EU の加盟国内政への影響：『ヨーロッパ化』は必然か？
−フランス農業セクター利益団体政治における変化の考察

CAP は、EEC の中でも最も早く組織化された分野であり、
初の再分配政策である。
フランスは、その制度形成・運営に当たって大きな役割を果たした。この論文は、CAP を
通じて、フランスの国家の政治構造がヨーロッパ統合との関係で如何に変容したかを考察
するものである。
従来、農業政策は、政府間主義的な政策形成の代表的分野と理解されてきた。つ
まり、政策決定は、欧州理事会または閣僚理事会を場として各国政府主導で行われ、その
国益に反する政策は採択されないような、実質的に加盟国国家によって牽引されていると
考えられたのである。しかし改めて見直すと、フランスの農業政策は EU のダイナミクスに
よって動いているのである。つまり、EU から決定的な影響を被ってきたのである。従来の
議論は、条約および改革交渉、また条約を始めとする EU 法規の内容に専ら焦点を当てて、
加盟国間の政治を分析する国際政治のグランドセオリー（「政府間主義」対「超国家主義」
など）にのみ頼ってきたからために、EU 統合を捉えることは出来ない。そこで本稿は、歴
史的制度論と社会運動研究のアプローチを用い、CAP がフランスの農業政策にいかなる影
響を与えたかを、「政策」（政策の内容）、「政治」
（政府、団体などアクターの関係）に分類
して検討する。具体的には、EU と国家相互の政策の変化、国内農業政策過程における利益
団体政治、利益団体関係の変化を、ド･ゴール政権期から今日のシラク政権期までの長期的
なスパンで分析する。
本稿の仮説は、「政策面での変化として、価格政策における「再国家化」現象（権
限、財源共に国内政府に戻されること）は、実際には、EU の決定によってなされたもので
ある。更に、EU レベルの入力手段が失われたために、国内農業団体の活動対象が国内政府
に戻る、利益団体活動の「国内化」が起こっている。また、政治構造の変化として、国内
利益団体は、EU による農業イシューの多様化に伴い、EU レベルとフランス政府双方にそ
の活動対象を多元化している。従って、フランスの農業政策は CAP の国内浸透を受け、「ヨ
ーロッパ化」が進展している。」というものである。分析レベルは、政策面での変化、背景
にある EU、フランス政府、国内農業団体から成る農業政策ネットワークに設定する。
まず、「政策」であるが、ド･ゴール政権期には、EU、フランスの双方の制度形成

期にあたり、EU では価格政策（共通の支持価格を設定することで農産物保護を目的とする
もの）を、フランス国内では構造政策（農村の近代化・開発を目的とするもの）を分担す
ることが明確に打ち出された。これに対してポンピドゥー、ジスカール・デスタン大統領
期には、CAP では支持価格削減を打ち出したマンスホルトプランが提出されたことで、国
家に変わって EC が農政のイニシアティヴを取り始めた。これは、今日の「ヨーロッパ化」
する国内政策への道付けの分岐点であった。ミッテラン政権期には、1988 年の農業安定化
装置の導入と 1989 年のマクシャリー改革による農業支出の削減、価格支持政策の直接支払
いへの転換、同時に構造政策の強化を決定した。これはフランスがヨーロッパのダイナミ
ズムによって牽引されているプロセスであり、マクシャリー改革はマンスホルトプランを
さらに進め、国内政策を「ヨーロッパ化」のベクトル上に位置づけたといえる。さらにシ
ラク政権期には、価格政策の加盟国へ「再国家化」、農村開発のための構造政策への力点の
移動を決定したアジェンダ 2000 が示された。これによって、政策面で EU がイニシアティ
ヴを握っていることは明らかになり、EU のダイナミズムの国内への流入は止めがたい潮流
となって押し寄せているといえる。
「政治」に関しては、ド･ゴール政権期には、国内農業団体は、EU では COPA を
利用して、国内では FNSEA 政府関係の樹立によって政策過程への参画を可能にした。とこ
ろがポンピドゥー、ジスカール・デスタン大統領期には、マンスホルトプランによって
COPA の統一戦略に亀裂が入る。ミッテラン政権期に入ると、支持価格の引き下げを意図
した CAP 改革は、COPA の分裂を生じさせ、委員会の政策過程から決定的に排除される結
果を齎した。その結果、CAP に対する EU レベルの入力手段を失った農業団体の活動は加
盟国政府に対して向けられることなる。ロビー活動は、政治的機会構造がオープンな対象、
政治的に有意義な入力手段となる機会を狙って集中する性質を持つため、国内政府にそれ
を見出した利益団体が、そこに活動を集中させたのである。1960 年代に COPA を通じた入
力手段を獲得し、EU レベルに対しても活動を拡大していた国内農業団体が、入力手段を失
い、EU イシューに関しても国内政府をターゲットにする様は、利益団体活動の「国内化」
として政治的機会構造論によって説明される。さらに、シラク政権期に、EU 環境指令によ
って環境省の管轄事項が拡大し、権限が強化されたことが、FNSEA をして農業省に限定し
ない利益代表活動を展開させしめたプロセスは、「ヨーロッパ化」といえる。ヨーロッパの
ダイナミズムが原動力となって起こった変化といえるからである。
国内政策がヨーロッパによって牽引されるようになっても、また、社会党政権に
よって FNSEA の影響力を限定する政策が導入されても、FNSEA と政府の諮問関係は継続
した。ド･ゴール政権期からポンピドゥー、ジスカール・デスタン政権期を経て、FNSEA
は、フランス農業政策の制度上保障された優位を保持してきた。このことは、FNSEA の比

重が、中央・地方制度の中でも、農民の意識の中でも如何に高かったかを示している。そ
して、2002 年にシラクが大統領に再選出され、保革共存が解消されると、右翼政権は一時
停滞していた FNSEA との諮問関係、大統領との接触を完全に復活させた。このような農業
政策の「逆戻り」は、ヨーロッパ大の政策潮流に逆流するものである。さらに政府は、EU
による制約に輪をかける形で FNSEA によって政策の幅を狭められることになった。したが
って、政府側にとって FNSEA との関係の継続は合理的選択とはいえないものであり、むし
ろ経路依存性の文脈で説明される現象である。
利益団体政治に対する CAP の影響は、1960 年代には多様な農産物の収穫時期を反
映して各地で散発していたまとまりのない活動が、統一市場と統一価格が創設されたこと
によって、CAP の交渉日程に一致するようになったことに始まる。FNSEA は支持価格上昇
を統一スローガンとして掲げることで潜在的に内部に抱えていた対立を抑制し、組織とし
ての統一性を達成した。さらに 1970 年代には、FNSEA は彼らとの協働関係にメリットを
見出した政府との諮問関係を確立し、構造政策上の便宜を受けることが可能になり、政府
との関係を正統化することで内部対立の縫合に成功した。この部分コーポラティズムの黄
金期は、マクシャリー改革を境に終わる。FNSEA 内部の対立を縫合することが不可能にな
り、左派団体の活動が著しく活発化したのである。これは、1980、90 年代に、CAP が構造
政策にまで関与を拡大したことで、国内の構造政策に制限が生まれ、政府が独自の裁量で
FNSEA を利することが困難になったためである。このように CAP がフランスにおける農
業政治と利益団体活動のあり方を作り出し、変容させるのに大きな役割を果たしていると
いえる。
以上の分析によってフランスの農業政策、農業政治過程は、「ヨーロッパ化」によ
って国家の権限が侵食されるベクトル上に位置づけられていることが分かる。国家は EU に
よって権限を制約され、さらに行き場を失った国内利益団体の活動の対象となっているた
め、彼らにも手足を縛られている。
