Yokohama City University 03 Vision－未来を描く ■ Vision – portraying the future 知を創生し、世界に発信する横浜市立大学 Yokohama City University -Creating wisdom and distributing it to the world 時代の変化に迅速に対応できる大学に 横浜市立大学（ YCU）は、平成17年4月 Vision – portraying the future 未来を描く − V i s i o n 教育・研究・診療の質を向上させ、存在感ある大学を目指す 理事長／田 中 克 子 に公立大学法人化してから、今年で10年を 迎えます。理事長就任2年目の今年は、昨 年以上にYCU のさらなる発展に向けて、努 力していきたいと考えています。 昨年度は、文部科学省の「 地（知）の拠点 整備（大学COC：Center of Community） 事業）にYCU の提案が採択され、また、主 にアジアの大学等と連携し都市問題解決を 目指す「アカデミックコンソーシアム」開催を通 じた国際交流の一層の推進、さらに、東大、 京大等とともにiPS細胞の実用化拠点に選ば れるなど、有意義な年でした。 平成26年度は、23年度から始まった第2期中期計画の4年目にあたりますが、 大学間競争の激化や医療ニーズの多様化など、大学を取り巻く状況の大きな変 化に迅速に対応していくことが求められる中、学生、市民の方々、患者さんのニー ズを第一に、短期的な視点だけでなく、中長期的な視点に立って対応してまいり ます。 同時に、グローバル人材を育成するための取組強化や世界的研究拠点の構 築、若手教員・研究者の育成推進、医師や看護師等の医療人材育成と輩出、 高度で先進的な医療の提供等についても、引き続き重点的に実施してまいります。 Becoming a university capable of swiftly responding to changing times 学長／窪 田 吉 信 布施勉前学長の後を受け、4月に第20 代学長に就任いたしました。どうぞよろし くお願いいたします。 経 済・社 会の国 際 化や大学間競争が進む中、YCU には世 界で活躍できるグローバル人材を育成する とともに、横 浜の都 市 社 会インフラとして 地域に貢献することが求められています。 これまでの大学改革では、主に制度的な 取り組みを進めてきましたが、これからは 「 質の向 上 」が必 要だと考えます。 学 部 でのPractical English（英語教育）の充 実や研究に裏打ちされた質の高い大学院 教育、社会のニーズを先取りした病院で の診療体制など、教育・研究・診療の「 質の向上」を進めてまいります。 YCU は他大学に先駆け、平成17年度からグローバル教育に取り組んできま したが、今後はより一層、大学の特徴を打ち出していきたと考えています。具 体的には、「 医学・生命医科学分野」で世界に誇る研究を行う先端医科学 研究センターや、主にアジアの「 都市問題の解決」に取り組むグローバル都市 協力研究センター、文部科学省の「 地（知）の拠点整備（大学COC）事業」で の「 環境未来都市 横浜」の実現に向けた事業など、他大学にはないYCU の特徴を活かした取り組みをこれまで以上に充実させるとともに、それらをより 多くの方に伝えていくことが、「 YCU の存在感」の向上につながると確信して います。 Aiming to improve the quality of education, research, and medical care to become a formidable university Yoshinobu KUBOTA / President Katsuko TANAKA ／ Chairperson of the Board of Trustees and CEO This year marks the 10th year since Yokohama City University (YCU) became an incorporated municipal university in April 2005. In this, my 2nd year as chairperson, I will make even greater efforts than last year toward YCU’ s further development. Last fiscal year was a significant one for YCU. Our proposal was selected for a Center of Community (COC) program by the Ministry of Education, Culture, Sports, Science and Technology, and we worked together with universities primarily in Asia to hold an “Academic Consortium”that aimed to resolve urban issues, thereby further advancing international exchange. Moreover, along with universities including the University of Tokyo and Kyoto University, YCU was chosen as a base for the practical application of iPS cells. I became president in April after taking over the post from my predecessor, Tsutomu Fuse. Amid economic and social globalization and ongoing competition among universities, YCU must both foster global human resources capable of being active on the world stage, and contribute to the community as an urban societal infrastructure in Yokohama. Though university reform to date has chiefly promoted institutional initiatives, from now on I believe improvement in quality is necessary. I will promote improved quality in education, research, and medical care, including greater practical English in schools, high-quality graduate education backed by research, and enhanced medical treatment functions and even more advanced medical treatment at hospitals that anticipate society’ s needs. FY2014 is the 4th year in the second mid-term plan that began in the 2011 fiscal year. Amid the call for rapid response to the considerable changes in circumstances enveloping universities, such as diversification of medical needs and intensification of competition among universities, YCU will cope based on a mid-to-long-term perspective as well as a short-term view, and place the needs of students, residents, and patients above all else. YCU began incorporating global education ahead of other universities in FY2005, but going forward I hope to boost development of the university’ s distinctive attributes. I am certain that YCU’ s presence will grow by further reinforcing, and sharing with as many people as possible, our initiatives that leverage the characteristics unique to YCU, such as the Advanced Medical Research Center that conducts world-class research in medicine and life sciences, the Global Cooperation Institute for Sustainable Cities that strives to resolve urban issues concentrated in Asia, and the program to achieve a Center of Community (COC) program by the Ministry of Education, Culture, Sports, Science and Technology,“Yokohama, Environmental City of the Future. At the same time, we will continue to focus on strengthening initiatives for nurturing global human resources, building global research sites, promoting the cultivation of young teachers and researchers, developing and producing human health resources such as doctors and nurses, and offering sophisticated, cutting-edge medical treatment. 田中克子 ■1945年生まれ。 岡山大学 医学部卒業、医学博士。主な職歴：病院・ 保健所・行政機関 （横浜市役所） に勤務。 2006年公立大学法人横浜市立大学理 事。2006年〜 2010年、同大学事務局 長。2013年4月より現職。 04 Yokohama City University Katsuko Tanaka ■ Born in 1945. Head of the Urology Department and Assistant Director of Yokohama City University Hospital. Vice President of Yokohama City University (April 2012 - March 2014). Donations from YCU alumni were applied to a part of the construction cost. Widely open to public, the facility is used by people in the YCU community, including Yokohama citizens, business, students, alumni, and faculty members, utilize it as a place to boost exchanges and distribute information. ● "Icho no Yakata" received an incentive award of 2005 Kanagawa Architecture Competition. ● The hall was constructed using materials made by leveraging resources. For example, the lounge is floored in brick tiles made with incinerated ashes of sewage. The exterior of the building also uses bricks containing recycled sewage provided by Yokohama Envioronmental Planning Bureau. This building is constructed with eco-friendliness and user-friendliness in mind by installing a solar power generation system and implementing universal design into the restroom. In addition to internships in Japanese corporations, Yokohama City, Kanagawa Prefecture, and publicly offered internships in central government ministries and agencies, unique internship programs are being developed in Yokohama City in collaboration with some corporations, and government and municipal offices. There are also overseas internship programs in which many students wishing to work overseas in the future participate. In FY2013, 15 students were sent overseas to Japaneseowned companies and local companies. The projects are accredited as hands-on learning programs in which students acquire awareness and learning. The center’s goals are to promote health and find cures for cancer, lifestyle diseases, and other illnesses. The center aims to construct a system of translational research between basic and clinical research, in order to reinvest the fruits of research to sites of medical practice and Yokohama residents. At the same time, we are developing basic research through an approach based on the fields of genes, proteins and cells. The center consists of a research and development department, a joint research support department, a biobank division, a clinical research support department, and a clerical support department. The research and development department promotes nonhierarchical interdisciplinary cooperation within the university. It seeks out research and development projects involving developmental medicine within the university and pursues cutting-edge medical research. In the third period (from 2012 to 2014), this department launched 23 research projects and produced a number of results. The department is also engaged in efforts to indentify research seeds and creates largescale projects. The joint research support department, which serves as the base for research and development projects, has a Proteomics Center, Genomics Center, Cellomics Center, Disease Model Center, and Bioinformatics Laboratory. The department uses these resources to generate research results. The DNA repository stores and manages test samples—surgically removed tissue parts— and examination and treatment information provided voluntarily by university hospital patients. It uses these resources to develop new examination and treatment technologies and develop new medicines. The number of test samples as of March 31, 2014, was 11,887. The clinical research support department works to ensure that the results of basic research can be applied to medical examinations and treatment more quickly. The clerical support department handles liaison duties between the center and businesses and research facilities, and supports research activities. Expansion of the Advanced Medical Research Center Building Begins in FY2014 As well as featuring analysis rooms fitted with the very latest research equipment, the new research building completed in December 2012 is home to the university’s first “industry-university cooperation lab”. Here, among other work, drugs and treatments will be developed in collaboration with corporate concerns. The building also houses a laboratory dedicated to comprehensive data management, including support for clinical research. The work undertaken in the analysis rooms will help to improve the quality of clinical research, both inside the university and in local medical and research institutions. The completion of the new research building will create new opportunities for industryuniversity cooperation and participation in national projects. It will also give added impetus to our creation of a system of “translational research” linking basic research with sites of medical practice. Expansion construction begins in FY2014 to enhance functions needed to further promote research that bridges fundamentals and clinic settings. Advanced Medical Research Center The Advanced Medical Research Center plays roles in the promotion of “cancer” and “life style diseases” treatment, a key project in Yokohama City’s Mid-Term Plan. The center promotes basic medical research. The School sets out to establish biomedical science at the atomic and molecular levels as a new field in biology, making full use of innovative measurement technology. The aim of this is to equip students with research and development capabilities befitting the postgenome era. With a foundation in structural biology, which explores life principles at the atomic level based on matter, students are taught to understand the hierarchical structure of life, from biomolecules to supramolecular complexes, organelles, cells, organs, and finally to organisms. They also learn about topics at the molecular and atomic levels, such as cell polarity, communication within cell networks, epigenomes related to differentiation and cell reprogramming, the uniqueness of reproductive cells and how it contributes to regenerative medicine, and the highly advanced phenomenon of neural networks. In addition, students are also taught how to create effective drugs and other treatments for a variety of illnesses. 20 Yokohama City University Partnership with RIKEN and AIST The Department of Supramolecular Biology promotes research and education activities in partnership with the Institute of Physical and Chemical Research (RIKEN). The facilities of the Tsurumi Campus, where the Department is located, share the same site as RIKEN’s Yokohama Campus. The Department is also in partnership with the National Institute of Advanced Industrial Science and Technology (AIST). Seven of the Department’s research groups have one laboratory run by a full-time YCU professor and another by a visiting RIKEN professor. The eighth group also has two laboratories, one run by a full-time YCU professor and the other by a visiting AIST professor. These groups cooperate in running the Graduate School. Supramolecular Research Powered by State-of-the-Art Research Facilities The Department of Supramolecular Biology has a globally competitive research environment. The department’s research equipment includes seven nuclear magnetic resonance (NMR) instruments, including a 950 MHz NMR device; X-ray generators; an X-ray diffractometer for single crystals; mass spectrometers; and a supercomputer. The department uses this equipment to pursue diverse explorations of the structures and functions of proteins, DNA, and other macromolecules. Tsurumi Campus The Tsurumi Campus was established in April 2001 as a graduate school partnership between YCU and RIKEN, which also operates within the campus grounds. The human population continues to grow amid global changes in environment, and to ensure sustainable production of food, we will conduct comprehensive genome analysis on the diversity and functionality of plants. We will also develop plant science research that can only be conducted at this laboratory, such as growing crops that have wide-ranging environmental adaptability, or introducing unique functional genes into cultivated wheat and chili peppers. Local contribution and strategies for creat ing new int ellec tual property assets Through our genome research on wheat, chili peppers, and others, we aim to make this a central facility for the world’s plant diversity function genome research. This will include discovering new substances and genes that have functionality, and growing new useful crops. While making use of regional network links, we will promote research that produces various intellectual assets to be reinvested in the community and also serve as a center for the development of safe, secure, local brands of wheat. We are also supporting science education at elementary schools in Totsuka Ward as a means of helping Yokohama’s next generation develop and grow. Globaliz ation and promoting collaboration with external institutions With the key phrase of“From basic research to applied research”, we are promoting collaboration with research institutions both in Japan and abroad. In 2007, we entered a comprehensive basic agreement with CIMMYT (International Maize and Wheat Improvement Center), an international agricultural research institute that averted a food crisis with its Green Revolution. Since 2010 we have been applying the Institute’ s resources to“Science and Technology (S&T) Research Partnership for Sustainable Development (SATREPS),”a large-scale project in collaboration with the Ministry of Education, Culture, Sports, Science and Technology and the Ministry of Foreign Affairs. We are contributing to the global community and helping Afghanistan recover from its civil war amidst harsh natural conditions by engaging in cooperative research with Afghanistan and educating young researchers who will develop breeding materials and techniques and engage in selective breeding of Afghanistan's wheat. Kihara Institute for Biological Research Professor Hitoshi Kihara was famous for saying “The history of the earth is in the earth’s strata, and the history of life is in chromosomes.” The Kihara Institute for Biological Research is a laboratory that was donated to YCU in 1984. The current facility was established in April 1995. The institute aims to build on the achievements of Professor Kihara and make discoveries, and uses its plant gene resources to engage in cooperative research with RIKEN and national research institutes. In February 2010, the institute opened the Kihara Memorial Room, which introduces the many accomplishments of Professor Kihara from a variety of different perspectives. The focus of the exhibit is Professor Kihara’s life work, which was wheat research. The exhibit was visited by the Emperor and Empress of Japan in September 2010. The second was held at the Universiti Sains Malaysia (Penang) in 2011, the third at Thammasat University (Bangkok) in 2012, and the fourth at the University of the Philippines (Manila) in 2013. The In October 2010, the World Bank and the Academic Consortium, promoters of the ECO2 Program, signed a Memorandum of Understanding (MOU) aimed at establishing a mutually beneficial partnership. In August 2012, YCU launched a course that incorporated ECO2 concepts as an initiative that gives shape to the MOU signed with the World Bank. With some lecturers invited from the World Bank, students engaged in discussions and made presentations in English on the problems facing cities. In 2013, the course also started at the Universiti Sains Malaysia, an Academic Consortium member school, and will also start at Vietnam National University in 2014. ECO2 is an urban strategic program implemented by the World Bank to create sustainable cities that are both ecological and economical, that is, cities that expand economically without destroying the environment. Lectures in English by foreign ambassadors and other VIPs At YCU, we aim to cultivate human resources who can be globally active in the international community. As part of this, we invite VIPs from various countries every year to give lectures. John Roos, the United States Ambassador to Japan, and Muhamad Noor Yacob, the Executive Director of the APEC Secretariat, were invited in 2010. Vincenzo Petrone, the Italian Ambassador to Japan, was invited in 2011, and Volker Stanzel, the German Ambassador to Japan, was invited in 2012. The invitation of Betty Grace Akech Okullo, the Ugandan Ambassador to Japan, was prompted by the Fifth Tokyo International Conference on African Development (TICAD V) in 2013. Teleclasses with the California Office of Kyushu University Teleclasses held with the California office of Kyushu University are part of a television conferencing system which connects America, Kyushu and Yokohama, allowing all three to hold live classes together. The classes are taught by a diverse range of instructors, from Silicon Valley entrepreneurs to Stanford University professors, and cover numerous fascinating topics, such as comparisons of business culture in the U.S. and Japan. Students are attracted to these teleclasses for, among other reasons, the insights they gain which help shape theirpost-graduation career vision and the opportunity to engage in idea and opinion exchanges with Kyushu University students. An exchange meeting with Harvard University students Harvard University students and students from the Tokyo Institute of Technology, Keio University, and YCU, which have campuses in Yokohama, had an opportunity to deepen exchange by experiencing Japanese culture during the 2013 Okurayama International Student Forum. Each year, 10 students from YCU participate. It has become an invaluable event that allows participants to interact with foreign students while in Japan. Support to study overseas We offer "Study Abroad Program" to study at universities overseas that have academic exchange agreement, including the City of Shanghai, which has a sister city relationship and friendship city agreement with Yokohama City. The qualified students for this Study Abroad Program will be selected based on the internal examination process. We provide careful follow-up for the students studying abroad throughout the program. Before departing Japan, we organize an orientation meeting. Upon completion of the program, we organize a meeting where students report their experiences and accomplishment. YCU’s proposal was selected in the program’s first year. To realize the concept of Yokohama as an "Environmental City of the Future," this university is promoting a project that hinges on regional contribution activities and human resource development education linked to various initiatives backed by Yokohama City. YCU is conducting initiatives such as the enhancement/expansion of region-oriented subjects and regional contribution activities carried out by teaching staff, the preparation of satellite bases (UDCN (Urban Design Center Namiki), etc.) for regional activation, and courses for YES (Yokohama Eco School) lectures (lectures on the environment). ●Regional contribution activities carried out by teaching staff This university is“an urban society infrastructure of a knowledge-based society in the international city of Yokohama”and functions as a regional think tank. To contribute to the solution of regional issues, YCU teaching staff collaborate with individuals that propose issues in order to conduct investigations, research, and social experiments. In addition to collaborative activities, from FY2014 incubation-type regional contribution activities under the guidance of YCU teaching staff have been established, and research has also been started with the aim of achieving the concept of an“Environmental City of the Future,”which is the core COC program. Efforts are already underway that include research on the vitalization of shopping streets in Yokohama City, activities to bring back eelgrass to Yokohama ocean waters, and research on energizing and securing human resources for the city’s smalland-mid-sized companies. Student Activities That Reverberate through the Community ●Regional contribution activities carried out by students The university provides support such as subsidies to advance various activities conducted by students that address regional issues. Students engage in activities while cooperating with municipalities and the region. These activities include urban planning targeting safety in the Hatsuko and Hinode-cho districts, visits to city elementary and junior high schools to conduct health/medical, dietary and science education classes, and urban planning that utilizes regional resources in Kanazawa Ward. ●Campus Town Kanazawa (Community Development through Universities) Kanto Gakuin University and YCU, which are both located in Kanazawa Ward, Yokohama City, have entered into an agreement with Kanazawa Ward Office to create a foundation for students to carry out regionally based activities. Language classes that include English, and continuing education classes in subjects such as literature, history, economics, and the natural sciences help boost residents’motivation to learn through lectures planned by teaching staff that cover a wide range of areas. In addition, classes on medical care that cover everything from daily health to the latest medical treatments make the most of the attributes of the university, which has the School of Medicine and a hospital. Many residents participate, and the classes help improve the health of those living in the community. Information on classes is provided on the university website, in leaflets/fliers distributed at community facilities and other locations, and the twice-monthly published e-newsletter,“YCU Extension Tsushin”. The Tsurumi Campus and Maioka Campus hold events once a year that are open to the general public in which research equipment and facilities that are normally not accessible are made available for viewing. In addition to making the campus, laboratories, and research equipment open to the public, the campuses also provide an educational space for residents by holding lectures and simulations introducing the latest research results and offering experiment classes and hands-on lessons for children. Excluding days reserved for university use, the multi-purpose hall (50-person capacity) and lounge can be utilized for events that include resident circle/group activities. *Facility utilization requires a fee. Public use of swimming pool The swimming pool is available for public use during times when it is not otherwise being used for university lessons or for extracurricular activities. Individuals from junior high school age and above are welcome. Yokohama City University Medical Center With 10 disease-specific centers, 19 departments, and 726 beds, this Center provides acute-stage medical care that requires a high level of technique as a core hospital with tertiary emergency medical care covering a wide range of necessities. Features This Center has an Advanced Critical Care and Emergency Center, accepts severe/emergency patients of Yokohama City and its surrounding areas, and provides comprehensive medical care in a team of specialists in related fields with disease-specific centers functioning as the core. In addition, this Center was approved as a "Community Medicine Support Hospital" for the first time in Japan as a university hospital. Basic Policies 1. Designation as a core hospital, etc. ● Designated Regional Cancer Center (August, 2014) Upon the recommendation of Kanagawa Prefecture, in August 2014 this facility was designated a Regional Cancer Center as defined by the Ministry of Health, Labor and Welfare.
