“too ~ to…”の構文で to…に意味上の主語“for there”がついている形。
there が意味上の主語になる形に戸惑うかもしれないが、“there is ~”「～
がある」という表現の副詞の there を主語的に扱うことがあるので覚えてお
こう。
2. Having finished her breakfast, she read the paper.
完了形の分詞構文の形がポイント。朝食をすますほうが時間的に先行して
いるので、これを分詞構文にする。
3. The slope being too steep for them, they gave up going farther.
Because the slope was too steep for them「その坂は彼らにとって険しす
ぎたので」と表現したいが、接続詞や be 動詞がないので分詞構文で表現す
る。

分詞構文の直後の“as S do”には分詞構文を強調する働きがあり、

At one time ~ talented の部分は分詞構文であり、そこで省略されている
主語は second language instruction。
「第二言語が贅沢とみなす」という能
動の意味では不自然。「第二言語が贅沢とみなされる」という受動の意味に
したいので、過去分詞 considered にする。
「かつては学問的に才能のある人々の贅沢であるとみなされていたが、第
二言語教育はすべての人にとって重要なものであると受け入れられるよう
になってきている」
