平和大使広島県立広島高校 2 年井上つぐみ皆さん、こんにちは。私は、広島県立広島高等学校 2 年の井上つぐみです。私は、第 18 代高校生平和大使として活動してきました。高校生平和大使は、1998 年、インドとパキスタンが相次いで核実験を強行したことに危機感を覚えた、長崎の平和団体から誕生しました。核の惨禍を知る被爆地の声を世界に届けるために、未来を担う若者を「高校生平和大使」として国連に派遣することにしたのです。1998 年から毎年、高校生平和大使は国連を訪問し、核兵器廃絶と平和な世界の実現を目指すスピーチをし、署名を提出しています。私も、去年、スイス・ジュネーブにあります、国連欧州本部を訪問し、日本政府代表部の一人として軍縮会議でもスピーチをしてきました。ここで、ある被爆者の方の言葉を紹介させてください。それは、『今すぐにでもこの車椅子に乗って、国連に訴えてやりたい。』という言葉です。その被爆者の方は、体が不自由なため、自分の思いを直接皆さんに伝えられない悔しさ、憤りを感じられていました。このようなやり場のない被爆者の方の思いを若くて健康な私が代弁し、世界に訴えるために私は第 18 代高校生平和大使になりました。私の曾祖父は原爆投下直後に親族を捜し、入市被爆しました。そして、肺がんを患い、心臓を悪くして 40 年間の苦しい闘病生活の末、一生を終えました。曾祖父は亡くなるまで何も語りませんでした。語ると、自分の見た残酷な光景をいやでも思い出したり、差別を受けたりしたからです。このような被爆者の思いを考えると、核兵器がいかに恐ろしく、廃絶しなければならないものであるかが分かります。被爆者の一人ひとりには未来がありました。熱線に焼かれた人、爆風でガラスが突き刺さった人。放射線は今も被爆者の体中を蝕んでいます。「原子爆弾が落ちると昼が夜になって人はお化けになる」恐ろしい原子爆弾、核兵器は生産することも、保有することもあってはならないと強く思います。想像を絶する破壊力を持つ兵器を世界から無くすことは人類の務めです。今日、ここには平和の鐘があります。鐘の表面には「世界は一つ」ということを象徴する、国境のない世界地図が浮き彫りにされています。私は、核兵器廃絶に向けて今まで活動してきました。核兵器廃絶には核保有国と非核保有国との協力が欠かせません。今年 5 月には現職の米国大統領として初めて、オバマ大統領が被爆地広島を訪問しました。また、私は、先週ハワイに出向いて真珠湾攻撃の生還者の方の証言を聞いてきました。話を聞いて、日本の政治家にもこの鐘の地図のように国境など関係なく、真珠湾を訪れて、言葉を述べてほしいと思いました。これからも、この世界地図のように国境を越えて、平和な世界を築いていきたいと思います。今日はこのような神聖な場でスピーチができて、とても光栄です。この鐘の音が世界に響き、核兵器や戦争だけでなく、貧困や飢餓のない平和な世界が実現する事を願っています。 Peace Message by Ms. Tsugumi Inoue, High School Student Peace Messenger (August 15, 2016) Good morning. Everyone! I am in the second grade at Hiroshima Prefectural High School. I worked as the 18th High School Student Peace Ambassador. It was founded by the peace organization group in Nagasaki when India and Pakistan forcefully gave the nuclear testing in 1988. High School Student Peace Ambassador, the future leader of the word was dispatched to convey what really happened in Nagasaki. They visit the United Nations to give the speech which appeal the abolition of nuclear weapon and the realization of the world peace and submit the petitions with signature to the United Nations. I visited the United Nations European Headquarters in Geneva, Switzerland last year. I. as one of the Japanese Government Delegation gave the speech at Disarmament Meeting This year 22 members of the 19th High School Student Peace Ambassador are dispatched to Switzerland to participate in the peace activities. What interested me about Hiroshima is when I visited Hiroshima Atomic Bomb Museum as the fourth grader at Primary School. I wanted to know more about what happened to Hiroshima when I watched the exhibited relics one by one. I have been active in peace activities including signature movement, youth minister of foreign policy meetings and Hiroshima Local Innovation School. My thought to the Peace Bell I will introduce what the hibakusha I met said to me to you, “I do want to the United Nations in order to appeal for the tragedies of Hiroshima on the wheel chair just now ”I feel their impatience and anger because they cannot make their own appeal with their handicapped bodies. I applied for the 18th High School Student Peace Ambassador because I make their sincere appeal to the world as the representatives of them. My grand grandfather entered the heavily damaged city to look for his relatives right after the A-bombing. He had a very hard time, suffering from lung cancer and heart diseases for 40 years and died. He did not speak anything about his own experiences. He remembers the cruel scenes in the hell. He was given several kinds of discrimination. When I think of their unfavorable living conditions. I ,on behalf of them, wish to continue to appeal both the terror and the necessity of the abolition of nuclear weapon to the world Each hibakusha had his own future. People burnt by heat ray. People with glass pieces penetrated into their body, People who continue to suffer from the after-effect of radiation. “The A-bombing let the daytime into night and people into ghosts. I strongly insist that the nuclear weapon including the explosive atomic bombs must not be produced nor possessed. It is the human mission to abolish the destructive weapon beyond our imagination. Here is the peace bell. “The world is one” is inscribed on the surface of the bell. The world map without national boundaries. I have been active in the activities for the abolition of nuclear weapon. The abolition of nuclear weapon requires the mutual understanding and cooperation between the nuclear countries and non-nuclear countries. Last May the US President Obama made the first visit to Hiroshima as sitting president. I went on a trip to Hawaii to hear the war survivor’s testimony. After hearing their testimonies, I hope that Japanese political leaders should visit Pearl Harbor to pay the tribute for the US war victims, shown by the peace bell without the world map. The lotus pond around the belfry. The leaves of the lotus are said to be cover the burnt parts of the hibakusha. I am honored and pleased to make a speech on this sacred site. I strongly hope that the sound of this bell will be permeated to the world, hoping that The peaceful world not only without wars and nuclear weapon but also poverty and hunger will be put into reality.
