siglo XXI.
Por todo lo expuesto anteriormente el colectivo de personas EHS
estamos pidiendo AYUDA URGENTE: pedimos la intervención urgente de
las instituciones europeas para garantizar nuestro derecho a la vida, la
salud y la participación social.
Rogamos a esta comisión que nos mantenga informados de las futuras
acciones y que cuenten con nosotras para aportar información que manejamos
en primera mano.
